4-AN ACT concerning transportation.
5-Be it enacted by the People of the State of Illinois,
6-represented in the General Assembly:
7-Section 5. The Illinois Identification Card Act is amended
8-by changing Sections 4 and 5 as follows:

11-Sec. 4. Identification card.
12-(a) The Secretary of State shall issue a standard Illinois
13-Identification Card to any natural person who is a resident of
14-the State of Illinois who applies for such card, or renewal
15-thereof. No identification card shall be issued to any person
16-who holds a valid foreign state identification card, license,
17-or permit unless the person first surrenders to the Secretary
18-of State the valid foreign state identification card, license,
19-or permit. The card shall be prepared and supplied by the
20-Secretary of State and shall include a photograph and
21-signature or mark of the applicant. However, the Secretary of
22-State may provide by rule for the issuance of Illinois
23-Identification Cards without photographs if the applicant has
24-a bona fide religious objection to being photographed or to
25-the display of his or her photograph. The Illinois
26-Identification Card may be used for identification purposes in

10+8 Sec. 4. Identification card.
11+9 (a) The Secretary of State shall issue a standard Illinois
12+10 Identification Card to any natural person who is a resident of
13+11 the State of Illinois who applies for such card, or renewal
14+12 thereof. No identification card shall be issued to any person
15+13 who holds a valid foreign state identification card, license,
16+14 or permit unless the person first surrenders to the Secretary
17+15 of State the valid foreign state identification card, license,
18+16 or permit. The card shall be prepared and supplied by the

33-any lawful situation only by the person to whom it was issued.
34-As used in this Act, "photograph" means any color photograph
35-or digitally produced and captured image of an applicant for
36-an identification card. As used in this Act, "signature" means
37-the name of a person as written by that person and captured in
38-a manner acceptable to the Secretary of State.
39-(a-5) If an applicant for an identification card has a
40-current driver's license or instruction permit issued by the
41-Secretary of State, the Secretary may require the applicant to
42-utilize the same residence address and name on the
43-identification card, driver's license, and instruction permit
44-records maintained by the Secretary. The Secretary may
45-promulgate rules to implement this provision.
46-(a-10) If the applicant is a judicial officer as defined
47-in Section 1-10 of the Judicial Privacy Act or a peace officer,
48-the applicant may elect to have his or her office or work
49-address listed on the card instead of the applicant's
50-residence or mailing address. The Secretary may promulgate
51-rules to implement this provision. For the purposes of this
52-subsection (a-10), "peace officer" means any person who by
53-virtue of his or her office or public employment is vested by
54-law with a duty to maintain public order or to make arrests for
55-a violation of any penal statute of this State, whether that
56-duty extends to all violations or is limited to specific
57-violations.
58-(a-15) The Secretary of State may provide for an expedited
59-
60-
61-process for the issuance of an Illinois Identification Card.
62-The Secretary shall charge an additional fee for the expedited
63-issuance of an Illinois Identification Card, to be set by
64-rule, not to exceed $75. All fees collected by the Secretary
65-for expedited Illinois Identification Card service shall be
66-deposited into the Secretary of State Special Services Fund.
67-The Secretary may adopt rules regarding the eligibility,
68-process, and fee for an expedited Illinois Identification
69-Card. If the Secretary of State determines that the volume of
70-expedited identification card requests received on a given day
71-exceeds the ability of the Secretary to process those requests
72-in an expedited manner, the Secretary may decline to provide
73-expedited services, and the additional fee for the expedited
74-service shall be refunded to the applicant.
75-(a-20) The Secretary of State shall issue a standard
76-Illinois Identification Card to a person committed to the
77-Department of Corrections or Department of Juvenile Justice
78-upon receipt of the person's birth certificate, social
79-security card, photograph, proof of residency upon discharge,
80-and an identification card application transferred via a
81-secure method as agreed upon by the Secretary and the
82-Department of Corrections or Department of Juvenile Justice.
83-Illinois residency shall be established by submission of a
84-Secretary of State prescribed Identification Card verification
85-form completed by the respective Department.
86-(a-25) The Secretary of State shall issue a limited-term
87-

89-Illinois Identification Card valid for 90 days to a committed
90-person upon release on parole, mandatory supervised release,
91-aftercare release, final discharge, or pardon from the
92-Department of Corrections or Department of Juvenile Justice,
93-if the released person is unable to present a certified copy of
94-his or her birth certificate and social security card or other
95-documents authorized by the Secretary, but does present a
96-Secretary of State prescribed Identification Card verification
97-form completed by the Department of Corrections or Department
98-of Juvenile Justice, verifying the released person's date of
99-birth, social security number, and his or her Illinois
100-residence address. The verification form must have been
101-completed no more than 30 days prior to the date of application
102-for the Illinois Identification Card.
103-Prior to the expiration of the 90-day period of the
104-limited-term Illinois Identification Card, if the released
105-person submits to the Secretary of State a certified copy of
106-his or her birth certificate and his or her social security
107-card or other documents authorized by the Secretary, a
108-standard Illinois Identification Card shall be issued. A
109-limited-term Illinois Identification Card may not be renewed.
110-(a-30) The Secretary of State shall issue a standard
111-Illinois Identification Card to a person upon conditional
112-release or absolute discharge from the custody of the
113-Department of Human Services, if the person presents a
114-certified copy of his or her birth certificate, social
115-
116-
117-security card, or other documents authorized by the Secretary,
118-and a document proving his or her Illinois residence address.
119-The Secretary of State shall issue a standard Illinois
120-Identification Card to a person prior to his or her
121-conditional release or absolute discharge if personnel from
122-the Department of Human Services bring the person to a
123-Secretary of State location with the required documents.
124-Documents proving residence address may include any official
125-document of the Department of Human Services showing the
126-person's address after release and a Secretary of State
127-prescribed verification form, which may be executed by
128-personnel of the Department of Human Services.
129-(a-35) The Secretary of State shall issue a limited-term
130-Illinois Identification Card valid for 90 days to a person
131-upon conditional release or absolute discharge from the
132-custody of the Department of Human Services, if the person is
133-unable to present a certified copy of his or her birth
134-certificate and social security card or other documents
135-authorized by the Secretary, but does present a Secretary of
136-State prescribed verification form completed by the Department
137-of Human Services, verifying the person's date of birth and
138-social security number, and a document proving his or her
139-Illinois residence address. The verification form must have
140-been completed no more than 30 days prior to the date of
141-application for the Illinois Identification Card. The
142-Secretary of State shall issue a limited-term Illinois

145-Identification Card to a person no sooner than 14 days prior to
146-his or her conditional release or absolute discharge if
147-personnel from the Department of Human Services bring the
148-person to a Secretary of State location with the required
149-documents. Documents proving residence address shall include
150-any official document of the Department of Human Services
151-showing the person's address after release and a Secretary of
152-State prescribed verification form, which may be executed by
153-personnel of the Department of Human Services.
154-(b) The Secretary of State shall issue a special Illinois
155-Identification Card, which shall be known as an Illinois
156-Person with a Disability Identification Card, to any natural
157-person who is a resident of the State of Illinois, who is a
158-person with a disability as defined in Section 4A of this Act,
159-who applies for such card, or renewal thereof. No Illinois
160-Person with a Disability Identification Card shall be issued
161-to any person who holds a valid foreign state identification
162-card, license, or permit unless the person first surrenders to
163-the Secretary of State the valid foreign state identification
164-card, license, or permit. The Secretary of State shall charge
165-no fee to issue such card. The card shall be prepared and
166-supplied by the Secretary of State, and shall include a
167-photograph and signature or mark of the applicant, a
168-designation indicating that the card is an Illinois Person
169-with a Disability Identification Card, and shall include a
170-comprehensible designation of the type and classification of
171-

173-the applicant's disability as set out in Section 4A of this
174-Act. However, the Secretary of State may provide by rule for
175-the issuance of Illinois Person with a Disability
176-Identification Cards without photographs if the applicant has
177-a bona fide religious objection to being photographed or to
178-the display of his or her photograph. If the applicant so
179-requests, the card shall include a description of the
180-applicant's disability and any information about the
181-applicant's disability or medical history which the Secretary
182-determines would be helpful to the applicant in securing
183-emergency medical care. If a mark is used in lieu of a
184-signature, such mark shall be affixed to the card in the
185-presence of two witnesses who attest to the authenticity of
186-the mark. The Illinois Person with a Disability Identification
187-Card may be used for identification purposes in any lawful
188-situation by the person to whom it was issued.
189-The Illinois Person with a Disability Identification Card
190-may be used as adequate documentation of disability in lieu of
191-a physician's determination of disability, a determination of
192-disability from a physician assistant, a determination of
193-disability from an advanced practice registered nurse, or any
194-other documentation of disability whenever any State law
195-requires that a person with a disability provide such
196-documentation of disability, however an Illinois Person with a
197-Disability Identification Card shall not qualify the
198-cardholder to participate in any program or to receive any
199-
200-
201-benefit which is not available to all persons with like
202-disabilities. Notwithstanding any other provisions of law, an
203-Illinois Person with a Disability Identification Card, or
204-evidence that the Secretary of State has issued an Illinois
205-Person with a Disability Identification Card, shall not be
206-used by any person other than the person named on such card to
207-prove that the person named on such card is a person with a
208-disability or for any other purpose unless the card is used for
209-the benefit of the person named on such card, and the person
210-named on such card consents to such use at the time the card is
211-so used.
212-An optometrist's determination of a visual disability
213-under Section 4A of this Act is acceptable as documentation
214-for the purpose of issuing an Illinois Person with a
215-Disability Identification Card.
216-When medical information is contained on an Illinois
217-Person with a Disability Identification Card, the Office of
218-the Secretary of State shall not be liable for any actions
219-taken based upon that medical information.
220-(c) The Secretary of State shall provide that each
221-original or renewal Illinois Identification Card or Illinois
222-Person with a Disability Identification Card issued to a
223-person under the age of 21 shall be of a distinct nature from
224-those Illinois Identification Cards or Illinois Person with a
225-Disability Identification Cards issued to individuals 21 years
226-of age or older. The color designated for Illinois
227-
228-
229-Identification Cards or Illinois Person with a Disability
230-Identification Cards for persons under the age of 21 shall be
231-at the discretion of the Secretary of State.
232-(c-1) Each original or renewal Illinois Identification
233-Card or Illinois Person with a Disability Identification Card
234-issued to a person under the age of 21 shall display the date
235-upon which the person becomes 18 years of age and the date upon
236-which the person becomes 21 years of age.
237-(c-3) The General Assembly recognizes the need to identify
238-military veterans living in this State for the purpose of
239-ensuring that they receive all of the services and benefits to
240-which they are legally entitled, including healthcare,
241-education assistance, and job placement. To assist the State
242-in identifying these veterans and delivering these vital
243-services and benefits, the Secretary of State is authorized to
244-issue Illinois Identification Cards and Illinois Person with a
245-Disability Identification Cards with the word "veteran"
246-appearing on the face of the cards. This authorization is
247-predicated on the unique status of veterans. The Secretary may
248-not issue any other identification card which identifies an
249-occupation, status, affiliation, hobby, or other unique
250-characteristics of the identification card holder which is
251-unrelated to the purpose of the identification card.
252-(c-5) Beginning on or before July 1, 2015, the Secretary
253-of State shall designate a space on each original or renewal
254-identification card where, at the request of the applicant,
255-
256-
257-the word "veteran" shall be placed. The veteran designation
258-shall be available to a person identified as a veteran under
259-subsection (b) of Section 5 of this Act who was discharged or
260-separated under honorable conditions.
261-(d) The Secretary of State may issue a Senior Citizen
262-discount card, to any natural person who is a resident of the
263-State of Illinois who is 60 years of age or older and who
264-applies for such a card or renewal thereof. The Secretary of
265-State shall charge no fee to issue such card. The card shall be
266-issued in every county and applications shall be made
267-available at, but not limited to, nutrition sites, senior
268-citizen centers and Area Agencies on Aging. The applicant,
269-upon receipt of such card and prior to its use for any purpose,
270-shall have affixed thereon in the space provided therefor his
271-signature or mark.
272-(e) The Secretary of State, in his or her discretion, may
273-designate on each Illinois Identification Card or Illinois
274-Person with a Disability Identification Card a space where the
275-card holder may place a sticker or decal, issued by the
276-Secretary of State, of uniform size as the Secretary may
277-specify, that shall indicate in appropriate language that the
278-card holder has renewed his or her Illinois Identification
279-Card or Illinois Person with a Disability Identification Card.
280-(f) Upon providing required documentation, at the request
281-of the applicant, the identification card may reflect Gold
282-Star Family designation. The Secretary shall designate a space
283-

285-on each original or renewal of an identification card for such
286-designation. This designation shall be available to a person
287-eligible for Gold Star license plates under subsection (f) of
288-Section 6-106 of the Illinois Vehicle Code.

537-(c-5) Beginning on or before July 1, 2015, the Secretary
538-of State shall designate a space on each original or renewal
539-identification card where, at the request of the applicant,
540-the word "veteran" shall be placed. The veteran designation
541-shall be available to a person identified as a veteran under
542-subsection (b) of Section 5 of this Act who was discharged or
543-separated under honorable conditions.
544-(d) The Secretary of State may issue a Senior Citizen
545-discount card, to any natural person who is a resident of the
546-State of Illinois who is 60 years of age or older and who
547-applies for such a card or renewal thereof. The Secretary of
548-State shall charge no fee to issue such card. The card shall be
549-issued in every county and applications shall be made
550-available at, but not limited to, nutrition sites, senior
551-citizen centers and Area Agencies on Aging. The applicant,
552-upon receipt of such card and prior to its use for any purpose,
553-shall have affixed thereon in the space provided therefor his
554-signature or mark.
555-(e) The Secretary of State, in his or her discretion, may
556-designate on each Illinois Identification Card or Illinois
557-Person with a Disability Identification Card a space where the
558-card holder may place a sticker or decal, issued by the
559-Secretary of State, of uniform size as the Secretary may
560-specify, that shall indicate in appropriate language that the
561-card holder has renewed his or her Illinois Identification
562-
563-
564-Card or Illinois Person with a Disability Identification Card.
565-(f) Upon providing required documentation, at the request
566-of the applicant, the identification card may reflect Gold
567-Star Family designation. The Secretary shall designate a space
568-on each original or renewal of an identification card for such
569-designation. This designation shall be available to a person
570-eligible for Gold Star license plates under subsection (f) of
571-Section 6-106 of the Illinois Vehicle Code.

602-by the Secretary, such documentation as the Secretary may
603-require, establishing that the applicant is a "person with a
604-disability" as defined in Section 4A of this Act, and setting
605-forth the applicant's type and class of disability as set
606-forth in Section 4A of this Act. For the purposes of this
607-subsection (a), "peace officer" means any person who by virtue
608-of his or her office or public employment is vested by law with
609-a duty to maintain public order or to make arrests for a
610-violation of any penal statute of this State, whether that
611-duty extends to all violations or is limited to specific
612-violations.
613-(a-5) Upon the first issuance of a request for proposals
614-for a digital driver's license and identification card
615-issuance and facial recognition system issued after January 1,
616-2020 (the effective date of Public Act 101-513), and upon

619-implementation of a new or revised system procured pursuant to
620-that request for proposals, the Secretary shall permit
621-applicants to choose between "male", "female", or "non-binary"
622-when designating the applicant's sex on the identification
623-card application form. The sex designated by the applicant
624-shall be displayed on the identification card issued to the
625-applicant.
626-(b) Beginning on or before July 1, 2015, for each original

628-Secretary shall inquire as to whether the applicant is a

639-the Illinois Department of Veterans' Affairs shall provide a
640-certificate to the veteran to provide to the Secretary of
641-State. The Illinois Department of Veterans' Affairs shall
642-advise the Secretary as to what other forms of proof of a
643-person's status as a veteran are acceptable.
644-For each applicant who is issued an identification card

648-Department of Veterans' Affairs with the applicant's name,
649-address, date of birth, gender, and such other demographic
650-information as agreed to by the Secretary and the Department.
651-The Department may take steps necessary to confirm the
652-applicant is a veteran. If after due diligence, including
653-writing to the applicant at the address provided by the
654-Secretary, the Department is unable to verify the applicant's
655-veteran status, the Department shall inform the Secretary, who
656-shall notify the applicant that he or she must confirm status
657-as a veteran, or the identification card will be cancelled.
658-For purposes of this subsection (b):
659-"Armed forces" means any of the Armed Forces of the United
660-States, including a member of any reserve component or
661-National Guard unit.

797-country, any passport validly issued to the applicant from the
798-applicant's country of citizenship or a consular
799-identification document validly issued to the applicant by a
800-consulate of that country as defined in Section 5 of the
801-Consular Identification Document Act. Any such documents must
802-be either unexpired or presented by an applicant within 2
803-years of its expiration date.

808-Sec. 25. Powers and duties of the Board. The Board shall:
809-(a) Set policies and establish programs for implementation

812-in support of the mission and goals of the Agency.
813-(b) Create and execute such seminars, symposia, or other
814-conferences as may be necessary or advisable to the Agency.
815-(c) Report annually to the Governor and the General
816-Assembly on the status of the Agency and its programs.
817-(d) Accept, hold, maintain, and administer, as trustee,
818-property given in trust for education or historic purposes for
819-the benefit of the people of the State of Illinois and dispose
820-of any property under the terms of the instrument creating the
821-trust.
822-(e) Accept, hold, maintain, and administer donated
823-property of historical significance, such as books, papers,
824-records, and personal property of any kind, including
825-electronic and digital property, pursuant to gifting
826-instruments, agreements, or deeds of gift, including but not
827-limited to the King Hostick Public Trust Fund, and enter into
828-such agreements as may be necessary to carry out the Board's
829-duties and responsibilities under this Section.
830-(f) Lease concessions at the Library and Museum. All
831-leases, for whatever period, shall be made subject to the
832-written approval of the Governor's Office of Management and
833-Budget. All concession leases extending for a period in excess
834-of 10 years shall contain provisions for the Agency to
835-participate, on a percentage basis, in the revenues generated
836-by any concession operation.
837-(g) Enforce the laws of the State and the rules of the
838-
839-
840-Agency.
841-(h) Cooperate with private organizations and agencies of
842-the State of Illinois by providing areas and the use of staff
843-personnel where feasible for the sale of publications on the
844-historic and cultural heritage of the State and craft items
845-made by Illinois craftsmen. These sales shall not conflict
846-with existing concession agreements. The Board is authorized
847-to negotiate and approve agreements with the organizations and
848-agencies for a portion of the moneys received from sales to be
849-returned to the Agency for the furtherance of interpretative
850-and restoration programs.
851-(i) Accept offers of gifts, gratuities, or grants from the
852-federal government, its agencies, or offices, or from any
853-person, firm, or corporation.
854-(j) Subject to the provisions of the Illinois
855-Administrative Procedure Act, make reasonable rules as may be
856-necessary to discharge the duties of the Agency.
857-(k) Charge and collect admission fees and rental for
858-access to and use of the facilities of the Library and Museum;
859-however, an Illinois resident who shows a driver's license or
860-Illinois Identification Card containing a designation that the
861-resident is a Gold Star Family member shall not be charged an
862-admission fee for entry to the Museum during its normal hours
863-of operation.
864-(l) Operate a restaurant, cafe, or other food serving
865-facility at the Museum or lease the operation of such a
866-
867-
868-facility under reasonable terms and conditions, and provide
869-vending services for food, beverages, or other products deemed
870-necessary and proper, consistent with the purposes of the
871-Library and Museum.
872-(m) Engage in marketing activities designed to promote the
873-Library and Museum. In undertaking these activities, the Board
874-may take all necessary steps with respect to products and
875-services, including, but not limited to, retail sales,
876-wholesale sales, direct marketing, mail order sales, telephone
877-sales, advertising and promotion, purchase of product and
878-materials inventory, design and printing and manufacturing of
879-new products, reproductions, and adaptations, copyright and
880-trademark licensing and royalty agreements, and payment of
881-applicable taxes. In addition, the Board shall have the
882-authority to sell advertising in its publications and printed
883-materials.

894-Sec. 1. Erect, operate, and maintain aquariums and
895-museums. The corporate authorities of cities and park
896-districts having control or supervision over any public park
897-or parks, including parks located on formerly submerged land,
898-are hereby authorized to purchase, erect, and maintain within
899-any such public park or parks edifices to be used as aquariums
900-or as museums of art, industry, science, or natural or other
901-history, including presidential libraries, centers, and
902-museums, such aquariums and museums consisting of all
903-facilities for their collections, exhibitions, programming,
904-and associated initiatives, or to permit the directors or
905-trustees of any corporation or society organized for the
906-construction or maintenance and operation of an aquarium or
907-museum as hereinabove described to erect, enlarge, ornament,
908-build, rebuild, rehabilitate, improve, maintain, and operate
909-its aquarium or museum within any public park now or hereafter
910-under the control or supervision of any city or park district,
911-and to contract with any such directors or trustees of any such
912-aquarium or museum relative to the erection, enlargement,
913-ornamentation, building, rebuilding, rehabilitation,
914-improvement, maintenance, ownership, and operation of such
915-aquarium or museum. Notwithstanding the previous sentence, a
916-city or park district may enter into a lease for an initial
917-term not to exceed 99 years, subject to renewal, allowing a
918-
919-
920-corporation or society as hereinabove described to erect,
921-enlarge, ornament, build, rebuild, rehabilitate, improve,
922-maintain, and operate its aquarium or museum, together with
923-grounds immediately adjacent to such aquarium or museum, and
924-to use, possess, and occupy grounds surrounding such aquarium
925-or museum as hereinabove described for the purpose of
926-beautifying and maintaining such grounds in a manner
927-consistent with the aquarium or museum's purpose, and on the
928-conditions that (1) the public is allowed access to such
929-grounds in a manner consistent with its access to other public
930-parks, and (2) the city or park district retains a
931-reversionary interest in any improvements made by the
932-corporation or society on the grounds, including the aquarium
933-or museum itself, that matures upon the expiration or lawful
934-termination of the lease. It is hereby reaffirmed and found
935-that the aquariums and museums as described in this Section,
936-and their collections, exhibitions, programming, and
937-associated initiatives, serve valuable public purposes,
938-including, but not limited to, furthering human knowledge and
939-understanding, educating and inspiring the public, and
940-expanding recreational and cultural resources and
941-opportunities. Any city or park district may charge, or permit
942-such an aquarium or museum to charge, an admission fee. Any
943-such aquarium or museum, however, shall be open without
944-charge, when accompanied by a teacher, to the children in
945-actual attendance upon grades kindergarten through twelve in
946-
947-
948-any of the schools in this State at all times. In addition,
949-except as otherwise provided in this Section, any such
950-aquarium or museum must be open to persons who reside in this
951-State without charge for a period equivalent to 52 days, at
952-least 6 of which must be during the period from June through
953-August, each year. Beginning on the effective date of this
954-amendatory Act of the 101st General Assembly through June 30,
955-2022, any such aquarium or museum must be open to persons who
956-reside in this State without charge for a period equivalent to
957-52 days, at least 6 of which must be during the period from
958-June through August, 2021. Any such museum shall be open
959-without charge throughout the year to an Illinois resident who
960-shows a driver's license or Illinois Identification Card
961-containing a designation that the resident is a Gold Star
962-Family member. Notwithstanding said provisions, charges may be
963-made at any time for special services and for admission to
964-special facilities within any aquarium or museum for the
965-education, entertainment, or convenience of visitors. The
966-proceeds of such admission fees and charges for special
967-services and special facilities shall be devoted exclusively
968-to the purposes for which the tax authorized by Section 2
969-hereof may be used. If any owner or owners of any lands or lots
970-abutting or fronting on any such public park, or adjacent
971-thereto, have any private right, easement, interest or
972-property in such public park appurtenant to their lands or
973-lots or otherwise, which would be interfered with by the
974-
975-
976-erection and maintenance of any aquarium or museum as
977-hereinbefore provided, or any right to have such public park
978-remain open or vacant and free from buildings, the corporate
979-authorities of the city or park district having control of
980-such park, may condemn the same in the manner prescribed for
981-the exercise of the right of eminent domain under the Eminent
982-Domain Act. The changes made to this Section by this
983-amendatory Act of the 99th General Assembly are declaratory of
984-existing law and shall not be construed as a new enactment.

986-Section 25. The Illinois Vehicle Code is amended by
987-changing Sections 3-699.14, 6-106, and 6-110 as follows:

989-Sec. 3-699.14. Universal special license plates.
990-(a) In addition to any other special license plate, the
991-Secretary, upon receipt of all applicable fees and
992-applications made in the form prescribed by the Secretary, may
993-issue Universal special license plates to residents of
994-Illinois on behalf of organizations that have been authorized
995-by the General Assembly to issue decals for Universal special
996-license plates. Appropriate documentation, as determined by
997-the Secretary, shall accompany each application. Authorized
998-organizations shall be designated by amendment to this
999-Section. When applying for a Universal special license plate
1000-
1001-
1002-the applicant shall inform the Secretary of the name of the
1003-authorized organization from which the applicant will obtain a
1004-decal to place on the plate. The Secretary shall make a record
1005-of that organization and that organization shall remain
1006-affiliated with that plate until the plate is surrendered,
1007-revoked, or otherwise cancelled. The authorized organization
1008-may charge a fee to offset the cost of producing and
1009-distributing the decal, but that fee shall be retained by the
1010-authorized organization and shall be separate and distinct
1011-from any registration fees charged by the Secretary. No decal,
1012-sticker, or other material may be affixed to a Universal
1013-special license plate other than a decal authorized by the
1014-General Assembly in this Section or a registration renewal
1015-sticker. The special plates issued under this Section shall be
1016-affixed only to passenger vehicles of the first division,
1017-including motorcycles and autocycles, or motor vehicles of the
1018-second division weighing not more than 8,000 pounds. Plates
1019-issued under this Section shall expire according to the
1020-multi-year procedure under Section 3-414.1 of this Code.
1021-(b) The design, color, and format of the Universal special
1022-license plate shall be wholly within the discretion of the
1023-Secretary. Universal special license plates are not required
1024-to designate "Land of Lincoln", as prescribed in subsection
1025-(b) of Section 3-412 of this Code. The design shall allow for
1026-the application of a decal to the plate. Organizations
1027-authorized by the General Assembly to issue decals for
1028-
1029-
1030-Universal special license plates shall comply with rules
1031-adopted by the Secretary governing the requirements for and
1032-approval of Universal special license plate decals. The
1033-Secretary may, in his or her discretion, allow Universal
1034-special license plates to be issued as vanity or personalized
1035-plates in accordance with Section 3-405.1 of this Code. The
1036-Secretary of State must make a version of the special
1037-registration plates authorized under this Section in a form
1038-appropriate for motorcycles and autocycles.
1039-(c) When authorizing a Universal special license plate,
1040-the General Assembly shall set forth whether an additional fee
1041-is to be charged for the plate and, if a fee is to be charged,
1042-the amount of the fee and how the fee is to be distributed.
1043-When necessary, the authorizing language shall create a
1044-special fund in the State treasury into which fees may be
1045-deposited for an authorized Universal special license plate.
1046-Additional fees may only be charged if the fee is to be paid
1047-over to a State agency or to a charitable entity that is in
1048-compliance with the registration and reporting requirements of
1049-the Charitable Trust Act and the Solicitation for Charity Act.
1050-Any charitable entity receiving fees for the sale of Universal
1051-special license plates shall annually provide the Secretary of
1052-State a letter of compliance issued by the Attorney General
1053-verifying that the entity is in compliance with the Charitable
1054-Trust Act and the Solicitation for Charity Act.
1055-(d) Upon original issuance and for each registration
1056-
1057-
1058-renewal period, in addition to the appropriate registration
1059-fee, if applicable, the Secretary shall collect any additional
1060-fees, if required, for issuance of Universal special license
1061-plates. The fees shall be collected on behalf of the
1062-organization designated by the applicant when applying for the
1063-plate. All fees collected shall be transferred to the State
1064-agency on whose behalf the fees were collected, or paid into
1065-the special fund designated in the law authorizing the
1066-organization to issue decals for Universal special license
1067-plates. All money in the designated fund shall be distributed
1068-by the Secretary subject to appropriation by the General
1069-Assembly.
1070-(e) The following organizations may issue decals for
1071-Universal special license plates with the original and renewal
1072-fees and fee distribution as follows:
1073-(1) The Illinois Department of Natural Resources.

1322-Sec. 6-106. Application for license or instruction permit.
1323-(a) Every application for any permit or license authorized
1324-to be issued under this Code shall be made upon a form
1325-furnished by the Secretary of State. Every application shall
1326-be accompanied by the proper fee and payment of such fee shall
1327-entitle the applicant to not more than 3 attempts to pass the
1328-examination within a period of one year after the date of
1329-application.
1330-(b) Every application shall state the legal name, social
1331-security number, zip code, date of birth, sex, and residence
1332-address of the applicant; briefly describe the applicant;
1333-state whether the applicant has theretofore been licensed as a
1334-driver, and, if so, when and by what state or country, and
1335-
1336-
1337-whether any such license has ever been cancelled, suspended,
1338-revoked or refused, and, if so, the date and reason for such
1339-cancellation, suspension, revocation or refusal; shall include
1340-an affirmation by the applicant that all information set forth
1341-is true and correct; and shall bear the applicant's signature.
1342-In addition to the residence address, the Secretary may allow
1343-the applicant to provide a mailing address. In the case of an
1344-applicant who is a judicial officer or peace officer, the
1345-Secretary may allow the applicant to provide an office or work
1346-address in lieu of a residence or mailing address. The
1347-application form may also require the statement of such
1348-additional relevant information as the Secretary of State
1349-shall deem necessary to determine the applicant's competency
1350-and eligibility. The Secretary of State may, in his
1351-discretion, by rule or regulation, provide that an application
1352-for a drivers license or permit may include a suitable
1353-photograph of the applicant in the form prescribed by the
1354-Secretary, and he may further provide that each drivers
1355-license shall include a photograph of the driver. The
1356-Secretary of State may utilize a photograph process or system
1357-most suitable to deter alteration or improper reproduction of
1358-a drivers license and to prevent substitution of another photo
1359-thereon. For the purposes of this subsection (b), "peace
1360-officer" means any person who by virtue of his or her office or
1361-public employment is vested by law with a duty to maintain
1362-public order or to make arrests for a violation of any penal
1363-
1364-
1365-statute of this State, whether that duty extends to all
1366-violations or is limited to specific violations.
1367-(b-3) Upon the first issuance of a request for proposals
1368-for a digital driver's license and identification card
1369-issuance and facial recognition system issued after January 1,
1370-2020 (the effective date of Public Act 101-513), and upon
1371-implementation of a new or revised system procured pursuant to
1372-that request for proposals, the Secretary shall permit
1373-applicants to choose between "male", "female" or "non-binary"
1374-when designating the applicant's sex on the driver's license
1375-application form. The sex designated by the applicant shall be
1376-displayed on the driver's license issued to the applicant.
1377-(b-5) Every applicant for a REAL ID compliant driver's
1378-license or permit shall provide proof of lawful status in the
1379-United States as defined in 6 CFR 37.3, as amended. Applicants
1380-who are unable to provide the Secretary with proof of lawful
1381-status may apply for a driver's license or permit under
1382-Section 6-105.1 of this Code.
1383-(c) The application form shall include a notice to the
1384-applicant of the registration obligations of sex offenders
1385-under the Sex Offender Registration Act. The notice shall be
1386-provided in a form and manner prescribed by the Secretary of
1387-State. For purposes of this subsection (c), "sex offender" has
1388-the meaning ascribed to it in Section 2 of the Sex Offender
1389-Registration Act.
1390-(d) Any male United States citizen or immigrant who
1391-
1392-
1393-applies for any permit or license authorized to be issued
1394-under this Code or for a renewal of any permit or license, and
1395-who is at least 18 years of age but less than 26 years of age,
1396-must be registered in compliance with the requirements of the
1397-federal Military Selective Service Act. The Secretary of State
1398-must forward in an electronic format the necessary personal
1399-information regarding the applicants identified in this
1400-subsection (d) to the Selective Service System. The
1401-applicant's signature on the application serves as an
1402-indication that the applicant either has already registered
1403-with the Selective Service System or that he is authorizing
1404-the Secretary to forward to the Selective Service System the
1405-necessary information for registration. The Secretary must
1406-notify the applicant at the time of application that his
1407-signature constitutes consent to registration with the
1408-Selective Service System, if he is not already registered.
1409-(e) Beginning on or before July 1, 2015, for each original
1410-or renewal driver's license application under this Code, the
1411-Secretary shall inquire as to whether the applicant is a
1412-veteran for purposes of issuing a driver's license with a
1413-veteran designation under subsection (e-5) of Section 6-110 of
1414-this Code. The acceptable forms of proof shall include, but
1415-are not limited to, Department of Defense form DD-214,
1416-Department of Defense form DD-256 for applicants who did not
1417-receive a form DD-214 upon the completion of initial basic
1418-training, Department of Defense form DD-2 (Retired), an
1419-
1420-
1421-identification card issued under the federal Veterans
1422-Identification Card Act of 2015, or a United States Department
1423-of Veterans Affairs summary of benefits letter. If the
1424-document cannot be stamped, the Illinois Department of
1425-Veterans' Affairs shall provide a certificate to the veteran
1426-to provide to the Secretary of State. The Illinois Department
1427-of Veterans' Affairs shall advise the Secretary as to what
1428-other forms of proof of a person's status as a veteran are
1429-acceptable.
1430-For each applicant who is issued a driver's license with a
1431-veteran designation, the Secretary shall provide the
1432-Department of Veterans' Affairs with the applicant's name,
1433-address, date of birth, gender and such other demographic
1434-information as agreed to by the Secretary and the Department.
1435-The Department may take steps necessary to confirm the
1436-applicant is a veteran. If after due diligence, including
1437-writing to the applicant at the address provided by the
1438-Secretary, the Department is unable to verify the applicant's
1439-veteran status, the Department shall inform the Secretary, who
1440-shall notify the applicant that he or she must confirm status
1441-as a veteran, or the driver's license will be cancelled.
1442-For purposes of this subsection (e):
1443-"Armed forces" means any of the Armed Forces of the United
1444-States, including a member of any reserve component or
1445-National Guard unit.
1446-"Veteran" means a person who has served in the armed
1447-
1448-
1449-forces and was discharged or separated under honorable
1450-conditions.
1451-(f) An applicant who is eligible for Gold Star license
1452-plates under Section 3-664 of this Code may apply for an
1453-original or renewal driver's license with space for a
1454-designation as a Gold Star Family. The Secretary may waive any
1455-fee for this application. If the Secretary does not waive the
1456-fee, any fee charged to the applicant must be deposited into
1457-the Illinois Veterans Assistance Fund. The Secretary is
1458-authorized to issue rules to implement this subsection.

1510-application, is ineligible for a social security number, then:
1511-(1) if the applicant has documentation, issued by the
1512-United States Department of Homeland Security, authorizing
1513-the applicant's presence in this country, the applicant
1514-shall provide such documentation instead of a social
1515-security number; and
1516-(2) if the applicant does not have documentation
1517-described in paragraph (1), the applicant shall provide,
1518-instead of a social security number, the following:
1519-(A) documentation establishing that the applicant
1520-has resided in this State for a period in excess of one
1521-year;
1522-(B) a passport validly issued to the applicant
1523-from the applicant's country of citizenship or a
1524-consular identification document validly issued to the
1525-applicant by a consulate of that country as defined in
1526-Section 5 of the Consular Identification Document Act,
1527-as long as such documents are either unexpired or
1528-presented by an applicant within 2 years of its
1529-expiration date; and

1588-document cannot be stamped, the Illinois Department of
1589-Veterans' Affairs shall provide a certificate to the veteran
1590-to provide to the Secretary of State. The Illinois Department
1591-of Veterans' Affairs shall advise the Secretary as to what
1592-other forms of proof of a person's status as a veteran are
1593-acceptable.
1594-For each applicant who is issued a driver's license with a
1595-veteran designation, the Secretary shall provide the
1596-Department of Veterans' Affairs with the applicant's name,
1597-address, date of birth, gender and such other demographic
1598-information as agreed to by the Secretary and the Department.
1599-The Department may take steps necessary to confirm the
1600-applicant is a veteran. If after due diligence, including
1601-writing to the applicant at the address provided by the
1602-Secretary, the Department is unable to verify the applicant's
1603-veteran status, the Department shall inform the Secretary, who
1604-shall notify the applicant that he or she must confirm status
1605-as a veteran, or the driver's license will be cancelled.
1606-For purposes of this subsection (e):
1607-"Armed forces" means any of the Armed Forces of the United
1608-States, including a member of any reserve component or
1609-National Guard unit.
1610-"Veteran" means a person who has served in the armed
1611-forces and was discharged or separated under honorable
1612-conditions.
1613-(f) An applicant who is eligible for Gold Star license
1614-
1615-
1616-plates under Section 3-664 of this Code may apply for an
1617-original or renewal driver's license with space for a
1618-designation as a Gold Star Family. The Secretary may waive any
1619-fee for this application. If the Secretary does not waive the
1620-fee, any fee charged to the applicant must be deposited into
1621-the Illinois Veterans Assistance Fund. The Secretary is
1622-authorized to issue rules to implement this subsection.

1625-Sec. 6-110. Licenses issued to drivers.
1626-(a) The Secretary of State shall issue to every qualifying
1627-applicant a driver's license as applied for, which license
1628-shall bear a distinguishing number assigned to the licensee,
1629-the legal name, signature, zip code, date of birth, residence
1630-address, and a brief description of the licensee.
1631-Licenses issued shall also indicate the classification and
1632-the restrictions under Section 6-104 of this Code. The
1633-Secretary may adopt rules to establish informational
1634-restrictions that can be placed on the driver's license
1635-regarding specific conditions of the licensee.
1636-A driver's license issued may, in the discretion of the
1637-Secretary, include a suitable photograph of a type prescribed
1638-by the Secretary.
1639-(a-1) If the licensee is less than 18 years of age, unless
1640-one of the exceptions in subsection (a-2) apply, the license
1641-
1642-
1643-shall, as a matter of law, be invalid for the operation of any
1644-motor vehicle during the following times:
1645-(A) Between 11:00 p.m. Friday and 6:00 a.m. Saturday;
1646-(B) Between 11:00 p.m. Saturday and 6:00 a.m. on
1647-Sunday; and
1648-(C) Between 10:00 p.m. on Sunday to Thursday,
1649-inclusive, and 6:00 a.m. on the following day.
1650-(a-2) The driver's license of a person under the age of 18
1651-shall not be invalid as described in subsection (a-1) of this
1652-Section if the licensee under the age of 18 was:
1653-(1) accompanied by the licensee's parent or guardian
1654-or other person in custody or control of the minor;
1655-(2) on an errand at the direction of the minor's
1656-parent or guardian, without any detour or stop;
1657-(3) in a motor vehicle involved in interstate travel;
1658-(4) going to or returning home from an employment
1659-activity, without any detour or stop;
1660-(5) involved in an emergency;
1661-(6) going to or returning home from, without any
1662-detour or stop, an official school, religious, or other
1663-recreational activity supervised by adults and sponsored
1664-by a government or governmental agency, a civic
1665-organization, or another similar entity that takes
1666-responsibility for the licensee, without any detour or
1667-stop;
1668-(7) exercising First Amendment rights protected by the
1669-
1670-
1671-United States Constitution, such as the free exercise of
1672-religion, freedom of speech, and the right of assembly; or
1673-(8) married or had been married or is an emancipated
1674-minor under the Emancipation of Minors Act.
1675-(a-2.5) The driver's license of a person who is 17 years of
1676-age and has been licensed for at least 12 months is not invalid
1677-as described in subsection (a-1) of this Section while the
1678-licensee is participating as an assigned driver in a Safe
1679-Rides program that meets the following criteria:
1680-(1) the program is sponsored by the Boy Scouts of
1681-America or another national public service organization;
1682-and
1683-(2) the sponsoring organization carries liability
1684-insurance covering the program.
1685-(a-3) If a graduated driver's license holder over the age
1686-of 18 committed an offense against traffic regulations
1687-governing the movement of vehicles or any violation of Section
1688-6-107 or Section 12-603.1 of this Code in the 6 months prior to
1689-the graduated driver's license holder's 18th birthday, and was
1690-subsequently convicted of the offense, the provisions of
1691-subsection (a-1) shall continue to apply until such time as a
1692-period of 6 consecutive months has elapsed without an
1693-additional violation and subsequent conviction of an offense
1694-against traffic regulations governing the movement of vehicles
1695-or Section 6-107 or Section 12-603.1 of this Code.
1696-(a-4) If an applicant for a driver's license or
1697-
1698-
1699-instruction permit has a current identification card issued by
1700-the Secretary of State, the Secretary may require the
1701-applicant to utilize the same residence address and name on
1702-the identification card, driver's license, and instruction
1703-permit records maintained by the Secretary. The Secretary may
1704-promulgate rules to implement this provision.
1705-(a-5) If an applicant for a driver's license is a judicial
1706-officer or a peace officer, the applicant may elect to have his
1707-or her office or work address listed on the license instead of
1708-the applicant's residence or mailing address. The Secretary of
1709-State shall adopt rules to implement this subsection (a-5).
1710-For the purposes of this subsection (a-5), "peace officer"
1711-means any person who by virtue of his or her office or public
1712-employment is vested by law with a duty to maintain public
1713-order or to make arrests for a violation of any penal statute
1714-of this State, whether that duty extends to all violations or
1715-is limited to specific violations.
1716-(b) Until the Secretary of State establishes a First
1717-Person Consent organ and tissue donor registry under Section
1718-6-117 of this Code, the Secretary of State shall provide a
1719-format on the reverse of each driver's license issued which
1720-the licensee may use to execute a document of gift conforming
1721-to the provisions of the Illinois Anatomical Gift Act. The
1722-format shall allow the licensee to indicate the gift intended,
1723-whether specific organs, any organ, or the entire body, and
1724-shall accommodate the signatures of the donor and 2 witnesses.

1727-The Secretary shall also inform each applicant or licensee of
1728-this format, describe the procedure for its execution, and may
1729-offer the necessary witnesses; provided that in so doing, the
1730-Secretary shall advise the applicant or licensee that he or
1731-she is under no compulsion to execute a document of gift. A
1732-brochure explaining this method of executing an anatomical
1733-gift document shall be given to each applicant or licensee.
1734-The brochure shall advise the applicant or licensee that he or
1735-she is under no compulsion to execute a document of gift, and
1736-that he or she may wish to consult with family, friends or
1737-clergy before doing so. The Secretary of State may undertake
1738-additional efforts, including education and awareness
1739-activities, to promote organ and tissue donation.
1740-(c) The Secretary of State shall designate on each
1741-driver's license issued a space where the licensee may place a
1742-sticker or decal of the uniform size as the Secretary may
1743-specify, which sticker or decal may indicate in appropriate
1744-language that the owner of the license carries an Emergency
1745-Medical Information Card.
1746-The sticker may be provided by any person, hospital,
1747-school, medical group, or association interested in assisting
1748-in implementing the Emergency Medical Information Card, but
1749-shall meet the specifications as the Secretary may by rule or
1750-regulation require.
1751-(d) The Secretary of State shall designate on each
1752-driver's license issued a space where the licensee may
1753-
1754-
1755-indicate his blood type and RH factor.
1756-(e) The Secretary of State shall provide that each
1757-original or renewal driver's license issued to a licensee
1758-under 21 years of age shall be of a distinct nature from those
1759-driver's licenses issued to individuals 21 years of age and
1760-older. The color designated for driver's licenses for
1761-licensees under 21 years of age shall be at the discretion of
1762-the Secretary of State.
1763-(e-1) The Secretary shall provide that each driver's
1764-license issued to a person under the age of 21 displays the
1765-date upon which the person becomes 18 years of age and the date
1766-upon which the person becomes 21 years of age.
1767-(e-3) The General Assembly recognizes the need to identify
1768-military veterans living in this State for the purpose of
1769-ensuring that they receive all of the services and benefits to
1770-which they are legally entitled, including healthcare,
1771-education assistance, and job placement. To assist the State
1772-in identifying these veterans and delivering these vital
1773-services and benefits, the Secretary of State is authorized to
1774-issue drivers' licenses with the word "veteran" appearing on
1775-the face of the licenses. This authorization is predicated on
1776-the unique status of veterans. The Secretary may not issue any
1777-other driver's license which identifies an occupation, status,
1778-affiliation, hobby, or other unique characteristics of the
1779-license holder which is unrelated to the purpose of the
1780-driver's license.

1782-
1783-(e-5) Beginning on or before July 1, 2015, the Secretary
1784-of State shall designate a space on each original or renewal
1785-driver's license where, at the request of the applicant, the
1786-word "veteran" shall be placed. The veteran designation shall
1787-be available to a person identified as a veteran under
1788-subsection (e) of Section 6-106 of this Code who was
1789-discharged or separated under honorable conditions.
1790-(e-7) Upon providing required documentation, at the
1791-request of the applicant, the driver's license may reflect
1792-Gold Star Family designation. The Secretary shall designate a
1793-space on each original or renewal driver's license for such
1794-designation. This designation shall be available to a person
1795-eligible for Gold Star license plates under subsection (f) of
1796-Section 6-106 of this Code.
1797-(f) The Secretary of State shall inform all Illinois
1798-licensed commercial motor vehicle operators of the
1799-requirements of the Uniform Commercial Driver License Act,
1800-Article V of this Chapter, and shall make provisions to insure
1801-that all drivers, seeking to obtain a commercial driver's
1802-license, be afforded an opportunity prior to April 1, 1992, to
1803-obtain the license. The Secretary is authorized to extend
1804-driver's license expiration dates, and assign specific times,
1805-dates and locations where these commercial driver's tests
1806-shall be conducted. Any applicant, regardless of the current
1807-expiration date of the applicant's driver's license, may be
1808-subject to any assignment by the Secretary. Failure to comply
1809-
1810-
1811-with the Secretary's assignment may result in the applicant's
1812-forfeiture of an opportunity to receive a commercial driver's
1813-license prior to April 1, 1992.
1814-(g) The Secretary of State shall designate on a driver's
1815-license issued, a space where the licensee may indicate that
1816-he or she has drafted a living will in accordance with the
1817-Illinois Living Will Act or a durable power of attorney for
1818-health care in accordance with the Illinois Power of Attorney
1819-Act.
1820-(g-1) The Secretary of State, in his or her discretion,
1821-may designate on each driver's license issued a space where
1822-the licensee may place a sticker or decal, issued by the
1823-Secretary of State, of uniform size as the Secretary may
1824-specify, that shall indicate in appropriate language that the
1825-owner of the license has renewed his or her driver's license.
1826-(h) A person who acts in good faith in accordance with the
1827-terms of this Section is not liable for damages in any civil
1828-action or subject to prosecution in any criminal proceeding
1829-for his or her act.
1830-(i) The Secretary shall designate a space on each original
1831-or renewal of a driver's license, at the request of the
1832-applicant, for a designation as a Gold Star Family. This
1833-designation shall be available to a person eligible for Gold
1834-Star license plates under subsection (f) of Section 6-106 of
1835-this Code.

296+11 ensuring that they receive all of the services and benefits to
297+12 which they are legally entitled, including healthcare,
298+13 education assistance, and job placement. To assist the State
299+14 in identifying these veterans and delivering these vital
300+15 services and benefits, the Secretary of State is authorized to
301+16 issue Illinois Identification Cards and Illinois Person with a
302+17 Disability Identification Cards with the word "veteran"
303+18 appearing on the face of the cards. This authorization is
304+19 predicated on the unique status of veterans. The Secretary may
305+20 not issue any other identification card which identifies an
306+21 occupation, status, affiliation, hobby, or other unique
307+22 characteristics of the identification card holder which is
308+23 unrelated to the purpose of the identification card.
309+24 (c-5) Beginning on or before July 1, 2015, the Secretary

326+5 (d) The Secretary of State may issue a Senior Citizen
327+6 discount card, to any natural person who is a resident of the
328+7 State of Illinois who is 60 years of age or older and who
329+8 applies for such a card or renewal thereof. The Secretary of
330+9 State shall charge no fee to issue such card. The card shall be
331+10 issued in every county and applications shall be made
332+11 available at, but not limited to, nutrition sites, senior
333+12 citizen centers and Area Agencies on Aging. The applicant,
334+13 upon receipt of such card and prior to its use for any purpose,
335+14 shall have affixed thereon in the space provided therefor his

337+16 (e) The Secretary of State, in his or her discretion, may

365+8 (a) The Secretary of State shall issue a standard Illinois

369+12 who holds a valid foreign state identification card, license,

394+2 the name of a person as written by that person and captured in
395+3 a manner acceptable to the Secretary of State.
396+4 (a-5) If an applicant for an identification card has a
397+5 current driver's license or instruction permit issued by the
398+6 Secretary of State, the Secretary may require the applicant to
399+7 utilize the same residence address and name on the
400+8 identification card, driver's license, and instruction permit
401+9 records maintained by the Secretary. The Secretary may
402+10 promulgate rules to implement this provision.
403+11 (a-10) If the applicant is a judicial officer as defined
404+12 in Section 1-10 of the Judicial Privacy Act or a peace officer,
405+13 the applicant may elect to have his or her office or work
406+14 address listed on the card instead of the applicant's
407+15 residence or mailing address. The Secretary may promulgate
408+16 rules to implement this provision. For the purposes of this
409+17 subsection (a-10), "peace officer" means any person who by
410+18 virtue of his or her office or public employment is vested by
411+19 law with a duty to maintain public order or to make arrests for
412+20 a violation of any penal statute of this State, whether that
413+21 duty extends to all violations or is limited to specific
414+22 violations.
415+23 (a-15) The Secretary of State may provide for an expedited
416+24 process for the issuance of an Illinois Identification Card.

430+2 for expedited Illinois Identification Card service shall be

432+4 The Secretary may adopt rules regarding the eligibility,

434+6 Card. If the Secretary of State determines that the volume of
435+7 expedited identification card requests received on a given day

614+6 disabilities. Notwithstanding any other provisions of law, an
615+7 Illinois Person with a Disability Identification Card, or
616+8 evidence that the Secretary of State has issued an Illinois

871+12 (a) Any natural person who is a resident of the State of
872+13 Illinois may file an application for an identification card,
873+14 or for the renewal thereof, in a manner prescribed by the
874+15 Secretary. Each original application shall be completed by the
875+16 applicant in full and shall set forth the legal name,
876+17 residence address and zip code, social security number, if the
877+18 person has a social security number, birth date, sex and a
878+19 brief description of the applicant. The applicant shall be

897+3 addition to the residence address, the Secretary may allow the
898+4 applicant to provide a mailing address. If the applicant is a
899+5 judicial officer as defined in Section 1-10 of the Judicial
900+6 Privacy Act or a peace officer, the applicant may elect to have
901+7 his or her office or work address in lieu of the applicant's
902+8 residence or mailing address. An applicant for an Illinois
903+9 Person with a Disability Identification Card must also submit
904+10 with each original or renewal application, on forms prescribed
905+11 by the Secretary, such documentation as the Secretary may
906+12 require, establishing that the applicant is a "person with a

910+16 subsection (a), "peace officer" means any person who by virtue

937+7 (b) Beginning on or before July 1, 2015, for each original
938+8 or renewal identification card application under this Act, the
939+9 Secretary shall inquire as to whether the applicant is a
940+10 veteran for purposes of issuing an identification card with a
941+11 veteran designation under subsection (c-5) of Section 4 of
942+12 this Act. The acceptable forms of proof shall include, but are
943+13 not limited to, Department of Defense form DD-214, Department
944+14 of Defense form DD-256 for applicants who did not receive a
945+15 form DD-214 upon the completion of initial basic training,
946+16 Department of Defense form DD-2 (Retired), an identification
947+17 card issued under the federal Veterans Identification Card Act
948+18 of 2015, or a United States Department of Veterans Affairs

1218+6 August, each year. Beginning on the effective date of this
1219+7 amendatory Act of the 101st General Assembly through June 30,
1220+8 2022, any such aquarium or museum must be open to persons who
1221+9 reside in this State without charge for a period equivalent to
1222+10 52 days, at least 6 of which must be during the period from
1223+11 June through August, 2021. Any such museum shall be open
1224+12 without charge throughout the year to an Illinois resident who
1225+13 shows a driver's license or Illinois Identification Card
1226+14 containing a designation that the resident is a Gold Star
1227+15 Family member. Notwithstanding said provisions, charges may be
1228+16 made at any time for special services and for admission to
1229+17 special facilities within any aquarium or museum for the
1230+18 education, entertainment, or convenience of visitors. The
1231+19 proceeds of such admission fees and charges for special
1232+20 services and special facilities shall be devoted exclusively
1233+21 to the purposes for which the tax authorized by Section 2
1234+22 hereof may be used. If any owner or owners of any lands or lots
1235+23 abutting or fronting on any such public park, or adjacent
1236+24 thereto, have any private right, easement, interest or
1237+25 property in such public park appurtenant to their lands or

1320+2 adopted by the Secretary governing the requirements for and
1321+3 approval of Universal special license plate decals. The
1322+4 Secretary may, in his or her discretion, allow Universal
1323+5 special license plates to be issued as vanity or personalized
1324+6 plates in accordance with Section 3-405.1 of this Code. The
1325+7 Secretary of State must make a version of the special
1326+8 registration plates authorized under this Section in a form
1327+9 appropriate for motorcycles and autocycles.
1328+10 (c) When authorizing a Universal special license plate,
1329+11 the General Assembly shall set forth whether an additional fee
1330+12 is to be charged for the plate and, if a fee is to be charged,
1331+13 the amount of the fee and how the fee is to be distributed.
1332+14 When necessary, the authorizing language shall create a
1333+15 special fund in the State treasury into which fees may be
1334+16 deposited for an authorized Universal special license plate.
1335+17 Additional fees may only be charged if the fee is to be paid
1336+18 over to a State agency or to a charitable entity that is in
1337+19 compliance with the registration and reporting requirements of
1338+20 the Charitable Trust Act and the Solicitation for Charity Act.
1339+21 Any charitable entity receiving fees for the sale of Universal
1340+22 special license plates shall annually provide the Secretary of
1341+23 State a letter of compliance issued by the Attorney General
1342+24 verifying that the entity is in compliance with the Charitable
1343+25 Trust Act and the Solicitation for Charity Act.

1692+14 (a) Every application for any permit or license authorized
1693+15 to be issued under this Code shall be made upon a form

1766+17 status may apply for a driver's license or permit under
1767+18 Section 6-105.1 of this Code.
1768+19 (c) The application form shall include a notice to the
1769+20 applicant of the registration obligations of sex offenders
1770+21 under the Sex Offender Registration Act. The notice shall be
1771+22 provided in a form and manner prescribed by the Secretary of

1840+19 veteran status, the Department shall inform the Secretary, who
1841+20 shall notify the applicant that he or she must confirm status
1842+21 as a veteran, or the driver's license will be cancelled.

1872+15 (a) Every application for any permit or license authorized
1873+16 to be issued under this Code shall be made upon a form

1967+3 (b-3) Upon the first issuance of a request for proposals
1968+4 for a digital driver's license and identification card

1971+7 implementation of a new or revised system procured pursuant to
1972+8 that request for proposals, the Secretary shall permit

2083+11 (a) The Secretary of State shall issue to every qualifying

2148+5 (a-2.5) The driver's license of a person who is 17 years of
2149+6 age and has been licensed for at least 12 months is not invalid
2150+7 as described in subsection (a-1) of this Section while the
2151+8 licensee is participating as an assigned driver in a Safe
2152+9 Rides program that meets the following criteria:
2153+10 (1) the program is sponsored by the Boy Scouts of
2154+11 America or another national public service organization;

2158+15 (a-3) If a graduated driver's license holder over the age
2159+16 of 18 committed an offense against traffic regulations
2160+17 governing the movement of vehicles or any violation of Section
2161+18 6-107 or Section 12-603.1 of this Code in the 6 months prior to
2162+19 the graduated driver's license holder's 18th birthday, and was
2163+20 subsequently convicted of the offense, the provisions of
2164+21 subsection (a-1) shall continue to apply until such time as a
2165+22 period of 6 consecutive months has elapsed without an
2166+23 additional violation and subsequent conviction of an offense
2167+24 against traffic regulations governing the movement of vehicles
2168+25 or Section 6-107 or Section 12-603.1 of this Code.

2264+13 (e-3) The General Assembly recognizes the need to identify
2265+14 military veterans living in this State for the purpose of
2266+15 ensuring that they receive all of the services and benefits to
2267+16 which they are legally entitled, including healthcare,
2268+17 education assistance, and job placement. To assist the State
2269+18 in identifying these veterans and delivering these vital
2270+19 services and benefits, the Secretary of State is authorized to
2271+20 issue drivers' licenses with the word "veteran" appearing on
2272+21 the face of the licenses. This authorization is predicated on
2273+22 the unique status of veterans. The Secretary may not issue any
2274+23 other driver's license which identifies an occupation, status,
2275+24 affiliation, hobby, or other unique characteristics of the
2276+25 license holder which is unrelated to the purpose of the
2277+26 driver's license.

2288+1 (e-5) Beginning on or before July 1, 2015, the Secretary
2289+2 of State shall designate a space on each original or renewal
2290+3 driver's license where, at the request of the applicant, the
2291+4 word "veteran" shall be placed. The veteran designation shall
2292+5 be available to a person identified as a veteran under
2293+6 subsection (e) of Section 6-106 of this Code who was
2294+7 discharged or separated under honorable conditions.
2295+8 (e-7) Upon providing required documentation, at the
2296+9 request of the applicant, the driver's license may reflect
2297+10 Gold Star Family designation. The Secretary shall designate a
2298+11 space on each original or renewal driver's license for such
2299+12 designation. This designation shall be available to a person
2300+13 eligible for Gold Star license plates under subsection (f) of
2301+14 Section 6-106 of this Code.
2302+15 (f) The Secretary of State shall inform all Illinois
2303+16 licensed commercial motor vehicle operators of the
2304+17 requirements of the Uniform Commercial Driver License Act,
2305+18 Article V of this Chapter, and shall make provisions to insure
2306+19 that all drivers, seeking to obtain a commercial driver's
2307+20 license, be afforded an opportunity prior to April 1, 1992, to
2308+21 obtain the license. The Secretary is authorized to extend
2309+22 driver's license expiration dates, and assign specific times,
2310+23 dates and locations where these commercial driver's tests
2311+24 shall be conducted. Any applicant, regardless of the current
2312+25 expiration date of the applicant's driver's license, may be
2313+26 subject to any assignment by the Secretary. Failure to comply

2324+1 with the Secretary's assignment may result in the applicant's
2325+2 forfeiture of an opportunity to receive a commercial driver's
2326+3 license prior to April 1, 1992.
2327+4 (g) The Secretary of State shall designate on a driver's
2328+5 license issued, a space where the licensee may indicate that
2329+6 he or she has drafted a living will in accordance with the
2330+7 Illinois Living Will Act or a durable power of attorney for
2331+8 health care in accordance with the Illinois Power of Attorney
2332+9 Act.
2333+10 (g-1) The Secretary of State, in his or her discretion,
2334+11 may designate on each driver's license issued a space where
2335+12 the licensee may place a sticker or decal, issued by the
2336+13 Secretary of State, of uniform size as the Secretary may
2337+14 specify, that shall indicate in appropriate language that the
2338+15 owner of the license has renewed his or her driver's license.
2339+16 (h) A person who acts in good faith in accordance with the
2340+17 terms of this Section is not liable for damages in any civil
2341+18 action or subject to prosecution in any criminal proceeding
2342+19 for his or her act.
2343+20 (i) The Secretary shall designate a space on each original
2344+21 or renewal of a driver's license, at the request of the
2345+22 applicant, for a designation as a Gold Star Family. This
2346+23 designation shall be available to a person eligible for Gold
2347+24 Star license plates under subsection (f) of Section 6-106 of
2348+25 this Code.
