5-Be it enacted by the People of the State of Illinois,
6-represented in the General Assembly:
7-Section 5. The Illinois State Police Law of the Civil

45-(b) The Division of the Academy and Training shall

47-Division of State Troopers by Section 17 of the Illinois State
48-Police Act.
49-(c) Specialized training.
50-(1) Training; cultural diversity. The Division of the
51-Academy and Training shall provide training and continuing
52-education to State police officers concerning cultural
53-diversity, including sensitivity toward racial and ethnic
54-differences. This training and continuing education shall
55-include, but not be limited to, an emphasis on the fact
56-that the primary purpose of enforcement of the Illinois
57-Vehicle Code is safety and equal and uniform enforcement
58-under the law.

61-(2) Training; death and homicide investigations. The
62-Division of the Academy and Training shall provide
63-training in death and homicide investigation for State
64-police officers. Only State police officers who
65-successfully complete the training may be assigned as lead
66-investigators in death and homicide investigations.
67-Satisfactory completion of the training shall be evidenced
68-by a certificate issued to the officer by the Division of
69-the Academy and Training. The Director shall develop a
70-process for waiver applications for officers whose prior
71-training and experience as homicide investigators may
72-qualify them for a waiver. The Director may issue a
73-waiver, at his or her discretion, based solely on the
74-prior training and experience of an officer as a homicide
75-investigator.
76-(A) The Division shall require all homicide
77-investigator training to include instruction on
78-victim-centered, trauma-informed investigation. This
79-training must be implemented by July 1, 2023.
80-(B) The Division shall cooperate with the Division
81-of Criminal Investigation to develop a model
82-curriculum on victim-centered, trauma-informed
83-investigation. This curriculum must be implemented by
84-July 1, 2023.
85-(3) Training; police dog training standards. All
86-police dogs used by the Illinois State Police for drug

89-enforcement purposes pursuant to the Cannabis Control Act,
90-the Illinois Controlled Substances Act, and the
91-Methamphetamine Control and Community Protection Act shall
92-be trained by programs that meet the certification
93-requirements set by the Director or the Director's
94-designee. Satisfactory completion of the training shall be
95-evidenced by a certificate issued by the Division of the
96-Academy and Training.
97-(4) Training; post-traumatic stress disorder. The
98-Division of the Academy and Training shall conduct or
99-approve a training program in post-traumatic stress
100-disorder for State police officers. The purpose of that
101-training shall be to equip State police officers to
102-identify the symptoms of post-traumatic stress disorder
103-and to respond appropriately to individuals exhibiting
104-those symptoms.
105-(5) Training; opioid antagonists. The Division of the
106-Academy and Training shall conduct or approve a training
107-program for State police officers in the administration of
108-opioid antagonists as defined in paragraph (1) of
109-subsection (e) of Section 5-23 of the Substance Use
110-Disorder Act that is in accordance with that Section. As
111-used in this Section, "State police officers" includes
112-full-time or part-time State police officers,
113-investigators, and any other employee of the Illinois
114-State Police exercising the powers of a peace officer.

117-(6) Training; sexual assault and sexual abuse.
118-(A) Every 3 years, the Division of the Academy and
119-Training shall present in-service training on sexual
120-assault and sexual abuse response and report writing
121-training requirements, including, but not limited to,
122-the following:
123-(i) recognizing the symptoms of trauma;
124-(ii) understanding the role trauma has played
125-in a victim's life;
126-(iii) responding to the needs and concerns of
127-a victim;
128-(iv) delivering services in a compassionate,
129-sensitive, and nonjudgmental manner;
130-(v) interviewing techniques in accordance with
131-the curriculum standards in this paragraph (6);
132-(vi) understanding cultural perceptions and
133-common myths of sexual assault and sexual abuse;
134-and
135-(vii) report writing techniques in accordance
136-with the curriculum standards in this paragraph
137-(6).
138-(B) This training must also be presented in all
139-full and part-time basic law enforcement academies.
140-(C) Instructors providing this training shall have
141-successfully completed training on evidence-based,
142-trauma-informed, victim-centered responses to cases of

146-responding to sexual assault and sexual abuse cases.
147-(D) The Illinois State Police shall adopt rules,
148-in consultation with the Office of the Attorney
149-General and the Illinois Law Enforcement Training
150-Standards Board, to determine the specific training
151-requirements for these courses, including, but not
152-limited to, the following:
153-(i) evidence-based curriculum standards for
154-report writing and immediate response to sexual
155-assault and sexual abuse, including
156-trauma-informed, victim-centered interview
157-techniques, which have been demonstrated to
158-minimize retraumatization, for all State police
159-officers; and
160-(ii) evidence-based curriculum standards for
161-trauma-informed, victim-centered investigation
162-and interviewing techniques, which have been
163-demonstrated to minimize retraumatization, for
164-cases of sexual assault and sexual abuse for all
165-State police officers who conduct sexual assault
166-and sexual abuse investigations.
167-(7) Training; human trafficking. The Division of the
168-Academy and Training shall conduct or approve a training
169-program in the detection and investigation of all forms of
170-human trafficking, including, but not limited to,

173-involuntary servitude under subsection (b) of Section 10-9
174-of the Criminal Code of 2012, involuntary sexual servitude
175-of a minor under subsection (c) of Section 10-9 of the
176-Criminal Code of 2012, and trafficking in persons under
177-subsection (d) of Section 10-9 of the Criminal Code of
178-2012. This program shall be made available to all cadets
179-and State police officers.
180-(8) Training; hate crimes. The Division of the Academy
181-and Training shall provide training for State police
182-officers in identifying, responding to, and reporting all
183-hate crimes.
184-(9) Training; autism spectrum disorders. The Division
185-of the Academy and Training shall provide training for
186-State police officers on the nature of autism spectrum
187-disorders and in identifying and appropriately responding
188-to individuals with autism spectrum disorders. The
189-Illinois State Police shall review the training curriculum
190-and may consult with the Department of Public Health or
191-the Department of Human Services to update the training
192-curriculum as needed. This training shall be made
193-available to all cadets and State police officers.
194-(d) The Division of the Academy and Training shall
195-administer and conduct a program consistent with 18 U.S.C.
196-926B and 926C for qualified active and retired Illinois State
197-Police officers.

202-Section 10. The Illinois Police Training Act is amended by
203-changing Section 7 and by adding Section 10.25 as follows:

205-Sec. 7. Rules and standards for schools. The Board shall
206-adopt rules and minimum standards for such schools which shall
207-include, but not be limited to, the following:
208-a. The curriculum for probationary law enforcement
209-officers which shall be offered by all certified schools
210-shall include, but not be limited to, courses of
211-procedural justice, arrest and use and control tactics,
212-search and seizure, including temporary questioning, civil
213-rights, human rights, human relations, cultural
214-competency, including implicit bias and racial and ethnic
215-sensitivity, criminal law, law of criminal procedure,
216-constitutional and proper use of law enforcement
217-authority, crisis intervention training, vehicle and
218-traffic law including uniform and non-discriminatory
219-enforcement of the Illinois Vehicle Code, traffic control
220-and crash investigation, techniques of obtaining physical
221-evidence, court testimonies, statements, reports, firearms
222-training, training in the use of electronic control
223-devices, including the psychological and physiological
224-effects of the use of those devices on humans, first aid

129+24 full-time or part-time State police officers,
130+25 investigators, and any other employee of the Illinois
131+26 State Police exercising the powers of a peace officer.

227-first-aid (including cardiopulmonary resuscitation),
228-training in the administration of opioid antagonists as
229-defined in paragraph (1) of subsection (e) of Section 5-23
230-of the Substance Use Disorder Act, handling of juvenile
231-offenders, recognition of mental conditions and crises,
232-including, but not limited to, the disease of addiction,
233-which require immediate assistance and response and
234-methods to safeguard and provide assistance to a person in
235-need of mental treatment, recognition of abuse, neglect,
236-financial exploitation, and self-neglect of adults with
237-disabilities and older adults, as defined in Section 2 of
238-the Adult Protective Services Act, crimes against the
239-elderly, law of evidence, the hazards of high-speed police
240-vehicle chases with an emphasis on alternatives to the
241-high-speed chase, and physical training. The curriculum
242-shall include specific training in techniques for
243-immediate response to and investigation of cases of
244-domestic violence and of sexual assault of adults and
245-children, including cultural perceptions and common myths
246-of sexual assault and sexual abuse as well as interview
247-techniques that are age sensitive and are trauma informed,
248-victim centered, and victim sensitive. The curriculum
249-shall include training in techniques designed to promote
250-effective communication at the initial contact with crime
251-victims and ways to comprehensively explain to victims and
252-witnesses their rights under the Rights of Crime Victims

255-and Witnesses Act and the Crime Victims Compensation Act.
256-The curriculum shall also include training in effective
257-recognition of and responses to stress, trauma, and
258-post-traumatic stress experienced by law enforcement
259-officers that is consistent with Section 25 of the
260-Illinois Mental Health First Aid Training Act in a peer
261-setting, including recognizing signs and symptoms of
262-work-related cumulative stress, issues that may lead to
263-suicide, and solutions for intervention with peer support
264-resources. The curriculum shall include a block of
265-instruction addressing the mandatory reporting
266-requirements under the Abused and Neglected Child
267-Reporting Act. The curriculum shall also include a block
268-of instruction aimed at identifying and interacting with
269-persons with autism and other developmental or physical
270-disabilities, reducing barriers to reporting crimes
271-against persons with autism, and addressing the unique
272-challenges presented by cases involving victims or
273-witnesses with autism and other developmental
274-disabilities. The curriculum shall include training in the
275-detection and investigation of all forms of human
276-trafficking. The curriculum shall also include instruction
277-in trauma-informed responses designed to ensure the
278-physical safety and well-being of a child of an arrested
279-parent or immediate family member; this instruction must
280-include, but is not limited to: (1) understanding the

283-trauma experienced by the child while maintaining the
284-integrity of the arrest and safety of officers, suspects,
285-and other involved individuals; (2) de-escalation tactics
286-that would include the use of force when reasonably
287-necessary; and (3) inquiring whether a child will require
288-supervision and care. The curriculum for probationary law
289-enforcement officers shall include: (1) at least 12 hours
290-of hands-on, scenario-based role-playing; (2) at least 6
291-hours of instruction on use of force techniques, including
292-the use of de-escalation techniques to prevent or reduce
293-the need for force whenever safe and feasible; (3)
294-specific training on officer safety techniques, including
295-cover, concealment, and time; and (4) at least 6 hours of
296-training focused on high-risk traffic stops. The
297-curriculum for permanent law enforcement officers shall
298-include, but not be limited to: (1) refresher and
299-in-service training in any of the courses listed above in
300-this subparagraph, (2) advanced courses in any of the
301-subjects listed above in this subparagraph, (3) training
302-for supervisory personnel, and (4) specialized training in
303-subjects and fields to be selected by the board. The
304-training in the use of electronic control devices shall be
305-conducted for probationary law enforcement officers,
306-including University police officers. The curriculum shall
307-also include training on the use of a firearms restraining
308-order by providing instruction on the process used to file

143+2 (A) Every 3 years, the Division of the Academy and

311-a firearms restraining order and how to identify
312-situations in which a firearms restraining order is
313-appropriate.
314-b. Minimum courses of study, attendance requirements
315-and equipment requirements.
316-c. Minimum requirements for instructors.
317-d. Minimum basic training requirements, which a
318-probationary law enforcement officer must satisfactorily
319-complete before being eligible for permanent employment as
320-a local law enforcement officer for a participating local
321-governmental or State governmental agency. Those
322-requirements shall include training in first aid
323-(including cardiopulmonary resuscitation).
324-e. Minimum basic training requirements, which a
325-probationary county corrections officer must
326-satisfactorily complete before being eligible for
327-permanent employment as a county corrections officer for a
328-participating local governmental agency.
329-f. Minimum basic training requirements which a
330-probationary court security officer must satisfactorily
331-complete before being eligible for permanent employment as
332-a court security officer for a participating local
333-governmental agency. The Board shall establish those
334-training requirements which it considers appropriate for
335-court security officers and shall certify schools to
336-conduct that training.

339-A person hired to serve as a court security officer
340-must obtain from the Board a certificate (i) attesting to
341-the officer's successful completion of the training
342-course; (ii) attesting to the officer's satisfactory
343-completion of a training program of similar content and
344-number of hours that has been found acceptable by the
345-Board under the provisions of this Act; or (iii) attesting
346-to the Board's determination that the training course is
347-unnecessary because of the person's extensive prior law
348-enforcement experience.
349-Individuals who currently serve as court security
350-officers shall be deemed qualified to continue to serve in
351-that capacity so long as they are certified as provided by
352-this Act within 24 months of June 1, 1997 (the effective
353-date of Public Act 89-685). Failure to be so certified,
354-absent a waiver from the Board, shall cause the officer to
355-forfeit his or her position.
356-All individuals hired as court security officers on or
357-after June 1, 1997 (the effective date of Public Act
358-89-685) shall be certified within 12 months of the date of
359-their hire, unless a waiver has been obtained by the
360-Board, or they shall forfeit their positions.
361-The Sheriff's Merit Commission, if one exists, or the
362-Sheriff's Office if there is no Sheriff's Merit
363-Commission, shall maintain a list of all individuals who
364-have filed applications to become court security officers

367-and who meet the eligibility requirements established
368-under this Act. Either the Sheriff's Merit Commission, or
369-the Sheriff's Office if no Sheriff's Merit Commission
370-exists, shall establish a schedule of reasonable intervals
371-for verification of the applicants' qualifications under
372-this Act and as established by the Board.
373-g. Minimum in-service training requirements, which a
374-law enforcement officer must satisfactorily complete every
375-3 years. Those requirements shall include constitutional
376-and proper use of law enforcement authority; , procedural
377-justice; , civil rights; , human rights; , reporting child
378-abuse and neglect; autism-informed law enforcement
379-responses, techniques, and procedures; , and cultural
380-competency, including implicit bias and racial and ethnic
381-sensitivity. These trainings shall consist of at least 30
382-hours of training every 3 years.
383-h. Minimum in-service training requirements, which a
384-law enforcement officer must satisfactorily complete at
385-least annually. Those requirements shall include law
386-updates, emergency medical response training and
387-certification, crisis intervention training, and officer
388-wellness and mental health.
389-i. Minimum in-service training requirements as set
390-forth in Section 10.6.
391-Notwithstanding any provision of law to the contrary, the
392-changes made to this Section by Public Act 101-652, Public Act

330+11 instruction addressing the mandatory reporting
331+12 requirements under the Abused and Neglected Child
332+13 Reporting Act. The curriculum shall also include a block
333+14 of instruction aimed at identifying and interacting with
334+15 persons with autism and other developmental or physical
335+16 disabilities, reducing barriers to reporting crimes
336+17 against persons with autism, and addressing the unique
337+18 challenges presented by cases involving victims or
338+19 witnesses with autism and other developmental
339+20 disabilities. The curriculum shall include training in the
340+21 detection and investigation of all forms of human
341+22 trafficking. The curriculum shall also include instruction
342+23 in trauma-informed responses designed to ensure the
343+24 physical safety and well-being of a child of an arrested
344+25 parent or immediate family member; this instruction must
345+26 include, but is not limited to: (1) understanding the

366+11 the need for force whenever safe and feasible; (3)
367+12 specific training on officer safety techniques, including

370+15 curriculum for permanent law enforcement officers shall
371+16 include, but not be limited to: (1) refresher and
372+17 in-service training in any of the courses listed above in
373+18 this subparagraph, (2) advanced courses in any of the
374+19 subjects listed above in this subparagraph, (3) training
375+20 for supervisory personnel, and (4) specialized training in
376+21 subjects and fields to be selected by the board. The

428+1 A person hired to serve as a court security officer
429+2 must obtain from the Board a certificate (i) attesting to
430+3 the officer's successful completion of the training
431+4 course; (ii) attesting to the officer's satisfactory
432+5 completion of a training program of similar content and
433+6 number of hours that has been found acceptable by the
434+7 Board under the provisions of this Act; or (iii) attesting
435+8 to the Board's determination that the training course is
436+9 unnecessary because of the person's extensive prior law
437+10 enforcement experience.
438+11 Individuals who currently serve as court security
439+12 officers shall be deemed qualified to continue to serve in
440+13 that capacity so long as they are certified as provided by
441+14 this Act within 24 months of June 1, 1997 (the effective
442+15 date of Public Act 89-685). Failure to be so certified,
443+16 absent a waiver from the Board, shall cause the officer to
444+17 forfeit his or her position.
445+18 All individuals hired as court security officers on or
446+19 after June 1, 1997 (the effective date of Public Act
447+20 89-685) shall be certified within 12 months of the date of
448+21 their hire, unless a waiver has been obtained by the
449+22 Board, or they shall forfeit their positions.
450+23 The Sheriff's Merit Commission, if one exists, or the
451+24 Sheriff's Office if there is no Sheriff's Merit
452+25 Commission, shall maintain a list of all individuals who

484+21 certification, crisis intervention training, and officer
485+22 wellness and mental health.
