11 103RD GENERAL ASSEMBLY State of Illinois 2023 and 2024 SB3560 Introduced 2/9/2024, by Sen. Karina Villa SYNOPSIS AS INTRODUCED: 110 ILCS 947/65.125 new Amends the Higher Education Student Assistance Act. Provides that the Illinois Student Assistance Commission shall establish a Manufacturing Promise Scholarship Program to award scholarships to State residents who are enrolled in a public community college or other program with a major in manufacturing or a skilled trade. Provides that, subject to a separate appropriation for such purposes, the Commission shall, each year, receive and consider applications for a scholarship. Provides that an applicant is eligible for a scholarship if the Commission finds that the applicant meets specified criteria. Provides that the Commission shall reserve 20% of the amount appropriated in a given fiscal year for students who are from underrepresented areas. Provides that the Commission shall make scholarships available to traditional college-aged students, adults, and non-traditional students. Provides that an applicant who receives a scholarship may not be required to return scholarship funds. Provides for rulemaking. 1111 1 AN ACT concerning education.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Higher Education Student Assistance Act is
1515 5 amended by adding Section 65.125 as follows:
1616 6 (110 ILCS 947/65.125 new)
1717 7 Sec. 65.125. Manufacturing Promise Scholarship Program.
1818 8 (a) The Commission shall establish a Manufacturing Promise
1919 9 Scholarship Program to award scholarships to State residents
2020 10 who are enrolled in a public community college or other
2121 11 program with a major in manufacturing or a skilled trade.
2222 12 (b) Subject to a separate appropriation for such purposes,
2323 13 the Commission shall, each year, receive and consider
2424 14 applications for a scholarship under this Section. An
2525 15 applicant is eligible for a scholarship under this Section if
2626 16 the Commission finds that the applicant meets all of the
2727 17 following criteria:
2828 18 (1) Is a resident of this State and a citizen or
2929 19 permanent resident of the United States.
3030 20 (2) Is enrolled in either (i) a public community
3131 21 college in this State for the purpose of obtaining a
3232 22 degree, certificate, or other credential offered by the
3333 23 community college in manufacturing or a skilled trade, as
