1212 1 AN ACT concerning education.
1313 2 Be it enacted by the People of the State of Illinois,
1414 3 represented in the General Assembly:
1515 4 Section 5. The School Code is amended by changing Sections
1616 5 21B-20 and 21B-40 as follows:

1919 8 Sec. 21B-20. Types of licenses. The State Board of
2020 9 Education shall implement a system of educator licensure,
2121 10 whereby individuals employed in school districts who are
2222 11 required to be licensed must have one of the following
2323 12 licenses: (i) a professional educator license; (ii) an
2424 13 educator license with stipulations; (iii) a substitute
2525 14 teaching license; or (iv) until June 30, 2028, a short-term
2626 15 substitute teaching license. References in law regarding
2727 16 individuals certified or certificated or required to be
2828 17 certified or certificated under Article 21 of this Code shall
2929 18 also include individuals licensed or required to be licensed
3030 19 under this Article. The first year of all licenses ends on June
3131 20 30 following one full year of the license being issued.
3232 21 The State Board of Education, in consultation with the
3333 22 State Educator Preparation and Licensure Board, may adopt such
3434 23 rules as may be necessary to govern the requirements for

7171 1 licenses and endorsements under this Section.
7272 2 (1) Professional Educator License. Persons who (i)
7373 3 have successfully completed an approved educator
7474 4 preparation program and are recommended for licensure by
7575 5 the Illinois institution offering the educator preparation
7676 6 program, (ii) have successfully completed the required
7777 7 testing under Section 21B-30 of this Code, (iii) have
7878 8 successfully completed coursework on the psychology of,
7979 9 the identification of, and the methods of instruction for
8080 10 the exceptional child, including, without limitation,
8181 11 children with learning disabilities, (iv) have
8282 12 successfully completed coursework in methods of reading
8383 13 and reading in the content area, and (v) have met all other
8484 14 criteria established by rule of the State Board of
8585 15 Education shall be issued a Professional Educator License.
8686 16 All Professional Educator Licenses are valid until June 30
8787 17 immediately following 5 years of the license being issued.
8888 18 The Professional Educator License shall be endorsed with
8989 19 specific areas and grade levels in which the individual is
9090 20 eligible to practice. For an early childhood education
9191 21 endorsement, an individual may satisfy the student
9292 22 teaching requirement of his or her early childhood teacher
9393 23 preparation program through placement in a setting with
9494 24 children from birth through grade 2, and the individual
9595 25 may be paid and receive credit while student teaching. The

107107 1 and be approved by the individual's early childhood
108108 2 teacher preparation program.
109109 3 Individuals can receive subsequent endorsements on the
110110 4 Professional Educator License. Subsequent endorsements
111111 5 shall require a minimum of 24 semester hours of coursework
112112 6 in the endorsement area and passage of the applicable
113113 7 content area test, unless otherwise specified by rule.
114114 8 (2) Educator License with Stipulations. An Educator
115115 9 License with Stipulations shall be issued an endorsement
116116 10 that limits the license holder to one particular position
117117 11 or does not require completion of an approved educator
118118 12 program or both.
119119 13 An individual with an Educator License with
120120 14 Stipulations must not be employed by a school district or
121121 15 any other entity to replace any presently employed teacher
122122 16 who otherwise would not be replaced for any reason.
123123 17 An Educator License with Stipulations may be issued
124124 18 with the following endorsements:
125125 19 (A) (Blank).
126126 20 (B) Alternative provisional educator. An
127127 21 alternative provisional educator endorsement on an
128128 22 Educator License with Stipulations may be issued to an
129129 23 applicant who, at the time of applying for the
130130 24 endorsement, has done all of the following:

144144 2 (ii) Successfully completed the first phase of
145145 3 the Alternative Educator Licensure Program for
146146 4 Teachers, as described in Section 21B-50 of this

148148 6 (iii) Passed a content area test, as required
149149 7 under Section 21B-30 of this Code.
150150 8 The alternative provisional educator endorsement is
151151 9 valid for 2 years of teaching and may be renewed for a
152152 10 third year by an individual meeting the requirements set
153153 11 forth in Section 21B-50 of this Code.
154154 12 (C) Alternative provisional superintendent. An
155155 13 alternative provisional superintendent endorsement on
156156 14 an Educator License with Stipulations entitles the
157157 15 holder to serve only as a superintendent or assistant
158158 16 superintendent in a school district's central office.
159159 17 This endorsement may only be issued to an applicant
160160 18 who, at the time of applying for the endorsement, has
161161 19 done all of the following:
162162 20 (i) Graduated from a regionally accredited
163163 21 college or university with a minimum of a master's
164164 22 degree in a management field other than education.
165165 23 (ii) Been employed for a period of at least 5
166166 24 years in a management level position in a field
167167 25 other than education.

188188 10 (E) Career and technical educator. A career and
189189 11 technical educator endorsement on an Educator License
190190 12 with Stipulations may be issued to an applicant who
191191 13 has a minimum of 60 semester hours of coursework from a
192192 14 regionally accredited institution of higher education
193193 15 or an accredited trade and technical institution and
194194 16 has a minimum of 2,000 hours of experience outside of
195195 17 education in each area to be taught.
196196 18 The career and technical educator endorsement on
197197 19 an Educator License with Stipulations is valid until
198198 20 June 30 immediately following 5 years of the
199199 21 endorsement being issued and may be renewed.
200200 22 An individual who holds a valid career and
201201 23 technical educator endorsement on an Educator License
202202 24 with Stipulations but does not hold a bachelor's
203203 25 degree may substitute teach in career and technical

216216 2 (G) Transitional bilingual educator. A
217217 3 transitional bilingual educator endorsement on an
218218 4 Educator License with Stipulations may be issued for
219219 5 the purpose of providing instruction in accordance
220220 6 with Article 14C of this Code to an applicant who
221221 7 provides satisfactory evidence that he or she meets
222222 8 all of the following requirements:
223223 9 (i) Possesses adequate speaking, reading, and
224224 10 writing ability in the language other than English
225225 11 in which transitional bilingual education is
226226 12 offered.
227227 13 (ii) Has the ability to successfully
228228 14 communicate in English.
229229 15 (iii) Either possessed, within 5 years
230230 16 previous to his or her applying for a transitional
231231 17 bilingual educator endorsement, a valid and
232232 18 comparable teaching certificate or comparable
233233 19 authorization issued by a foreign country or holds
234234 20 a degree from an institution of higher learning in
235235 21 a foreign country that the State Educator
236236 22 Preparation and Licensure Board determines to be
237237 23 the equivalent of a bachelor's degree from a
238238 24 regionally accredited institution of higher
239239 25 learning in the United States.
240240 26 A transitional bilingual educator endorsement

255255 5 Persons holding a transitional bilingual educator
256256 6 endorsement shall not be employed to replace any
257257 7 presently employed teacher who otherwise would not be
258258 8 replaced for any reason.
259259 9 (H) Language endorsement. In an effort to
260260 10 alleviate the shortage of teachers speaking a language
261261 11 other than English in the public schools, an
262262 12 individual who holds an Educator License with
263263 13 Stipulations may also apply for a language
264264 14 endorsement, provided that the applicant provides
265265 15 satisfactory evidence that he or she meets all of the
266266 16 following requirements:
267267 17 (i) Holds a transitional bilingual
268268 18 endorsement.
269269 19 (ii) Has demonstrated proficiency in the
270270 20 language for which the endorsement is to be issued
271271 21 by passing the applicable language content test
272272 22 required by the State Board of Education.
273273 23 (iii) Holds a bachelor's degree or higher from
274274 24 a regionally accredited institution of higher
275275 25 education or, for individuals educated in a
276276 26 country other than the United States, holds a

289289 3 Preparation and Licensure Board determines to be
290290 4 the equivalent of a bachelor's degree from a

293293 7 (iv) (Blank).
294294 8 A language endorsement on an Educator License with
295295 9 Stipulations is valid for prekindergarten through
296296 10 grade 12 for the same validity period as the
297297 11 individual's transitional bilingual educator
298298 12 endorsement on the Educator License with Stipulations
299299 13 and shall not be renewed.
300300 14 (I) Visiting international educator. A visiting
301301 15 international educator endorsement on an Educator
302302 16 License with Stipulations may be issued to an
303303 17 individual who is being recruited by a particular
304304 18 school district that conducts formal recruitment
305305 19 programs outside of the United States to secure the
306306 20 services of qualified teachers and who meets all of
307307 21 the following requirements:
308308 22 (i) Holds the equivalent of a minimum of a
309309 23 bachelor's degree issued in the United States.
310310 24 (ii) Has been prepared as a teacher at the
311311 25 grade level for which he or she will be employed.
312312 26 (iii) Has adequate content knowledge in the

330330 8 instruction in his or her teacher preparation program,

339339 17 (J) Paraprofessional educator. A paraprofessional
340340 18 educator endorsement on an Educator License with
341341 19 Stipulations may be issued to an applicant who holds a
342342 20 high school diploma or its recognized equivalent and
343343 21 (i) holds an associate's degree or a minimum of 60
344344 22 semester hours of credit from a regionally accredited
345345 23 institution of higher education; (ii) has passed a
346346 24 paraprofessional competency test under subsection
347347 25 (c-5) of Section 21B-30; or (iii) is at least 18 years

359359 1 Stipulations exclusively for grades prekindergarten
360360 2 through grade 8, until the individual reaches the age
361361 3 of 19 years and otherwise meets the criteria for a
362362 4 paraprofessional educator endorsement pursuant to this
363363 5 subparagraph (J). The paraprofessional educator
364364 6 endorsement is valid until June 30 immediately
365365 7 following 5 years of the endorsement being issued and
366366 8 may be renewed through application and payment of the
367367 9 appropriate fee, as required under Section 21B-40 of
368368 10 this Code. An individual who holds only a
369369 11 paraprofessional educator endorsement is not subject
370370 12 to additional requirements in order to renew the
371371 13 endorsement.
372372 14 (K) Chief school business official. A chief school
373373 15 business official endorsement on an Educator License
374374 16 with Stipulations may be issued to an applicant who
375375 17 qualifies by having a master's degree or higher, 2
376376 18 years of full-time administrative experience in school
377377 19 business management or 2 years of university-approved
378378 20 practical experience, and a minimum of 24 semester
379379 21 hours of graduate credit in a program approved by the
380380 22 State Board of Education for the preparation of school
381381 23 business administrators and by passage of the
382382 24 applicable State tests, including an applicable
383383 25 content area test.

397397 3 master's degree in business administration, finance,
398398 4 accounting, or public administration and who completes
399399 5 an additional 6 semester hours of internship in school

401401 7 institution of higher education and passes the
402402 8 applicable State tests, including an applicable
403403 9 content area test. This endorsement shall be required
404404 10 for any individual employed as a chief school business

406406 12 The chief school business official endorsement on
407407 13 an Educator License with Stipulations is valid until
408408 14 June 30 immediately following 5 years of the
409409 15 endorsement being issued and may be renewed if the
410410 16 license holder completes renewal requirements as
411411 17 required for individuals who hold a Professional
412412 18 Educator License endorsed for chief school business
413413 19 official under Section 21B-45 of this Code and such
414414 20 rules as may be adopted by the State Board of
415415 21 Education.
416416 22 The State Board of Education shall adopt any rules
417417 23 necessary to implement Public Act 100-288.
418418 24 (L) Provisional in-state educator. A provisional
419419 25 in-state educator endorsement on an Educator License
420420 26 with Stipulations may be issued to a candidate who has

436436 6 (i) Holds at least a bachelor's degree.
437437 7 (ii) Has completed an approved educator
438438 8 preparation program at an Illinois institution.
439439 9 (iii) Has passed an applicable content area
440440 10 test, as required by Section 21B-30 of this Code.
441441 11 (iv) Has attempted an evidence-based
442442 12 assessment of teacher effectiveness and received a
443443 13 minimum score on that assessment, as established
444444 14 by the State Board of Education in consultation
445445 15 with the State Educator Preparation and Licensure
446446 16 Board.
447447 17 A provisional in-state educator endorsement on an
448448 18 Educator License with Stipulations is valid for one
449449 19 full fiscal year after the date of issuance and may not
450450 20 be renewed.
451451 21 (M) (Blank).
452452 22 (N) Specialized services. A specialized services
453453 23 endorsement on an Educator License with Stipulations
454454 24 may be issued as defined and specified by rule.
455455 25 (3) Substitute Teaching License. A Substitute Teaching
456456 26 License may be issued to qualified applicants for

467467 1 substitute teaching in all grades of the public schools,
468468 2 prekindergarten through grade 12. Substitute Teaching
469469 3 Licenses are not eligible for endorsements. Applicants for
470470 4 a Substitute Teaching License must hold a bachelor's
471471 5 degree or higher from a regionally accredited institution
472472 6 of higher education or must be enrolled in an approved
473473 7 educator preparation program in this State and have either
474474 8 earned at least 75 90 credit hours or completed 3
475475 9 semesters in an educator preparation program.
476476 10 Substitute Teaching Licenses are valid for 5 years.
477477 11 Substitute Teaching Licenses are valid for substitute
478478 12 teaching in every county of this State. If an individual
479479 13 has had his or her Professional Educator License or
480480 14 Educator License with Stipulations suspended or revoked,
481481 15 then that individual is not eligible to obtain a
482482 16 Substitute Teaching License.
483483 17 A substitute teacher may only teach in the place of a
484484 18 licensed teacher who is under contract with the employing
485485 19 board. If, however, there is no licensed teacher under
486486 20 contract because of an emergency situation, then a
487487 21 district may employ a substitute teacher for no longer
488488 22 than 30 calendar days per each vacant position in the
489489 23 district if the district notifies the appropriate regional
490490 24 office of education within 5 business days after the
491491 25 employment of the substitute teacher in the emergency
492492 26 situation. An emergency situation is one in which an

509509 7 There is no limit on the number of days that a
510510 8 substitute teacher may teach in a single school district,
511511 9 provided that no substitute teacher may teach for longer
512512 10 than 120 days beginning with the 2021-2022 school year
513513 11 through the 2022-2023 school year, otherwise 90 school
514514 12 days for any one licensed teacher under contract in the
515515 13 same school year. A substitute teacher who holds a
516516 14 Professional Educator License or Educator License with
517517 15 Stipulations shall not teach for more than 120 school days

547547 9 Substitute Teaching License may be issued to a qualified

550550 12 Short-Term Substitute Teaching Licenses are not eligible

555555 17 Short-Term Substitute Teaching Licenses are valid for

557557 19 individual has had his or her Professional Educator

559559 21 revoked, then that individual is not eligible to obtain a

561561 23 The provisions of Sections 10-21.9 and 34-18.5 of this

595595 21 whereby individuals employed in school districts who are
596596 22 required to be licensed must have one of the following

598598 24 educator license with stipulations; (iii) a substitute

625625 16 testing under Section 21B-30 of this Code, (iii) have
626626 17 successfully completed coursework on the psychology of,
627627 18 the identification of, and the methods of instruction for
628628 19 the exceptional child, including, without limitation,
629629 20 children with learning disabilities, (iv) have
630630 21 successfully completed coursework in methods of reading
631631 22 and reading in the content area, and (v) have met all other
632632 23 criteria established by rule of the State Board of
633633 24 Education shall be issued a Professional Educator License.
634634 25 All Professional Educator Licenses are valid until June 30
635635 26 immediately following 5 years of the license being issued.

648648 3 eligible to practice. For an early childhood education
649649 4 endorsement, an individual may satisfy the student
650650 5 teaching requirement of his or her early childhood teacher
651651 6 preparation program through placement in a setting with
652652 7 children from birth through grade 2, and the individual
653653 8 may be paid and receive credit while student teaching. The
654654 9 student teaching experience must meet the requirements of
655655 10 and be approved by the individual's early childhood
656656 11 teacher preparation program.
657657 12 Individuals can receive subsequent endorsements on the
658658 13 Professional Educator License. Subsequent endorsements
659659 14 shall require a minimum of 24 semester hours of coursework
660660 15 in the endorsement area and passage of the applicable
661661 16 content area test, unless otherwise specified by rule.
662662 17 (2) Educator License with Stipulations. An Educator
663663 18 License with Stipulations shall be issued an endorsement
664664 19 that limits the license holder to one particular position
665665 20 or does not require completion of an approved educator
666666 21 program or both.
667667 22 An individual with an Educator License with
668668 23 Stipulations must not be employed by a school district or
669669 24 any other entity to replace any presently employed teacher
670670 25 who otherwise would not be replaced for any reason.

12411241 21 particular validity period in a single region. No
12421242 22 additional fee may be charged for that validity period
12431243 23 should the individual subsequently register the license in
12441244 24 additional regions. An individual must register the

13031303 11 The regional superintendent of schools shall deposit the

13051305 13 subsection (a) of this Section into the institute fund
13061306 14 established pursuant to Section 3-11 of this Code.
13071307 15 (c) The State Board of Education and each regional office
13081308 16 of education are authorized to charge a service or convenience
13091309 17 fee for the use of credit cards for the payment of license
13101310 18 fees. This service or convenience fee shall not exceed the
13111311 19 amount required by the credit card processing company or
13121312 20 vendor that has entered into a contract with the State Board or
13131313 21 regional office of education for this purpose, and the fee
13141314 22 must be paid to that company or vendor.
13151315 23 (d) If, at the time a certificate issued under Article 21
13161316 24 of this Code is exchanged for a license issued under this
