44 2 WHEREAS, The American Society of Civil Engineers (ASCE)
55 3 stated in its 2021 report card that the United States received
66 4 a grade of C- regarding the current state of infrastructure
77 5 and that more than six trillion dollars is needed to restore
88 6 the nation's infrastructure to a state of good repair; over
99 7 two trillion dollars is currently not funded, and the
1010 8 remainder is inadequately funded; new, 21st Century projects
1111 9 are also unfunded; and
1212 10 WHEREAS, The Illinois ASCE 2022 Report Card assigned the
1313 11 State's systems a cumulative grade of "C-"; the report
1414 12 analyzes 11 categories of infrastructure pertinent to
1515 13 Illinois, including aviation (C+), bridges (C), dams (C+),
1616 14 drinking water (D+), inland waterways (D), ports (C-), rail
1717 15 (C+), roads (D+), storm water (D+), transit (D+), and
1818 16 wastewater (C-); and
1919 17 WHEREAS, Out of four million total water service lines,
2020 18 over 675,000 have been identified as lead and almost 380,000
2121 19 as copper with lead solder services; and
2222 20 WHEREAS, Illinois' aging drinking water infrastructure is
2323 21 leading to leaking pipelines, costing taxpayers money and
2424 22 critical resources; in 2017, a total of 106 million gallons

3333 1 per day (MGD) were lost among Lake Michigan allocation
3434 2 permittees, or 13% of total water supplied; additional funding
3535 3 is needed for aging storm water infrastructure that must keep
3636 4 up with increasing rainfall trends from climate change; and
3737 5 WHEREAS, Illinois needs at least 300,000 new units of
3838 6 affordable housing for the most housing insecure; and
3939 7 WHEREAS, There are 2,405 bridges in poor condition, or 9%
4040 8 of all bridges in the State that are crossed by motorists every
4141 9 day; approximately 70% of Illinois bridges in poor condition
4242 10 are owned by counties, towns, or cities, suggesting the local
4343 11 maintenance backlog is a significant challenge; and
4444 12 WHEREAS, U.S. Reps. Danny Davis and Jesus "Chuy" Garcia
4545 13 introduced H.R. 4052 (The National Infrastructure Bank Act) on
4646 14 June 13, 2023 in the 118th U.S. Congress; this would create a
4747 15 $5 trillion bank to finance all infrastructure requirements to
4848 16 bring the system to a state of good repair and build new
4949 17 projects; and
5050 18 WHEREAS, The new national infrastructure bank is modeled
5151 19 on previous banks that helped build much of the country's
5252 20 infrastructure under Presidents George Washington, James
5353 21 Madison, Abraham Lincoln, and Franklin D. Roosevelt; the last
5454 22 such bank helped bring us out of the Great Depression and win

6666 2 WHEREAS, The new national infrastructure bank will create
6767 3 25 million new jobs, pay Davis-Bacon wages, and enforce Buy
6868 4 America provisions; Disadvantaged Business Enterprises will
6969 5 receive significant disbursements, and the bill mandates
7070 6 large-scale minority hiring; the bank will require no new
7171 7 federal spending or federal taxes; according to experts, the
7272 8 bank will grow the economy by 5% per year as did its
7373 9 predecessors; and
7474 10 WHEREAS, Many organizations are in support of a new
7575 11 national infrastructure bank, including the National Black
7676 12 Caucus of State Legislators, the National Hispanic Caucus of
7777 13 State Legislators, the National Asian-Pacific American Caucus
7878 14 of State Legislators, the Council of State Governments-East,
7979 15 the National Association of Counties, the National Association
8080 16 of Development Organizations, the US High Speed Rail
8181 17 Association, the National Latino Farmers and Ranchers Trade
8282 18 Association, the American Sustainable Business Council, the
8383 19 National Association of Minority Contractors, and the United
8484 20 Association of Plumbers and Steamfitters International Union;
8585 21 in addition, 26 state legislatures have introduced or passed
8686 22 resolutions of support, as have county and city councils,
8787 23 including the Chicago City Council; therefore, be it
