6161 1 Amendments shall be limited to structural and procedural
6262 2 subjects contained in Article IV. A petition shall contain the
6363 3 text of the proposed amendment and the date of the general
6464 4 election at which the proposed amendment is to be submitted,
6565 5 shall have been signed by the petitioning electors not more
6666 6 than twenty-four months preceding that general election and
6767 7 shall be filed with the Secretary of State at least six months
6868 8 before that general election. The procedure for determining
6969 9 the validity and sufficiency of a petition shall be provided
7070 10 by law. If the petition is valid and sufficient, the proposed
7171 11 amendment shall be submitted to the electors at that general
7272 12 election and shall become effective if approved by either
7373 13 three-fifths of those voting on the amendment or a majority of
