15	15	6 submitted to the electors of the State for adoption or
16	16	7 rejection at the general election next occurring at least 6
17	17	8 months after the adoption of this resolution a proposition to
18	18	9 amend Article XIV of the Illinois Constitution by changing
19	19	10 Section 3 as follows:

61	61	1 Amendments shall be limited to structural and procedural
62	62	2 subjects contained in Article IV. A petition shall contain the
63	63	3 text of the proposed amendment and the date of the general
64	64	4 election at which the proposed amendment is to be submitted,
65	65	5 shall have been signed by the petitioning electors not more
66	66	6 than twenty-four months preceding that general election and
67	67	7 shall be filed with the Secretary of State at least six months
68	68	8 before that general election. The procedure for determining
69	69	9 the validity and sufficiency of a petition shall be provided
70	70	10 by law. If the petition is valid and sufficient, the proposed
71	71	11 amendment shall be submitted to the electors at that general
72	72	12 election and shall become effective if approved by either
73	73	13 three-fifths of those voting on the amendment or a majority of
74	74	14 those voting in the election.
