A petition shall contain the 3 text of the proposed amendment and the date of the general 4 election at which the proposed amendment is to be submitted, 5 shall have been signed by the petitioning electors not more 6 than twenty-four months preceding that general election and 7 shall be filed with the Secretary of State at least six months 8 before that general election. The procedure for determining 9 the validity and sufficiency of a petition shall be provided 10 by law.
