Provides that amendments to the Illinois Constitution (currently, Article IV of the Constitution only) may be proposed by a petition signed by a number of electors equal in number to at least eight percent of the total votes cast for candidates for Governor in the preceding gubernatorial election. 3  RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
4  ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF
5  REPRESENTATIVES CONCURRING HEREIN, that there shall be
6  submitted to the electors of the State for adoption or
7  rejection at the general election next occurring at least 6
8  months after the adoption of this resolution a proposition to
9  amend Article XIV of the Illinois Constitution by changing
10  Section 3 as follows:

14  SECTION 3. CITIZEN INITIATIVE FOR CONSTITUTIONAL AMENDMENTS

16  Amendments to Article IV of this Constitution may be
17  proposed by a petition signed by a number of electors equal in
18  number to at least eight percent of the total votes cast for
19  candidates for Governor in the preceding gubernatorial
20  election. The initiative process shall not be used for the
21  proposal, modification, or repeal of any portion of the Bill
22  of Rights of this Constitution or to modify the initiative

1  Amendments shall be limited to structural and procedural
2  subjects contained in Article IV. A petition shall contain the
3  text of the proposed amendment and the date of the general
4  election at which the proposed amendment is to be submitted,
5  shall have been signed by the petitioning electors not more
6  than twenty-four months preceding that general election and
7  shall be filed with the Secretary of State at least six months
8  before that general election. The procedure for determining
9  the validity and sufficiency of a petition shall be provided
10  by law. If the petition is valid and sufficient, the proposed
11  amendment shall be submitted to the electors at that general
12  election and shall become effective if approved by either
13  three-fifths of those voting on the amendment or a majority of
14  those voting in the election.

17  This Constitutional Amendment takes effect upon being
18  declared adopted in accordance with Section 7 of the Illinois
19  Constitutional Amendment Act.
