14	14	1 AN ACT concerning public employee benefits.
15	15	2 Be it enacted by the People of the State of Illinois,
16	16	3 represented in the General Assembly:
17	17	4 Section 5. The Illinois Pension Code is amended by adding
18	18	5 Section 7-140.5 as follows:
19	19	6 (40 ILCS 5/7-140.5 new)
20	20	7 Sec. 7-140.5. Benefit commencement. Notwithstanding any
21	21	8 other provision of this Article, benefit payments under this
22	22	9 Article, including, but not limited to, disability benefits,
23	23	10 death benefits, retirement annuities, and surviving spouse
24	24	11 annuities, must commence no later than 30 days after a person
25	25	12 has submitted a complete and correct application for a benefit
26	26	13 to which that person is entitled.
27	27	14 Section 90. The State Mandates Act is amended by adding
28	28	15 Section 8.49 as follows:
