3	11		1 AN ACT concerning State government.
4	12		2 Be it enacted by the People of the State of Illinois,
5	13		3 represented in the General Assembly:
6	14		4 Section 5. The Department of Commerce and Economic
7	15		5 Opportunity Law of the Civil Administrative Code of Illinois
8	16		6 is amended by adding Section 605-1056 as follows:
9	17		7 (20 ILCS 605/605-1056 new)
10	18		8 Sec. 605-1056. Capacity building grants. Subject to
11	19		9 appropriation, the Department of Commerce and Economic
12	20		10 Opportunity, in consultation with the Department of Revenue,
13	21		11 is authorized to create and award capacity building grants to
14	22		12 municipalities whose equalized assessed value, total State
15	23		13 sales tax disbursements, or both combined, subject to
16	24		14 inflation, decreased at least 30% over the 10 years preceding
17	25		15 the issuance of the grant. The Department shall adopt rules to
18	26		16 implement and administer the requirements of this Section.
19		-	17 Section 99. Effective date. This Act takes effect upon
