3	12		1 AN ACT concerning State government.
4	13		2 Be it enacted by the People of the State of Illinois,
5	14		3 represented in the General Assembly:
6	15		4 Section 5. The Personnel Code is amended by changing
7	16		5 Sections 8b and 8b.20 as follows:

9	18		7 Sec. 8b. Jurisdiction B - Merit and fitness.
10	19		8 (a) For positions in the State service subject to the
11	20		9 jurisdiction of the Department of Central Management Services
12	21		10 with respect to selection and tenure on the basis of merit and
13	22		11 fitness, those matters specified in this Section and Sections
14	23		12 8b.1 through 8b.20 8b.17.
15	24		13 (b) Application, testing and hiring procedures for all
16	25		14 State employment vacancies for positions not exempt under
17	26		15 Section 4c shall be reduced to writing and made available to
18	27		16 the public via the Department's website or equivalent. All
19	28		17 vacant positions subject to Jurisdiction B shall be posted.
20	29		18 Vacant positions shall be posted on the Department's website
21	30		19 in such a way that potential job candidates can easily
22	31		20 identify and apply for job openings and identify the county in
23	32		21 which the vacancy is located. Vacant positions shall be
24	33		22 updated at least weekly.
25	34		23 (c) If a position experiences a vacancy rate that is
