The Tobacco Products Tax Act of 1995 is amended 5 by adding Sections 10-100 and 10-100.5 as follows: 6 (35 ILCS 143/10-100 new) 7 Sec. 10-100. Cannabinoid hemp products; prohibited areas. 8 (a) As used in this Section: 9 "Cannabinoid hemp product" means hemp or any product 10 manufactured or derived from hemp, including hemp derived 11 terpenes, in its final form, that is: (1) used for human 12 consumption, including by ingestion, inhalation, or otherwise; 13 and (2) capable of producing a psychoactive effect in a person 14 who consumes it. "Cannabinoid hemp product" shall not include 15 products intended for topical use. 16 "Concealment" means to deliberately hide to prevent or 17 evade discovery. 18 "Hemp" means the plant Cannabis sativa L. and any part of 19 such plant, including the seeds thereof and all derivatives, 20 extracts, cannabinoids, isomers, acids, salts, and salts of 21 isomers, whether growing or not, that is not cannabis 22 regulated under the Compassionate Use of Medical Cannabis 23 Program Act or the Cannabis Regulation and Tax Act. 104TH GENERAL ASSEMBLY State of Illinois 2025 and 2026 HB3383 Introduced , by Rep.
