11 104TH GENERAL ASSEMBLY State of Illinois 2025 and 2026 HB3685 Introduced , by Rep. Tracy Katz Muhl SYNOPSIS AS INTRODUCED: 210 ILCS 125/21.2 new Amends the Swimming Facility Act. Creates the Task Force on Lake Michigan Beach Public Use to review current and potential future public coordination, consolidation, use, and access issues and to offer policy-making recommendations related to the efficient use of governmental bodies and structures in regulating the use of public bathing areas along Lake Michigan. Requires the Department of Natural Resources to provide administrative support for the Task Force. Provides that the Task Force shall be composed of specified members, and the Task Force shall elect a chairperson from its membership. Requires appointments to be made within 90 days after the effective date of the amendatory Act. Requires members to serve without compensation. Establishes duties of the Task Force. Provides that the Task Force shall submit a report of findings, recommendations, and other information to the Governor and the General Assembly by December 31, 2026. Provides that the Task Force is dissolved January 1, 2027. Effective immediately. 1111 1 AN ACT concerning regulation.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Swimming Facility Act is amended by adding
1515 5 Section 21.2 as follows:

1717 7 Sec. 21.2. Task Force on Lake Michigan Beach Public Use.
1818 8 (a) The Task Force on Lake Michigan Beach Public Use is
1919 9 created to review current and potential future public
2020 10 coordination, consolidation, use, and access issues and to
2121 11 offer policy-making recommendations related to the efficient
2222 12 use of governmental bodies and structures in regulating the
2323 13 use of public bathing areas along Lake Michigan.
2424 14 (b) The Task Force shall consist of:
2525 15 (1) One member of the General Assembly, appointed by
2626 16 the Speaker of the House of Representatives.
2727 17 (2) One member of the General Assembly, appointed by
2828 18 the President of the Senate.
2929 19 (3) One member of the General Assembly, appointed by
3030 20 the Minority Leader of the House of Representatives.
3131 21 (4) One member of the General Assembly, appointed by
3232 22 the Minority Leader of the Senate.
3333 23 (5) One representative of the City of Chicago, either

7272 5 (6) 2 representatives of the Illinois environmental
7373 6 protection and conservation community, appointed by the
7474 7 Governor.
7575 8 (7) 2 experts in the incidences, causes, and impacts
7676 9 of swimming-related injuries and deaths with regard to
7777 10 large bodies of water, appointed by the Governor.
7878 11 (8) 2 experts in the parks and recreation field,
7979 12 appointed by the Governor.
8080 13 (9) The Director of the Illinois Department of Natural
8181 14 Resources or the Director's designee.
8282 15 (b) The Department of Natural Resources shall provide
8383 16 administrative support for the Task Force.
8484 17 (c) The Task Force shall elect a chairperson from its
8585 18 membership and shall have the authority to determine its
8686 19 meeting schedules, hearing schedules, and agendas.
8787 20 (d) Appointments shall be made within 90 days after the
8888 21 effective date of this amendatory Act of the 104th General
8989 22 Assembly.
9090 23 (e) Members shall serve without compensation and shall be
9191 24 adults and residents of Illinois.
9292 25 (f) The Task Force shall:

104104 1 admission policies, accessibility survey, and, at minimum,
105105 2 10 years of safety & workplace safety data;
106106 3 (2) review potential future government or management
107107 4 structures that would provide uniform beach access,
108108 5 safety, accessibility, and training while allowing local
109109 6 variety of programming and enhancements;
110110 7 (3) gather and analyze information on the cost and
111111 8 other impacts in safety, nonuniform accessibility,
112112 9 differing training standards, associated with
113113 10 individualized municipal beach management; and
114114 11 (4) provide recommendations on the feasibility and
115115 12 cost-effectiveness of at least two intergovernmental or
116116 13 governmental structures for public beach accessibility
117117 14 that would provide positive changes to residents of
118118 15 Illinois in the areas of cost of access, safety,
119119 16 accessibility, and training.
120120 17 (g) The Task Force shall submit a report of findings,
121121 18 recommendations, and other information to the Governor and the
122122 19 General Assembly by December 31, 2026.
123123 20 (h) The Task Force shall be dissolved on January 1, 2027.
