LRB104 09475 BAB 19536 b LRB104 09475 BAB 19536 b LRB104 09475 BAB 19536 b A BILL FOR 210 ILCS 125/21.2 new LRB104 09475 BAB 19536 b HB3685 LRB104 09475 BAB 19536 b HB3685- 2 -LRB104 09475 BAB 19536 b HB3685 - 2 - LRB104 09475 BAB 19536 b HB3685 - 2 - LRB104 09475 BAB 19536 b 1 the Mayor or the Mayor's designee and one representative 2 appointed by the governing body of each local municipality 3 that currently maintains at least one portion of a public 4 bathing beach as defined by the Swimming Facility Act. 5 (6) 2 representatives of the Illinois environmental 6 protection and conservation community, appointed by the 7 Governor. 8 (7) 2 experts in the incidences, causes, and impacts 9 of swimming-related injuries and deaths with regard to 10 large bodies of water, appointed by the Governor. 11 (8) 2 experts in the parks and recreation field, 12 appointed by the Governor. 13 (9) The Director of the Illinois Department of Natural 14 Resources or the Director's designee. 15 (b) The Department of Natural Resources shall provide 16 administrative support for the Task Force. 17 (c) The Task Force shall elect a chairperson from its 18 membership and shall have the authority to determine its 19 meeting schedules, hearing schedules, and agendas. 20 (d) Appointments shall be made within 90 days after the 21 effective date of this amendatory Act of the 104th General 22 Assembly. 23 (e) Members shall serve without compensation and shall be 24 adults and residents of Illinois. 25 (f) The Task Force shall: 26 (1) review existing beach management structures, HB3685 - 2 - LRB104 09475 BAB 19536 b HB3685- 3 -LRB104 09475 BAB 19536 b HB3685 - 3 - LRB104 09475 BAB 19536 b HB3685 - 3 - LRB104 09475 BAB 19536 b 1 admission policies, accessibility survey, and, at minimum, 2 10 years of safety & workplace safety data; 3 (2) review potential future government or management 4 structures that would provide uniform beach access, 5 safety, accessibility, and training while allowing local 6 variety of programming and enhancements; 7 (3) gather and analyze information on the cost and 8 other impacts in safety, nonuniform accessibility, 9 differing training standards, associated with 10 individualized municipal beach management; and 11 (4) provide recommendations on the feasibility and 12 cost-effectiveness of at least two intergovernmental or 13 governmental structures for public beach accessibility 14 that would provide positive changes to residents of 15 Illinois in the areas of cost of access, safety, 16 accessibility, and training. 17 (g) The Task Force shall submit a report of findings, 18 recommendations, and other information to the Governor and the 19 General Assembly by December 31, 2026. 20 (h) The Task Force shall be dissolved on January 1, 2027.
