11 104TH GENERAL ASSEMBLY State of Illinois 2025 and 2026 HB3846 Introduced , by Rep. Michael Crawford SYNOPSIS AS INTRODUCED: 20 ILCS 1305/10-8.5 new Amends the Department of Human Services Act. Creates the Underserved Populations Autism Task Force within the Department of Human Services. Requires the Task Force to develop an Autism Spectrum Disorder Strategic Plan for underserved populations that focuses on: (1) improving awareness, early diagnosis, and intervention; and (2) ensuring delivery of treatment and services for individuals diagnosed with an autism spectrum disorder, including the coordination and accessibility of cost-effective treatments and services throughout the individual's lifetime. Requires the Task Force to submit its strategic plan to the Governor, the General Assembly, and the Department of Human Services by no later December 31, 2030. Requires the Task Force to submit annual reports each July 1 for calendar years 2026, 2027, 2028, 2029, and 2030. Requires the annual reports to detail Task Force meetings and activities, summarize Task Force hearings and findings, and give an account of any progress the Task Force has made towards developing the Autism Spectrum Disorder Strategic Plan. 1111 1 AN ACT concerning State government.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Department of Human Services Act is amended
1515 5 by adding Section 10-8.5 as follows:
1616 6 (20 ILCS 1305/10-8.5 new)
1717 7 Sec. 10-8.5. Underserved Populations Autism Task Force.
1818 8 (a) As used in this Section, "underserved populations"
1919 9 means:
2020 10 (1) Black, Latino, and Indigenous and Native American
2121 11 persons, Asian Americans and Pacific Islanders, and other
2222 12 persons of color.
2323 13 (2) Rural populations that reside in:
2424 14 (A) any area or community, respectively, no part
2525 15 of which is within an area designated as a standard
2626 16 metropolitan statistical area by the federal Office of
2727 17 Management and Budget; or
2828 18 (B) any area or community, respectively, that is
2929 19 (i) within an area designated as a metropolitan
3030 20 statistical area or considered as part of a
3131 21 metropolitan statistical area and (ii) located in a
3232 22 rural census tract.

7070 3 (b) The Underserved Populations Autism Task Force is
7171 4 created within the Department of Human Services. The Task
7272 5 Force shall consist of the following members:
7373 6 (1) One member from the House of Representatives who
7474 7 shall serve as co-chair, appointed by the Speaker of the
7575 8 House of Representatives.
7676 9 (2) One member from the House of Representatives,
7777 10 appointed by the Minority Leader of the House of
7878 11 Representatives.
7979 12 (3) One member from the Senate who shall serve as
8080 13 co-chair, appointed by the President of the Senate.
8181 14 (4) One member from the Senate, appointed by the
8282 15 Minority Leader of the Senate.
8383 16 (5) Three members from underserved populations who are
8484 17 family members of individuals with autism spectrum
8585 18 disorder, appointed by the Governor.
8686 19 (6) Three members who are doctors from underserved
8787 20 populations, appointed by the Governor.
8888 21 (7) Three members from autism advocacy groups,
8989 22 appointed by the Governor.
9090 23 (8) The Secretary of Human Services, or the
9191 24 Secretary's designee.
9292 25 (9) The State Superintendent of Education, or the
9393 26 State Superintendent's designee.

104104 1 Task Force members shall serve without compensation.
105105 2 Meetings shall be held at the call of the co-chairs and the
106106 3 Department of Human Services shall provide administrative
107107 4 support to the Task Force as needed.
108108 5 (c) The Task Force shall develop an Autism Spectrum
109109 6 Disorder Strategic Plan for underserved populations that
110110 7 focuses on the following:
111111 8 (1) improving awareness, early diagnosis, and
112112 9 intervention; and
113113 10 (2) ensuring delivery of treatment and services for
114114 11 individuals diagnosed with an autism spectrum disorder,
115115 12 including the coordination and accessibility of
116116 13 cost-effective treatments and services throughout the
117117 14 individual's lifetime.
118118 15 The Task Force shall submit its strategic plan to the
119119 16 Governor, the General Assembly, and the Department of Human
120120 17 Services by no later December 31, 2030.
121121 18 The Task Force shall develop annual reports delivered to
122122 19 the Governor, the General Assembly, and the Department of
123123 20 Human Services each July 1 for calendar years 2026, 2027,
124124 21 2028, 2029, and 2030. The annual reports shall detail Task
125125 22 Force meetings and activities, summarize Task Force hearings
126126 23 and findings, and give an account of any progress the Task
127127 24 Force has made towards developing the Autism Spectrum Disorder
128128 25 Strategic Plan.
129129 26 (d) The Task Force is dissolved, and this Section is
