Creates the Underserved Populations Autism Task Force within the Department of Human Services. 1 AN ACT concerning State government.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Department of Human Services Act is amended
5 by adding Section 10-8.5 as follows:
6 (20 ILCS 1305/10-8.5 new)
7 Sec. 10-8.5. Underserved Populations Autism Task Force.
8 (a) As used in this Section, "underserved populations"
9 means:
10 (1) Black, Latino, and Indigenous and Native American
11 persons, Asian Americans and Pacific Islanders, and other
12 persons of color.
13 (2) Rural populations that reside in:
14 (A) any area or community, respectively, no part
15 of which is within an area designated as a standard
16 metropolitan statistical area by the federal Office of
17 Management and Budget; or
18 (B) any area or community, respectively, that is
19 (i) within an area designated as a metropolitan
20 statistical area or considered as part of a
21 metropolitan statistical area and (ii) located in a
22 rural census tract.
23 (3) Populations where the household income is within

2 (4) Sexual or gender minorities.
3 (b) The Underserved Populations Autism Task Force is
4 created within the Department of Human Services. The Task
5 Force shall consist of the following members:
6 (1) One member from the House of Representatives who
7 shall serve as co-chair, appointed by the Speaker of the
8 House of Representatives.
9 (2) One member from the House of Representatives,
10 appointed by the Minority Leader of the House of
11 Representatives.
12 (3) One member from the Senate who shall serve as
13 co-chair, appointed by the President of the Senate.
14 (4) One member from the Senate, appointed by the
15 Minority Leader of the Senate.
16 (5) Three members from underserved populations who are
17 family members of individuals with autism spectrum
18 disorder, appointed by the Governor.
19 (6) Three members who are doctors from underserved
20 populations, appointed by the Governor.
21 (7) Three members from autism advocacy groups,
22 appointed by the Governor.
23 (8) The Secretary of Human Services, or the
24 Secretary's designee.
25 (9) The State Superintendent of Education, or the
26 State Superintendent's designee.

1 Task Force members shall serve without compensation.
2 Meetings shall be held at the call of the co-chairs and the
3 Department of Human Services shall provide administrative
4 support to the Task Force as needed.
5 (c) The Task Force shall develop an Autism Spectrum
6 Disorder Strategic Plan for underserved populations that
7 focuses on the following:
8 (1) improving awareness, early diagnosis, and
9 intervention; and
10 (2) ensuring delivery of treatment and services for
11 individuals diagnosed with an autism spectrum disorder,
12 including the coordination and accessibility of
13 cost-effective treatments and services throughout the
14 individual's lifetime.
15 The Task Force shall submit its strategic plan to the
16 Governor, the General Assembly, and the Department of Human
17 Services by no later December 31, 2030.
18 The Task Force shall develop annual reports delivered to
19 the Governor, the General Assembly, and the Department of
20 Human Services each July 1 for calendar years 2026, 2027,
21 2028, 2029, and 2030. The annual reports shall detail Task
22 Force meetings and activities, summarize Task Force hearings
23 and findings, and give an account of any progress the Task
24 Force has made towards developing the Autism Spectrum Disorder
25 Strategic Plan.
26 (d) The Task Force is dissolved, and this Section is
