44 2 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
55 3 HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
66 4 SENATE CONCURRING HEREIN, that the End Gun Violence in
77 5 Disproportionately Impacted Areas Task Force is created to
88 6 study, analyze data, make recommendations, and develop policy
99 7 proposals addressing the root causes of violence and resulting
1010 8 trauma to drastically reduce gun violence in
1111 9 disproportionately impacted areas; and be it further
1212 10 RESOLVED, That the Task Force shall consist of the
1313 11 following members who shall serve without compensation:
1414 12 (1) The Executive Director of the Illinois Criminal
1515 13 Justice Information Authority or his or her designee, who
1616 14 shall serve as chair;
1717 15 (2) The Director of the Department of Children and
1818 16 Family Services or his or her designee;
1919 17 (3) The Director of the Department of Commerce and
2020 18 Economic Opportunity or his or her designee;
2121 19 (4) The Secretary of the Department of Human Services
2222 20 or his or her designee;
2323 21 (5) The State Superintendent of Education or his or
2424 22 her designee;
2525 23 (6) The Director of the Illinois Housing Development

3535 1 (7) The following members appointed by the Governor:
3636 2 (a) One elected county official representing a
3737 3 disproportionately impacted area;
3838 4 (b) One elected state official representing a
3939 5 disproportionately impacted area;
4040 6 (c) One elected federal official representing a
4141 7 disproportionately impacted area;
4242 8 (d) One representative of the Chicago Police
4343 9 Department;
4444 10 (e) One representative of a municipal police
4545 11 department located in a disproportionately impacted
4646 12 area;
4747 13 (f) Two representatives of non-profit
4848 14 organizations with budgets over $1,000,000 that
4949 15 primary work directly on violence reduction;
5050 16 (g) Three representatives of non-profit
5151 17 organizations with budgets under $1,000,000 that
5252 18 primary work directly on violence reduction;
5353 19 (h) Two representatives of non-profit
5454 20 organizations that primarily engage in street level
5555 21 violence reduction and outreach to at-risk
5656 22 individuals;
5757 23 (i) Three members employed by news media
5858 24 organizations in the top five news media markets
5959 25 nationwide as determined by Nielsen Media Research,

7171 1 (j) One member employed by a news media
7272 2 organization in Illinois who lives in a
7373 3 disproportionately impacted area; and
7474 4 (k) Ten residents of the state that reside in
7575 5 disproportionately impacted areas that have
7676 6 experienced high rates of gun violence for at least
7777 7 the previous ten years; and be it further
7878 8 RESOLVED, That if a vacancy occurs in the Task Force it
7979 9 shall be filled in the same manner as the original
8080 10 appointment; and be it further
8181 11 RESOLVED, That the Task Force shall meet at the call of the
8282 12 chair; and be it further
8383 13 RESOLVED, That the Illinois Criminal Justice Information
8484 14 Authority and the Illinois State Police Division of Justice
8585 15 shall provide administrative support for the Task Force; and
8686 16 be it further
8787 17 RESOLVED, That the Task Force shall submit its final
8888 18 report to the General Assembly no later than December 31,
8989 19 2026, and upon the filing of the report, the Task Force is
