4	4	2 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
5	5	3 HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
6	6	4 SENATE CONCURRING HEREIN, that the End Gun Violence in
7	7	5 Disproportionately Impacted Areas Task Force is created to
8	8	6 study, analyze data, make recommendations, and develop policy
9	9	7 proposals addressing the root causes of violence and resulting
10	10	8 trauma to drastically reduce gun violence in
11	11	9 disproportionately impacted areas; and be it further
12	12	10 RESOLVED, That the Task Force shall consist of the
13	13	11 following members who shall serve without compensation:
14	14	12 (1) The Executive Director of the Illinois Criminal
15	15	13 Justice Information Authority or his or her designee, who
16	16	14 shall serve as chair;
17	17	15 (2) The Director of the Department of Children and
18	18	16 Family Services or his or her designee;
19	19	17 (3) The Director of the Department of Commerce and
20	20	18 Economic Opportunity or his or her designee;
21	21	19 (4) The Secretary of the Department of Human Services
22	22	20 or his or her designee;
23	23	21 (5) The State Superintendent of Education or his or
24	24	22 her designee;
25	25	23 (6) The Director of the Illinois Housing Development
26	26	24 Authority or his or her designee; and

35	35	1 (7) The following members appointed by the Governor:
36	36	2 (a) One elected county official representing a
37	37	3 disproportionately impacted area;
38	38	4 (b) One elected state official representing a
39	39	5 disproportionately impacted area;
40	40	6 (c) One elected federal official representing a
41	41	7 disproportionately impacted area;
42	42	8 (d) One representative of the Chicago Police
43	43	9 Department;
44	44	10 (e) One representative of a municipal police
45	45	11 department located in a disproportionately impacted
46	46	12 area;
47	47	13 (f) Two representatives of non-profit
48	48	14 organizations with budgets over $1,000,000 that
49	49	15 primary work directly on violence reduction;
50	50	16 (g) Three representatives of non-profit
51	51	17 organizations with budgets under $1,000,000 that
52	52	18 primary work directly on violence reduction;
53	53	19 (h) Two representatives of non-profit
54	54	20 organizations that primarily engage in street level
55	55	21 violence reduction and outreach to at-risk
56	56	22 individuals;
57	57	23 (i) Three members employed by news media
58	58	24 organizations in the top five news media markets
59	59	25 nationwide as determined by Nielsen Media Research,
60	60	26 who live in a disproportionately impacted area;

71	71	1 (j) One member employed by a news media
72	72	2 organization in Illinois who lives in a
73	73	3 disproportionately impacted area; and
74	74	4 (k) Ten residents of the state that reside in
75	75	5 disproportionately impacted areas that have
76	76	6 experienced high rates of gun violence for at least
77	77	7 the previous ten years; and be it further
78	78	8 RESOLVED, That if a vacancy occurs in the Task Force it
79	79	9 shall be filled in the same manner as the original
80	80	10 appointment; and be it further
81	81	11 RESOLVED, That the Task Force shall meet at the call of the
82	82	12 chair; and be it further
83	83	13 RESOLVED, That the Illinois Criminal Justice Information
84	84	14 Authority and the Illinois State Police Division of Justice
85	85	15 shall provide administrative support for the Task Force; and
86	86	16 be it further
87	87	17 RESOLVED, That the Task Force shall submit its final
88	88	18 report to the General Assembly no later than December 31,
89	89	19 2026, and upon the filing of the report, the Task Force is
90	90	20 dissolved; and be it further
