HJ0026LRB104 13120 MST 25224 r HJ0026 LRB104 13120 MST 25224 r HJ0026 LRB104 13120 MST 25224 r 1 HOUSE JOINT RESOLUTION 2 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE 3 HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE 4 SENATE CONCURRING HEREIN, that the End Gun Violence in 5 Disproportionately Impacted Areas Task Force is created to 6 study, analyze data, make recommendations, and develop policy 7 proposals addressing the root causes of violence and resulting 8 trauma to drastically reduce gun violence in 9 disproportionately impacted areas; and be it further 10 RESOLVED, That the Task Force shall consist of the 11 following members who shall serve without compensation: 12 (1) The Executive Director of the Illinois Criminal 13 Justice Information Authority or his or her designee, who 14 shall serve as chair; 15 (2) The Director of the Department of Children and 16 Family Services or his or her designee; 17 (3) The Director of the Department of Commerce and 18 Economic Opportunity or his or her designee; 19 (4) The Secretary of the Department of Human Services 20 or his or her designee; 21 (5) The State Superintendent of Education or his or 22 her designee; 23 (6) The Director of the Illinois Housing Development 24 Authority or his or her designee; and HJ0026 LRB104 13120 MST 25224 r HJ0026- 2 -LRB104 13120 MST 25224 r HJ0026 - 2 - LRB104 13120 MST 25224 r HJ0026 - 2 - LRB104 13120 MST 25224 r 1 (7) The following members appointed by the Governor: 2 (a) One elected county official representing a 3 disproportionately impacted area; 4 (b) One elected state official representing a 5 disproportionately impacted area; 6 (c) One elected federal official representing a 7 disproportionately impacted area; 8 (d) One representative of the Chicago Police 9 Department; 10 (e) One representative of a municipal police 11 department located in a disproportionately impacted 12 area; 13 (f) Two representatives of non-profit 14 organizations with budgets over $1,000,000 that 15 primary work directly on violence reduction; 16 (g) Three representatives of non-profit 17 organizations with budgets under $1,000,000 that 18 primary work directly on violence reduction; 19 (h) Two representatives of non-profit 20 organizations that primarily engage in street level 21 violence reduction and outreach to at-risk 22 individuals; 23 (i) Three members employed by news media 24 organizations in the top five news media markets 25 nationwide as determined by Nielsen Media Research, 26 who live in a disproportionately impacted area; HJ0026 - 2 - LRB104 13120 MST 25224 r HJ0026- 3 -LRB104 13120 MST 25224 r HJ0026 - 3 - LRB104 13120 MST 25224 r HJ0026 - 3 - LRB104 13120 MST 25224 r 1 (j) One member employed by a news media 2 organization in Illinois who lives in a 3 disproportionately impacted area; and 4 (k) Ten residents of the state that reside in 5 disproportionately impacted areas that have 6 experienced high rates of gun violence for at least 7 the previous ten years; and be it further 8 RESOLVED, That if a vacancy occurs in the Task Force it 9 shall be filled in the same manner as the original 10 appointment; and be it further 11 RESOLVED, That the Task Force shall meet at the call of the 12 chair; and be it further 13 RESOLVED, That the Illinois Criminal Justice Information 14 Authority and the Illinois State Police Division of Justice 15 shall provide administrative support for the Task Force; and 16 be it further 17 RESOLVED, That the Task Force shall submit its final 18 report to the General Assembly no later than December 31, 19 2026, and upon the filing of the report, the Task Force is 20 dissolved; and be it further 21 RESOLVED, That suitable copies of this resolution be HJ0026 - 3 - LRB104 13120 MST 25224 r HJ0026- 4 -LRB104 13120 MST 25224 r HJ0026 - 4 - LRB104 13120 MST 25224 r HJ0026 - 4 - LRB104 13120 MST 25224 r 1 delivered to the Executive Director of the Illinois Criminal 2 Justice Information Authority, the Director of the Department 3 of Children and Family Services, the Director of the 4 Department of Commerce and Economic Opportunity, the Secretary 5 of the Department of Human Services, the State Superintendent 6 of Education, the Director of the Illinois Housing Development 7 Authority, and the Governor.
