15 | 15 | | 13 average of $5,000 per year by adopting |

17 | 17 | | 15 WHEREAS, The Skip the Plastic Campaign, created by |

18 | 18 | | 16 Nicolina Pappas of Nicolina's Turtle Co. and in partnership |

19 | 19 | | 17 with the Mississippi River Cities and Towns Initiative and the |

20 | 20 | | 18 Bi-State Conservation Action Network, aims to reduce the |

21 | 21 | | 19 unnecessary use of single-use plastic by promoting the |
