44 2 WHEREAS, The members of the Illinois House of
55 3 Representatives wish to congratulate Head Start on the
66 4 occasion of its 60th anniversary; and
77 5 WHEREAS, Since its inception in May 1965, Head Start has
88 6 provided health, nutritional, educational, and social services
99 7 for children from birth to age five; and
1010 8 WHEREAS, The State of Illinois is now in its 60th year of
1111 9 implementing Head Start programming, supporting eligible
1212 10 children and their families in all 102 counties of the State;
1313 11 and
1414 12 WHEREAS, The Head Start program has evolved into a
1515 13 nationwide force with the mission of meeting the emotional,
1616 14 social, health, nutritional, and educational needs of children
1717 15 in a community setting; and
1818 16 WHEREAS, Children enrolled in Head Start and Early Head
1919 17 Start programs are more likely to have positive educational
2020 18 outcomes and improved social, emotional, and behavioral
2121 19 development; and
2222 20 WHEREAS, To achieve these goals, Head Start supports

3131 1 family outcomes and well-being by promoting families as
3232 2 lifelong educators and learners and fostering positive
3333 3 parent-child relationships; and
3434 4 WHEREAS, Head Start ensures that parent voices inform
3535 5 policy and believes that family engagement and participation
3636 6 throughout the program is key to strong child outcomes because
3737 7 parents and families are a child's first and most influential
3838 8 teachers and lifelong advocates; and
3939 9 WHEREAS, Head Start is delivering medical, dental, and
4040 10 mental health screening, parenting resources, and other social
4141 11 and health services, in addition to necessary early education
4242 12 services, which prepare these children to compete with their
4343 13 peers with more resources; and
4444 14 WHEREAS, Head Start connects and partners with local
4545 15 schools, local providers of child care, state and local
4646 16 preschool initiatives, and other community service providers
4747 17 to connect children and families with resources and
4848 18 opportunities to promote school readiness and positive
4949 19 outcomes; therefore, be it
5050 20 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
5151 21 HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
