4	4	2 WHEREAS, The members of the Illinois House of
5	5	3 Representatives wish to congratulate Head Start on the
6	6	4 occasion of its 60th anniversary; and
7	7	5 WHEREAS, Since its inception in May 1965, Head Start has
8	8	6 provided health, nutritional, educational, and social services
9	9	7 for children from birth to age five; and
10	10	8 WHEREAS, The State of Illinois is now in its 60th year of
11	11	9 implementing Head Start programming, supporting eligible
12	12	10 children and their families in all 102 counties of the State;
13	13	11 and
14	14	12 WHEREAS, The Head Start program has evolved into a
15	15	13 nationwide force with the mission of meeting the emotional,
16	16	14 social, health, nutritional, and educational needs of children
17	17	15 in a community setting; and
18	18	16 WHEREAS, Children enrolled in Head Start and Early Head
19	19	17 Start programs are more likely to have positive educational
20	20	18 outcomes and improved social, emotional, and behavioral
21	21	19 development; and
22	22	20 WHEREAS, To achieve these goals, Head Start supports

31	31	1 family outcomes and well-being by promoting families as
32	32	2 lifelong educators and learners and fostering positive
33	33	3 parent-child relationships; and
34	34	4 WHEREAS, Head Start ensures that parent voices inform
35	35	5 policy and believes that family engagement and participation
36	36	6 throughout the program is key to strong child outcomes because
37	37	7 parents and families are a child's first and most influential
38	38	8 teachers and lifelong advocates; and
39	39	9 WHEREAS, Head Start is delivering medical, dental, and
40	40	10 mental health screening, parenting resources, and other social
41	41	11 and health services, in addition to necessary early education
42	42	12 services, which prepare these children to compete with their
43	43	13 peers with more resources; and
44	44	14 WHEREAS, Head Start connects and partners with local
45	45	15 schools, local providers of child care, state and local
46	46	16 preschool initiatives, and other community service providers
47	47	17 to connect children and families with resources and
48	48	18 opportunities to promote school readiness and positive
49	49	19 outcomes; therefore, be it
50	50	20 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
51	51	21 HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
