10 | 10 | | 8 WHEREAS, The State of Illinois is now in its 60th year of |

11 | 11 | | 9 implementing Head Start programming, supporting eligible |
---|
12 | 12 | | 10 children and their families in all 102 counties of the State; |
---|

---|
14 | 14 | | 12 WHEREAS, The Head Start program has evolved into a |

15 | 15 | | 13 nationwide force with the mission of meeting the emotional, |
---|
16 | 16 | | 14 social, health, nutritional, and educational needs of children |

17 | 17 | | 15 in a community setting; and |

18 | 18 | | 16 WHEREAS, Children enrolled in Head Start and Early Head |

19 | 19 | | 17 Start programs are more likely to have positive educational |

20 | 20 | | 18 outcomes and improved social, emotional, and behavioral |

45 | 45 | | 15 schools, local providers of child care, state and local |

46 | 46 | | 16 preschool initiatives, and other community service providers |
