1  HOUSE RESOLUTION
2  WHEREAS, The members of the Illinois House of
3  Representatives wish to congratulate Head Start on the
4  occasion of its 60th anniversary; and
5  WHEREAS, Since its inception in May 1965, Head Start has
6  provided health, nutritional, educational, and social services
7  for children from birth to age five; and
8  WHEREAS, The State of Illinois is now in its 60th year of
9  implementing Head Start programming, supporting eligible
10  children and their families in all 102 counties of the State;
11  and
12  WHEREAS, The Head Start program has evolved into a
13  nationwide force with the mission of meeting the emotional,
14  social, health, nutritional, and educational needs of children
15  in a community setting; and
16  WHEREAS, Children enrolled in Head Start and Early Head
17  Start programs are more likely to have positive educational
18  outcomes and improved social, emotional, and behavioral
19  development; and
20  WHEREAS, To achieve these goals, Head Start supports

1  family outcomes and well-being by promoting families as
2  lifelong educators and learners and fostering positive
3  parent-child relationships; and
4  WHEREAS, Head Start ensures that parent voices inform
5  policy and believes that family engagement and participation
6  throughout the program is key to strong child outcomes because
7  parents and families are a child's first and most influential
8  teachers and lifelong advocates; and
9  WHEREAS, Head Start is delivering medical, dental, and
10  mental health screening, parenting resources, and other social
11  and health services, in addition to necessary early education
12  services, which prepare these children to compete with their
13  peers with more resources; and
14  WHEREAS, Head Start connects and partners with local
15  schools, local providers of child care, state and local
16  preschool initiatives, and other community service providers
17  to connect children and families with resources and
18  opportunities to promote school readiness and positive
19  outcomes; therefore, be it
20  RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
21  HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
22  we congratulate Head Start on its 60th anniversary; and be it
