The State 18 Board of Education may update this list from time to time 19 in addition to the required annual publication. This list 20 shall be provided only as an informational resource and 21 may not be used to prohibit or require the use of any 22 artificial intelligence technology by districts. The 23 inclusion of a tool on this list does not constitute an 24 endorsement by the State Board of Education. 25 (d) The State Board of Education shall, in collaboration 26 with the Advisory Board, develop guidance for school districts SB1556 - 3 - LRB104 10966 LNS 21048 b SB1556- 4 -LRB104 10966 LNS 21048 b SB1556 - 4 - LRB104 10966 LNS 21048 b SB1556 - 4 - LRB104 10966 LNS 21048 b 1 and educators on the use of artificial intelligence in 2 education. This guidance shall include, but is not limited to: 3 (1) explanations of basic artificial intelligence 4 concepts, including machine learning, natural language 5 processing, and computer vision; 6 (2) specific ways artificial intelligence can be used 7 at the district, school, classroom, and individual level 8 to enhance teaching and learning while preserving the 9 human relationships essential to effective teaching and 10 learning; 11 (3) how districts and individual educators can 12 evaluate and address bias, privacy, and transparency in 13 artificial intelligence technologies and applications, 14 including how they can access the results of evaluations 15 performed by the State Board of Education; 16 (4) best practices for selecting, implementing, and 17 evaluating the use of artificial intelligence technologies 18 and applications; 19 (5) best practices for developing student literacy in 20 artificial intelligence and engaging students in 21 age-appropriate discussions on the responsible and ethical 22 use of artificial intelligence; and 23 (6) best practices for making artificial intelligence 24 technologies and applications available and accessible to 25 all students. 26 (e) The State Board of Education shall provide this SB1556 - 4 - LRB104 10966 LNS 21048 b SB1556- 5 -LRB104 10966 LNS 21048 b SB1556 - 5 - LRB104 10966 LNS 21048 b SB1556 - 5 - LRB104 10966 LNS 21048 b 1 guidance to all school districts and charter schools in this 2 State no later than December 31, 2025 and no later than July 1 3 of each subsequent calendar year. 4 The State Board of Education shall develop and offer both 5 synchronous and asynchronous professional development 6 opportunities designed to help educators understand and 7 implement this guidance effectively. 8 The State Board of Education shall review and update the 9 guidance for educators on the use of artificial intelligence 10 in education from time to time as needed and no less than once 11 per year. 12 (105 ILCS 5/10-20.74) 13 Sec. 10-20.74. Educational technology capacity and 14 policies; report. School districts shall submit to the State 15 Board of Education, or its designee, an annual report that 16 shall include, at a minimum, information regarding educational 17 technology capacity and policies, including device 18 availability for students, school-based access and 19 infrastructure, professional learning and training 20 opportunities, and documentation of developmentally 21 appropriate computer literacy instruction embedded in the 22 district's curriculum at each grade level, and student, 23 teacher, and district use of artificial intelligence. 24 (Source: P.A. 101-654, eff. 3-8-21.) 25 Section 99.
