311 1 AN ACT concerning transportation.
412 2 Be it enacted by the People of the State of Illinois,
513 3 represented in the General Assembly:
614 4 Section 5. The Illinois Vehicle Code is amended by
715 5 changing Section 3-413 as follows:

917 7 Sec. 3-413. Display of registration plates or digital
1018 8 registration plates, registration stickers or digital
1119 9 registration stickers, and drive-away permits; registration
1220 10 plate or digital registration plate covers.
1321 11 (a) Registration plates or digital registration plates
1422 12 issued for a motor vehicle other than a motorcycle, autocycle,
1523 13 trailer, semitrailer, truck-tractor, apportioned bus, or
1624 14 apportioned truck shall be attached thereto, one in the
1725 15 frontmost and one in the rearmost. The registration plate or
1826 16 digital registration plate issued for a motorcycle, autocycle,
1927 17 trailer or semitrailer required to be registered hereunder and
2028 18 any apportionment plate issued to a bus under the provisions
2129 19 of this Code shall be attached to the rearmost thereof. The
2230 20 registration plate or digital registration plate issued for a
2331 21 truck-tractor or an apportioned truck required to be
2432 22 registered hereunder shall be attached to the frontmost

3468 1 (b) Except for vehicles with rear loaded motorized
3569 2 forklifts, every registration plate or digital registration
3670 3 plate shall at all times be securely fastened in a horizontal
3771 4 position to the vehicle for which it is issued so as to prevent
3872 5 the plate from swinging and at a height of not less than 5
3973 6 inches from the ground, measuring from the bottom of such
4074 7 plate, in a place and position to be clearly visible and shall
4175 8 be maintained in a condition to be clearly legible, free from
4276 9 any materials that would obstruct the visibility of the plate.
4377 10 A registration plate or digital registration plate on a
4478 11 motorcycle may be mounted vertically as long as it is
4579 12 otherwise clearly visible. Registration stickers or digital
4680 13 registration stickers issued as evidence of renewed annual
4781 14 registration shall be attached to registration plates or
4882 15 displayed on digital registration plates as required by the
4983 16 Secretary of State, and be clearly visible at all times and
5084 17 displayed as prescribed in subsection (k). For those vehicles
5185 18 with rear loaded motorized forklifts, if the rear plate is
5286 19 securely fastened in a horizontal position as prescribed, the
5387 20 plate and registration sticker shall not be required to be
5488 21 clearly visible at all times as a result of the rear mounted
5589 22 motorized forklift obstructing the view.
5690 23 (c) Every drive-away permit issued pursuant to this Code
5791 24 shall be firmly attached to the motor vehicle in the manner
5892 25 prescribed by the Secretary of State. If a drive-away permit
5993 26 is affixed to a motor vehicle in any other manner the permit

70104 1 shall be void and of no effect.
71105 2 (d) The Illinois prorate decal issued to a foreign
72106 3 registered vehicle part of a fleet prorated or apportioned
73107 4 with Illinois, shall be displayed on a registration plate or
74108 5 digital registration plate and displayed on the frontmost of
75109 6 such vehicle in the same manner as an Illinois registration
76110 7 plate or digital registration plate.
77111 8 (e) The registration plate or digital registration plate
78112 9 issued for a camper body mounted on a truck displaying
79113 10 registration plates or digital registration plates shall be
80114 11 attached to the rearmost of the camper body.
81115 12 (f) No person shall operate a vehicle, nor permit the
82116 13 operation of a vehicle, upon which is displayed an Illinois
83117 14 registration plate or plates or digital registration plate or
84118 15 plates or registration stickers or digital registration
85119 16 stickers, except as provided for in subsection (b) of Section
86120 17 3-701 of this Code, after the termination of the registration
87121 18 period for which issued or after the expiration date set
88122 19 pursuant to Sections 3-414 and 3-414.1 of this Code.
89123 20 (g) A person may not operate any motor vehicle that is
90124 21 equipped with registration plate or digital registration plate
91125 22 covers. A violation of this subsection (g) or a similar
92126 23 provision of a local ordinance is an offense against laws and
93127 24 ordinances regulating the movement of traffic.
94128 25 (h) A person may not sell or offer for sale a registration
95129 26 plate or digital registration plate cover. A violation of this

106140 1 subsection (h) is a business offense.
107141 2 (i) A person may not advertise for the purpose of
108142 3 promoting the sale of registration plate or digital
109143 4 registration plate covers. A violation of this subsection (i)
110144 5 is a business offense.
111145 6 (j) A person may not modify the original manufacturer's
112146 7 mounting location of the rear registration plate or digital
113147 8 registration plate on any vehicle so as to conceal the
114148 9 registration or to knowingly cause it to be obstructed in an
115149 10 effort to hinder a peace officer from obtaining the
116150 11 registration for the enforcement of a violation of this Code,
117151 12 Section 27.1 of the Toll Highway Act concerning toll evasion,
118152 13 or any municipal ordinance. Modifications prohibited by this
119153 14 subsection (j) include but are not limited to the use of an
120154 15 electronic device. A violation of this subsection (j) is a
121155 16 Class A misdemeanor.
122156 17 (k) Registration stickers issued as evidence of renewed
123157 18 registration by the Secretary shall be displayed on the upper
124158 19 right corner of the rear registration plate or in a manner
125159 20 otherwise provided by the Secretary. However, registration
126160 21 stickers issued to truck-tractors shall be displayed on the
127161 22 upper right corner of the front registration plate or in a
128162 23 manner otherwise provided by the Secretary.
129163 24 (l) No person shall affix to any registration plate,
130164 25 temporary registration plate, digital registration plate,

142-1 by the Secretary any medallion, insignia, sticker, tape, or
143-2 other object not issued or approved by the Secretary. No
144-3 person shall alter, manipulate, apply, or otherwise manipulate
145-4 any evidence of registration issued by the Secretary in any
146-5 manner from the original condition as was received when issued
147-6 by the Secretary. It is unlawful to operate any vehicle that
148-7 (i) displays evidence of registration altered in any manner or
149-8 displaying any medallion, insignia, sticker, tape, or other
150-9 object as prescribed in this subsection or (ii) is equipped
151-10 with a manual, electronic, or mechanical device that hides or
152-11 obscures a registration plate.
