11	11	1 AN ACT concerning regulation.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Illinois Gas Pipeline Safety Act is amended
15	15	5 by adding Section 13 as follows:
16	16	6 (220 ILCS 20/13 new)
17	17	7 Sec. 13. Permits; pipeline facility construction notice.
18	18	8 (a) On and after the effective date of this amendatory Act
19	19	9 of the 104th General Assembly, any person who has received a
20	20	10 permit from the United States Pipeline and Hazardous Materials
21	21	11 Safety Administration or the Federal Energy Regulatory
22	22	12 Commission must submit a copy of the permit to the Illinois
23	23	13 Commerce Commission within 2 weeks of the approval of the
24	24	14 permit. The copy of the permit shall be publicly available on
25	25	15 the Illinois Commerce Commission's website.
26	26	16 (b) On and after the effective date of this amendatory Act
27	27	17 of the 104th General Assembly, any person who intends to
28	28	18 engage in the transportation of gas via a pipeline facility or
29	29	19 who owns or operates pipeline facilities shall file with the
30	30	20 Illinois Commerce Commission a notice prior to the
31	31	21 construction of a pipeline facility which shall be publicly
32	32	22 available on the Commission's website. The notice shall
33	33	23 satisfy the requirements of Section 15 of the Pipeline Safety

68	68	1 Improvement Act (49 U.S.C. 60132), including:
69	69	2 (1) geospatial data appropriate for use in the
70	70	3 National Pipeline Mapping System or data in a format that
71	71	4 can be readily converted to geospatial data;
72	72	5 (2) the name and address of the person with primary
73	73	6 operational control to be identified as the facility's
74	74	7 operator;
75	75	8 (3) a means for a member of the public to contact the
76	76	9 operator for additional information about the pipeline
77	77	10 facilities the operator operates; and
78	78	11 (4) any other geospatial or technical data, including
79	79	12 design and material specifications, that the Commission
80	80	13 determines are necessary to carry out the purposes of this
81	81	14 Section.
82	82	15 The Commission shall give reasonable notice to operators
83	83	16 of the data that is requested under this subsection.
