 2025 and 2026 SB2180 Introduced 2/7/2025, by Sen. Linda Holmes SYNOPSIS AS INTRODUCED: 220 ILCS 20/13 new Amends the Illinois Gas Pipeline Safety Act. Provides that any person who has received a permit from the United States Pipeline and Hazardous Materials Safety Administration or the Federal Energy Regulatory Commission must submit a copy of the permit to the Illinois Commerce Commission within 2 weeks of the approval of the permit. Provides that the copy of the permit shall be publicly available on the Illinois Commerce Commission's website. Provides that any person who intends to engage in the transportation of gas via a pipeline facility or who owns or operates pipeline facilities shall file with the Illinois Commerce Commission a notice prior to the construction of a pipeline facility which shall be publicly available on the Commission's website. 1  AN ACT concerning regulation.
2  Be it enacted by the People of the State of Illinois,
3  represented in the General Assembly:
4  Section 5. The Illinois Gas Pipeline Safety Act is amended
5  by adding Section 13 as follows:
6  (220 ILCS 20/13 new)
7  Sec. 13. Permits; pipeline facility construction notice.
8  (a) On and after the effective date of this amendatory Act
9  of the 104th General Assembly, any person who has received a
10  permit from the United States Pipeline and Hazardous Materials
11  Safety Administration or the Federal Energy Regulatory
12  Commission must submit a copy of the permit to the Illinois
13  Commerce Commission within 2 weeks of the approval of the
14  permit. The copy of the permit shall be publicly available on
15  the Illinois Commerce Commission's website.
16  (b) On and after the effective date of this amendatory Act
17  of the 104th General Assembly, any person who intends to
18  engage in the transportation of gas via a pipeline facility or
19  who owns or operates pipeline facilities shall file with the
20  Illinois Commerce Commission a notice prior to the
21  construction of a pipeline facility which shall be publicly
22  available on the Commission's website. The notice shall
23  satisfy the requirements of Section 15 of the Pipeline Safety

1  Improvement Act (49 U.S.C. 60132), including:
2  (1) geospatial data appropriate for use in the
3  National Pipeline Mapping System or data in a format that
4  can be readily converted to geospatial data;
5  (2) the name and address of the person with primary
6  operational control to be identified as the facility's
7  operator;
8  (3) a means for a member of the public to contact the
9  operator for additional information about the pipeline
10  facilities the operator operates; and
11  (4) any other geospatial or technical data, including
12  design and material specifications, that the Commission
13  determines are necessary to carry out the purposes of this
14  Section.
15  The Commission shall give reasonable notice to operators
16  of the data that is requested under this subsection.
