1  AN ACT concerning appropriations.
2  Be it enacted by the People of the State of Illinois,
3  represented in the General Assembly:
4  ARTICLE 1
5  Section 5. The following named amounts, or so much thereof
6  as may be necessary, respectively, are appropriated to the
7  Illinois State Police for the following purposes:
8  DIVISION OF JUSTICE SERVICES
9  Payable from General Revenue Fund:
10  For New Forensic Lab Expenses.............................0
11  For Payment of Tort Claims...........................50,000
12  For Refunds...........................................2,000
13  Total    $52,000
14  Payable from the State Police Vehicle Fund:
15  For purchase of vehicles and accessories,
16  including prior years' costs....................30,000,000
17  Section 10. The sum of $4,000,000, or so much thereof as
18  may be necessary, is appropriated from the State Asset
19  Forfeiture Fund to the Illinois State Police for payment of
20  their expenditures as outlined in the Drug Asset Forfeiture
21  Procedure Act, the Cannabis Control Act, and the Illinois
22  Controlled Substances Act.

1  Section 15. The sum of $2,500,000, or so much thereof as
2  may be necessary, is appropriated from the Federal Asset
3  Forfeiture Fund to the Illinois State Police for payment of
4  their expenditures in accordance with the Federal Equitable
5  Sharing Guidelines.
6  Section 20. The sum of $2,000,000, or so much thereof as
7  may be necessary, is appropriated, from the Money Laundering
8  Asset Recovery Fund to the Illinois State Police, Division of
9  Justice Services for the ordinary and contingent expenses
10  incurred by the Illinois State Police.
11  Section 25. The sum of $1,000,000, or so much thereof as
12  may be necessary, is appropriated from the LEADS Maintenance
13  Fund to the Illinois State Police, Division of Justice
14  Services, for expenses related to the LEADS System.
15  Section 30. The following named amounts, or so much
16  thereof as may be necessary, respectively, are appropriated to
17  the Illinois State Police for the following purposes:

1  Whistleblower Reward and Protection Fund to the Illinois State
2  Police for payment of their expenditures for state law
3  enforcement purposes.
4  Section 45. The sum of $23,550,000, or so much thereof as
5  may be necessary, is appropriated from the State Police
6  Operations Assistance Fund to the Illinois State Police for
7  the ordinary and contingent expenses incurred by the Illinois
8  State Police.
9  Section 50. The sum of $25,000,000, or so much thereof as
10  may be necessary, is appropriated from the State Police
11  Operations Assistance Fund to the Illinois State Police for
12  the ordinary and contingent expenses of state funded program
13  expenses.
14  Section 55. The sum of $25,550,000, or so much thereof as
15  may be necessary, is appropriated from the State Police Law
16  Enforcement Administration Fund to the Illinois State Police,
17  Division of Operations, for all costs associated with a cadet
18  program for the Illinois State Police.
19  Section 60. The sum of $2,000,000, or so much thereof as
20  may be necessary, is appropriated from the Scott's Law Fund to
21  the Illinois State Police for the ordinary and contingent
22  expenses incurred by the Illinois State Police.

5  Section 75. The sum of $2,250,000, or so much thereof as
6  may be necessary, is appropriated from the Mental Health
7  Reporting Fund to the Illinois State Police, Division of
8  Forensic Services and Identification, for expenses as outlined
9  in the Firearm Concealed Carry Act and the Firearm Owners
10  Identification Card Act.
11  Section 80. The sum of $29,500,000, or so much thereof as
12  may be necessary, is appropriated from the State Police
13  Firearm Services Fund to the Illinois State Police for
14  expenses as outlined in the Firearm Concealed Carry Act and
15  the Firearm Owners Identification Card Act.
16  Section 85. The sum of $230,000,000, or so much thereof as
17  may be necessary, is appropriated from the Statewide 9-1-1
18  Fund to the Illinois State Police, Division of Justice
19  Services, for costs pursuant to the Emergency Telephone System
20  Act.
21  Section 90. The sum of $2,000,000, or so much thereof as
22  may be necessary, is appropriated from the State Police

1  Firearm Enforcement Fund to the Illinois State Police, for
2  grants to law enforcement agency task forces for participating
3  in programs to help reduce crime.
4  Section 95. The sum of $1,300,000, or so much thereof as
5  may be necessary, is appropriated from the General Revenue
6  Fund to the Illinois State Police, for the ordinary and
7  contingent expenses of the Safe2Help Program.
8  Section 99. Effective date. This Act takes effect July 1,
9  2025.
