44 2 WHEREAS, The Professional Review Panel is responsible for
55 3 evaluating and recommending modifications to the
66 4 Evidence-Based Funding Formula to ensure all students have
77 5 access to a quality education, including special education
88 6 resource services; and
99 7 WHEREAS, Special education resource services are provided
1010 8 by special education resource teachers who work outside of the
1111 9 general education classroom, providing specialized support to
1212 10 students with disabilities in one-on-one or small group
1313 11 settings or by providing support through other forms of
1414 12 specialized instruction such as co-teaching; and
1515 13 WHEREAS, High caseloads, meaning the number of students
1616 14 assigned to an individual special education resource teacher,
1717 15 are contributing to Illinois' teacher shortage and are
1818 16 adversely impacting the special education resource services
1919 17 districts can provide; and
2020 18 WHEREAS, California, for example, has a maximum caseload
2121 19 of 28 students for special education resource specialists; and
2222 20 WHEREAS, The Illinois Education Association, in alignment

3434 3 RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL
3535 4 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF
3636 5 REPRESENTATIVES CONCURRING HEREIN, that we direct the
3737 6 Professional Review Panel and the Illinois State Board of
3838 7 Education to conduct the analysis and financial modeling
3939 8 required to evaluate the effects of implementing the
4040 9 recommended maximum caseloads for special education resource
