3	3	1 SENATE JOINT RESOLUTION
4	4	2 WHEREAS, The concentration of power at the federal level
5	5	3 has had the effect of making federal officials less responsive
6	6	4 to the will of the people and more readily influenced by
7	7	5 lobbyists, wealthy corporations, and special interests in
8	8	6 Washington, D.C.; and
9	9	7 WHEREAS, Much of federal laws and regulations have been
10	10	8 enacted by federal bureaucrats who were never chosen by the
11	11	9 people and have no accountability to the people whatsoever;
12	12	10 and
13	13	11 WHEREAS, Past administrations have created a crushing
14	14	12 national debt through improper and imprudent spending; and
15	15	13 WHEREAS, Past administrations and federal bureaucrats have
16	16	14 invaded the legitimate roles of the states through the
17	17	15 manipulative process of federal mandates, most of which are
18	18	16 unfunded to a great extent; and
19	19	17 WHEREAS, Policy decisions made at the state level tend to
20	20	18 be more responsive to the needs and desires of the people; and
21	21	19 WHEREAS, The states have the ability to restore the
22	22	20 responsiveness of government to the people and to restrain

31	31	1 abuses of federal power by proposing amendments to the
32	32	2 Constitution of the United States through a limited Convention
33	33	3 of the States under Article V; therefore, be it
34	34	4 RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL
35	35	5 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF
36	36	6 REPRESENTATIVES CONCURRING HEREIN, that the legislature of the
37	37	7 State of Illinois hereby applies to Congress, under the
38	38	8 provisions of Article V of the Constitution of the United
39	39	9 States, for the calling of a convention of the states limited
40	40	10 to proposing amendments to the Constitution of the United
41	41	11 States that impose fiscal restraints on the federal
42	42	12 government, limit the power and jurisdiction of the federal
43	43	13 government, and limit the terms of office for its officials
44	44	14 and for members of Congress; and be it further
45	45	15 RESOLVED, That the Illinois Secretary of State is hereby
46	46	16 directed to transmit copies of this application to the
47	47	17 President and Secretary of the United States Senate, to the
48	48	18 Speaker and Clerk of the United States House of
49	49	19 Representatives, to the Illinois Congressional Delegation, and
50	50	20 to the presiding officers of each of the legislative houses in
51	51	21 the United States, requesting their cooperation; and be it
