44 2 WHEREAS, The concentration of power at the federal level
55 3 has had the effect of making federal officials less responsive
66 4 to the will of the people and more readily influenced by
77 5 lobbyists, wealthy corporations, and special interests in
88 6 Washington, D.C.; and
99 7 WHEREAS, Much of federal laws and regulations have been
1010 8 enacted by federal bureaucrats who were never chosen by the
1111 9 people and have no accountability to the people whatsoever;
1212 10 and
1313 11 WHEREAS, Past administrations have created a crushing
1414 12 national debt through improper and imprudent spending; and
1515 13 WHEREAS, Past administrations and federal bureaucrats have
1616 14 invaded the legitimate roles of the states through the
1717 15 manipulative process of federal mandates, most of which are
1818 16 unfunded to a great extent; and
1919 17 WHEREAS, Policy decisions made at the state level tend to
2020 18 be more responsive to the needs and desires of the people; and

3131 1 abuses of federal power by proposing amendments to the
3232 2 Constitution of the United States through a limited Convention
3333 3 of the States under Article V; therefore, be it
3434 4 RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL
3535 5 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF
3636 6 REPRESENTATIVES CONCURRING HEREIN, that the legislature of the
3737 7 State of Illinois hereby applies to Congress, under the
3838 8 provisions of Article V of the Constitution of the United
3939 9 States, for the calling of a convention of the states limited
4040 10 to proposing amendments to the Constitution of the United
4141 11 States that impose fiscal restraints on the federal
4242 12 government, limit the power and jurisdiction of the federal
4343 13 government, and limit the terms of office for its officials
4444 14 and for members of Congress; and be it further
4545 15 RESOLVED, That the Illinois Secretary of State is hereby
4646 16 directed to transmit copies of this application to the
4747 17 President and Secretary of the United States Senate, to the
4848 18 Speaker and Clerk of the United States House of
4949 19 Representatives, to the Illinois Congressional Delegation, and
5050 20 to the presiding officers of each of the legislative houses in
5151 21 the United States, requesting their cooperation; and be it
