SJ0027LRB104 12960 MST 24549 r SJ0027 LRB104 12960 MST 24549 r SJ0027 LRB104 12960 MST 24549 r 1 SENATE JOINT RESOLUTION 2 WHEREAS, The concentration of power at the federal level 3 has had the effect of making federal officials less responsive 4 to the will of the people and more readily influenced by 5 lobbyists, wealthy corporations, and special interests in 6 Washington, D.C.; and 7 WHEREAS, Much of federal laws and regulations have been 8 enacted by federal bureaucrats who were never chosen by the 9 people and have no accountability to the people whatsoever; 10 and 11 WHEREAS, Past administrations have created a crushing 12 national debt through improper and imprudent spending; and 13 WHEREAS, Past administrations and federal bureaucrats have 14 invaded the legitimate roles of the states through the 15 manipulative process of federal mandates, most of which are 16 unfunded to a great extent; and 17 WHEREAS, Policy decisions made at the state level tend to 18 be more responsive to the needs and desires of the people; and 19 WHEREAS, The states have the ability to restore the 20 responsiveness of government to the people and to restrain SJ0027 LRB104 12960 MST 24549 r SJ0027- 2 -LRB104 12960 MST 24549 r SJ0027 - 2 - LRB104 12960 MST 24549 r SJ0027 - 2 - LRB104 12960 MST 24549 r 1 abuses of federal power by proposing amendments to the 2 Constitution of the United States through a limited Convention 3 of the States under Article V; therefore, be it 4 RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL 5 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF 6 REPRESENTATIVES CONCURRING HEREIN, that the legislature of the 7 State of Illinois hereby applies to Congress, under the 8 provisions of Article V of the Constitution of the United 9 States, for the calling of a convention of the states limited 10 to proposing amendments to the Constitution of the United 11 States that impose fiscal restraints on the federal 12 government, limit the power and jurisdiction of the federal 13 government, and limit the terms of office for its officials 14 and for members of Congress; and be it further 15 RESOLVED, That the Illinois Secretary of State is hereby 16 directed to transmit copies of this application to the 17 President and Secretary of the United States Senate, to the 18 Speaker and Clerk of the United States House of 19 Representatives, to the Illinois Congressional Delegation, and 20 to the presiding officers of each of the legislative houses in 21 the United States, requesting their cooperation; and be it 22 further 23 RESOLVED, That this application constitutes a continuing SJ0027 - 2 - LRB104 12960 MST 24549 r SJ0027- 3 -LRB104 12960 MST 24549 r SJ0027 - 3 - LRB104 12960 MST 24549 r SJ0027 - 3 - LRB104 12960 MST 24549 r 1 application in accordance with Article V of the Constitution 2 of the United States until the legislatures of at least 3 two-thirds of the states have made applications on the same 4 subject.
