1818 9 amend Section 7 of Article III of the Illinois Constitution as

2323 14 SECTION 1. VOTING QUALIFICATIONS
2424 15 Every United States citizen who has attained the age of 18

2828 19 election shall have the right to vote at such election. The
2929 20 General Assembly by law may establish registration
