III, Sec. 1 Proposes to amend the Suffrage and Elections Article of the Illinois Constitution. Provides that every United States citizen who has attained the age of 18 or any other voting age required by the United States for voting (currently voting in State elections) and who has been a permanent resident of this State for at least 30 days next preceding any election shall have the right to vote at such election. 3  RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL
4  ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF
5  REPRESENTATIVES CONCURRING HEREIN, that there shall be
6  submitted to the electors of the State for adoption or
7  rejection at the general election next occurring at least 6
8  months after the adoption of this resolution a proposition to
9  amend Section 7 of Article III of the Illinois Constitution as
10  follows:

12  SUFFRAGE AND ELECTIONS
13  (ILCON Art. III, Sec. 1)
14  SECTION 1. VOTING QUALIFICATIONS
15  Every United States citizen who has attained the age of 18
16  or any other voting age required by the United States for
17  voting in State elections and who has been a permanent
18  resident of this State for at least 30 days next preceding any
19  election shall have the right to vote at such election. The
20  General Assembly by law may establish registration
21  requirements and require permanent residence in an election
22  district not to exceed thirty days prior to an election. The
23  General Assembly by law may establish shorter residence
