4	4	2 WHEREAS, The members of the Illinois Senate are saddened
5	5	3 to learn of the death of Less Boucher of Springfield, who
6	6	4 passed away on February 8, 2025; and
7	7	5 WHEREAS, Less Boucher was born to James Langston Boucher
8	8	6 and Julia Gram Boucher in Springfield on October 9, 1954; he
9	9	7 spent his early years in Girard before later moving to Virden;
10	10	8 he graduated from Virden High School; he earned his political
11	11	9 science degree from Knox College in Galesburg, where he played
12	12	10 football and joined the Beta Theta Pi Fraternity; he continued
13	13	11 his post-graduate studies with a focus on economics at the
14	14	12 University of Illinois Springfield; he married Beth Prough in
15	15	13 1976; and
16	16	14 WHEREAS, Less Boucher was a dedicated public servant,
17	17	15 spending a majority of his career working in the collection,
18	18	16 organization, and distribution of labor market and employment
19	19	17 information, along with employment and training development;
20	20	18 he began his professional career as a planner with the
21	21	19 Comprehensive Employment and Training Act program (CETA) in
22	22	20 1979, and at the age of 26, he was named executive director for
23	23	21 the Land of Lincoln Consortium, the agency in charge of
24	24	22 administering CETA and other programs for a multi-county area
25	25	23 in Central Illinois; he later served as associate director for

34	34	1 the Illinois Occupational Information Coordinating Committee
35	35	2 and as central region manager for the Illinois Department of
36	36	3 Employment Security, retiring in 2012; and
37	37	4 WHEREAS, Less Boucher loved playing and listening to good
38	38	5 music, especially the Beatles, Tom Petty, and the blues, and
39	39	6 he also loved all animals, rescuing many pets over the years;
40	40	7 he was an avid softball player and a lifelong gym and
41	41	8 weight-lifting enthusiast; he was interested in photography
42	42	9 and mixed martial arts; he enjoyed traveling and cheering for
43	43	10 the St. Louis Cardinals, the Chicago Bears, and the Chicago
44	44	11 Bulls, and he always appreciated a good joke; and
45	45	12 WHEREAS, Less Boucher is survived by his wife of 48 years,
46	46	13 Beth; his sister-in-law, Amy (Dan) Stumpfl; his nephews, David
47	47	14 (Cynthia) Stumpfl and Sean (Cara Roadarmel) Stumpfl; and a
48	48	15 large extended family, including many cousins; therefore, be
49	49	16 it
50	50	17 RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL
51	51	18 ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
52	52	19 Less Boucher and extend our sincere condolences to his family,
53	53	20 friends, and all who knew and loved him; and be it further
54	54	21 RESOLVED, That a suitable copy of this resolution be
55	55	22 presented to the family of Less Boucher as an expression of our
