SR0186LRB104 12845 LAW 24200 r SR0186 LRB104 12845 LAW 24200 r SR0186 LRB104 12845 LAW 24200 r 1 SENATE RESOLUTION 2 WHEREAS, The members of the Illinois Senate are saddened 3 to learn of the death of Less Boucher of Springfield, who 4 passed away on February 8, 2025; and 5 WHEREAS, Less Boucher was born to James Langston Boucher 6 and Julia Gram Boucher in Springfield on October 9, 1954; he 7 spent his early years in Girard before later moving to Virden; 8 he graduated from Virden High School; he earned his political 9 science degree from Knox College in Galesburg, where he played 10 football and joined the Beta Theta Pi Fraternity; he continued 11 his post-graduate studies with a focus on economics at the 12 University of Illinois Springfield; he married Beth Prough in 13 1976; and 14 WHEREAS, Less Boucher was a dedicated public servant, 15 spending a majority of his career working in the collection, 16 organization, and distribution of labor market and employment 17 information, along with employment and training development; 18 he began his professional career as a planner with the 19 Comprehensive Employment and Training Act program (CETA) in 20 1979, and at the age of 26, he was named executive director for 21 the Land of Lincoln Consortium, the agency in charge of 22 administering CETA and other programs for a multi-county area 23 in Central Illinois; he later served as associate director for SR0186 LRB104 12845 LAW 24200 r SR0186- 2 -LRB104 12845 LAW 24200 r SR0186 - 2 - LRB104 12845 LAW 24200 r SR0186 - 2 - LRB104 12845 LAW 24200 r 1 the Illinois Occupational Information Coordinating Committee 2 and as central region manager for the Illinois Department of 3 Employment Security, retiring in 2012; and 4 WHEREAS, Less Boucher loved playing and listening to good 5 music, especially the Beatles, Tom Petty, and the blues, and 6 he also loved all animals, rescuing many pets over the years; 7 he was an avid softball player and a lifelong gym and 8 weight-lifting enthusiast; he was interested in photography 9 and mixed martial arts; he enjoyed traveling and cheering for 10 the St. Louis Cardinals, the Chicago Bears, and the Chicago 11 Bulls, and he always appreciated a good joke; and 12 WHEREAS, Less Boucher is survived by his wife of 48 years, 13 Beth; his sister-in-law, Amy (Dan) Stumpfl; his nephews, David 14 (Cynthia) Stumpfl and Sean (Cara Roadarmel) Stumpfl; and a 15 large extended family, including many cousins; therefore, be 16 it 17 RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL 18 ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of 19 Less Boucher and extend our sincere condolences to his family, 20 friends, and all who knew and loved him; and be it further 21 RESOLVED, That a suitable copy of this resolution be 22 presented to the family of Less Boucher as an expression of our SR0186 - 2 - LRB104 12845 LAW 24200 r SR0186- 3 -LRB104 12845 LAW 24200 r SR0186 - 3 - LRB104 12845 LAW 24200 r SR0186 - 3 - LRB104 12845 LAW 24200 r 1 deepest sympathy.
