2929 A BILL FOR AN ACT to amend the Indiana Code concerning

3131 Be it enacted by the General Assembly of the State of Indiana:
3232 1 SECTION 1. IC 21-18-9-12 IS ADDED TO THE INDIANA CODE
3333 2 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY
3434 3 1, 2022]: Sec. 12. For the purposes of:
3535 4 (1) IC 21-27-3-6;
3636 5 (2) IC 21-27-4-5;
3737 6 (3) IC 21-27-5-5;
3838 7 (4) IC 21-27-6-8;
3939 8 (5) IC 21-27-7-7;
4040 9 (6) IC 21-27-8-8; and
4141 10 (7) IC 21-27-9-7;
4242 11 the commission shall determine a tuition rate and mandatory fee
4343 12 cost of living adjustment based on the Consumer Price Index as
4444 13 prepared by the United States Department of Labor.
4545 14 SECTION 2. IC 21-27-3-6 IS ADDED TO THE INDIANA CODE

4747 16 1, 2022]: Sec. 6. (a) For purposes of this section, an undergraduate

5252 3 attainable by a student who has completed undergraduate
5353 4 work prior to admission into the degree program or

5555 6 associate or bachelor's degree in order to enroll in the degree
5656 7 program or specialized degree program.
5757 8 (b) Except as provided in subsection (d) and subject to
5858 9 subsection (c), the tuition rate and mandatory fees charged by Ball
5959 10 State University for an undergraduate student who is an Indiana
6060 11 resident may not increase from the tuition rate and mandatory fees
6161 12 charged by Ball State University at the time the student initially
6262 13 enrolled at Ball State University.
6363 14 (c) To qualify under subsection (b), the undergraduate student
6464 15 must remain enrolled in Ball State University.
6565 16 (d) Tuition rates and mandatory fees charged by Ball State
6666 17 University under subsection (b) may be increased as a result of a
6767 18 cost of living adjustment as determined by the commission under
6868 19 IC 21-18-9-12.
6969 20 SECTION 3. IC 21-27-4-5 IS ADDED TO THE INDIANA CODE
7070 21 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY
7171 22 1, 2022]: Sec. 5. (a) For purposes of this section, an undergraduate
7272 23 student includes a student enrolled in:
7373 24 (1) a bachelor's degree program; or
7474 25 (2) any degree program or specialized degree program that is
7575 26 attainable by a student who has completed undergraduate
7676 27 work prior to admission into the degree program or
7777 28 specialized degree program but is not required to obtain an
7878 29 associate or bachelor's degree in order to enroll in the degree
7979 30 program or specialized degree program.
8080 31 (b) Except as provided in subsection (d) and subject to
8181 32 subsection (c), the tuition rate and mandatory fees charged by
8282 33 Indiana University for an undergraduate student who is an Indiana
8383 34 resident may not increase from the tuition rate and mandatory fees
8484 35 charged by Indiana University at the time the student initially
8585 36 enrolled at Indiana University.
8686 37 (c) To qualify under subsection (b), the undergraduate student
8787 38 must remain enrolled in Indiana University.
8888 39 (d) Tuition rates and mandatory fees charged by Indiana
8989 40 University under subsection (b) may be increased as a result of a
9090 41 cost of living adjustment as determined by the commission under
9191 42 IC 21-18-9-12.

9393 1 SECTION 4. IC 21-27-5-5 IS ADDED TO THE INDIANA CODE

9595 3 1, 2022]: Sec. 5. (a) For purposes of this section, an undergraduate

9797 5 (1) a bachelor's degree program; or
9898 6 (2) any degree program or specialized degree program that is

109109 17 student initially enrolled at Indiana State University.
110110 18 (c) To qualify under subsection (b), the undergraduate student
111111 19 must remain enrolled in Indiana State University.
112112 20 (d) Tuition rates and mandatory fees charged by Indiana State
113113 21 University under subsection (b) may be increased as a result of a
114114 22 cost of living adjustment as determined by the commission under
115115 23 IC 21-18-9-12.
116116 24 SECTION 5. IC 21-27-6-8 IS ADDED TO THE INDIANA CODE
117117 25 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY
118118 26 1, 2022]: Sec. 8. (a) For purposes of this section, an undergraduate
119119 27 student includes a student enrolled in:
120120 28 (1) a bachelor's degree program; or
121121 29 (2) any degree program or specialized degree program that is
122122 30 attainable by a student who has completed undergraduate
123123 31 work prior to admission into the degree program or
124124 32 specialized degree program but is not required to obtain an
125125 33 associate or bachelor's degree in order to enroll in the degree
126126 34 program or specialized degree program.
127127 35 (b) Except as provided by subsection (d) and subject to
128128 36 subsection (c), the tuition rate and mandatory fees charged by Ivy
129129 37 Tech Community College for an undergraduate student who is an
130130 38 Indiana resident may not increase from the tuition rate and
131131 39 mandatory fees charged by Ivy Tech Community College at the
132132 40 time the student initially enrolled at Ivy Tech Community College.
133133 41 (c) To qualify under subsection (b), the undergraduate student
134134 42 must remain enrolled in Ivy Tech Community College.

136136 1 (d) Tuition rates and mandatory fees charged by Ivy Tech
137137 2 Community College under subsection (b) may be increased as a
138138 3 result of a cost of living adjustment as determined by the
139139 4 commission under IC 21-18-9-12.
140140 5 SECTION 6. IC 21-27-7-7 IS ADDED TO THE INDIANA CODE

142142 7 1, 2022]: Sec. 7. (a) For purposes of this section, an undergraduate
143143 8 student includes a student enrolled in:
144144 9 (1) a bachelor's degree program; or
145145 10 (2) any degree program or specialized degree program that is
146146 11 attainable by a student who has completed undergraduate
147147 12 work prior to admission into the degree program or
148148 13 specialized degree program but is not required to obtain an
149149 14 associate or bachelor's degree in order to enroll in the degree
150150 15 program or specialized degree program.
151151 16 (b) Except as provided by subsection (d) and subject to
152152 17 subsection (c), the tuition rate and mandatory fees charged by
153153 18 Purdue University for an undergraduate student who is an Indiana
154154 19 resident may not increase from the tuition rate and mandatory fees
155155 20 charged by Purdue University at the time the student initially
156156 21 enrolled at Purdue University.
157157 22 (c) To qualify under subsection (b), the undergraduate student
158158 23 must remain enrolled in Purdue University.
159159 24 (d) Tuition rates and mandatory fees charged by Purdue
160160 25 University under subsection (b) may be increased as a result of a
161161 26 cost of living adjustment as determined by the commission under
162162 27 IC 21-18-9-12.
163163 28 SECTION 7. IC 21-27-8-8 IS ADDED TO THE INDIANA CODE
164164 29 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY
165165 30 1, 2022]: Sec. 8. (a) For purposes of this section, an undergraduate
166166 31 student includes a student enrolled in:
167167 32 (1) a bachelor's degree program; or
168168 33 (2) any degree program or specialized degree program that is
169169 34 attainable by a student who has completed undergraduate
170170 35 work prior to admission into the degree program or
171171 36 specialized degree program but is not required to obtain an
172172 37 associate or bachelor's degree in order to enroll in the degree
173173 38 program or specialized degree program.
174174 39 (b) Except as provided by subsection (d) and subject to
175175 40 subsection (c), the tuition rate and mandatory fees charged by the
176176 41 University of Southern Indiana for an undergraduate student who
177177 42 is an Indiana resident may not increase from the tuition rate and

179179 1 mandatory fees charged by the University of Southern Indiana at
180180 2 the time the student initially enrolled at the University of Southern
181181 3 Indiana.
182182 4 (c) To qualify under subsection (b), the undergraduate student
183183 5 must remain enrolled in the University of Southern Indiana.
184184 6 (d) Tuition rates and mandatory fees charged by the University
185185 7 of Southern Indiana under subsection (b) may be increased as a
186186 8 result of a cost of living adjustment as determined by the
187187 9 commission under IC 21-18-9-12.
188188 10 SECTION 8. IC 21-27-9-7 IS ADDED TO THE INDIANA CODE
189189 11 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY
190190 12 1, 2022]: Sec. 7. (a) For purposes of this section, an undergraduate
191191 13 student includes a student enrolled in:
192192 14 (1) a bachelor's degree program; or
193193 15 (2) any degree program or specialized degree program that is
194194 16 attainable by a student who has completed undergraduate
195195 17 work prior to admission into the degree program or
196196 18 specialized degree program but is not required to obtain an
197197 19 associate or bachelor's degree in order to enroll in the degree
198198 20 program or specialized degree program.
199199 21 (b) Except as provided by subsection (d) and subject to
200200 22 subsection (c), the tuition rate and mandatory fees charged by
201201 23 Vincennes University for an undergraduate student who is an
202202 24 Indiana resident may not increase from the tuition rate and
203203 25 mandatory fees charged by Vincennes University at the time the
204204 26 student initially enrolled at Vincennes University.
205205 27 (c) To qualify under subsection (b), the undergraduate student
206206 28 must remain enrolled in Vincennes University.
207207 29 (d) Tuition rates and mandatory fees charged by Vincennes
208208 30 University under subsection (b) may be increased as a result of a
209209 31 cost of living adjustment as determined by the commission under
210210 32 IC 21-18-9-12.
