Qaddoura BILL STATUS: As Introduced FIRST SPONSOR: FUNDS AFFECTED: GENERAL IMPACT: State & Local XDEDICATED XFEDERAL Summary of Legislation: This bill establishes a First Responder Crisis Intervention Account within the Statewide 9-8-8 Trust Fund for the purpose of awarding grants to public safety agencies that provide first responder emergency services to be used by the agencies for specified crisis intervention programs, data collection, and training purposes. The bill provides that the Division of Mental Health and Addiction shall administer the account. It caps the grant amount to a public safety agency at $50,000 per state fiscal year. The bill also requires the Auditor of State to transfer to the account $2 M of the $50 M of federal stimulus funds that were appropriated to the Family and Social Services Administration for mental health grants in the current state budget bill. Effective Date: Upon passage. Explanation of State Expenditures: Summary - The bill will transfer $2 M in previously appropriated federal stimulus funds to a new account within the 9-8-8 Trust Fund no later than July 1, 2022. Additionally, the Division of Mental Health and Addiction (DMHA) will experience additional workload to administer the account, review grant applications from public safety agencies, monitor grantee performance, and provide technical assistance. The DMHA’s administrative expenses related to these grants will be paid from money in the account. The bill specifies that money in the account at the end of each fiscal year does not revert to the General Fund. Additional Information - The 9-8-8 Trust Fund was created by Public Law 207-2021 for the purposes of creating and maintaining a statewide suicide prevention and mental health crisis system. The bill transfers $2 M out of the $50 M appropriation of federal American Rescue Plan Act funds made to the DMHA for mental health grants in FY 2022 to a new account within the 9-8-8 Trust Fund. The DMHA has not yet issued SB 345 1 any grants from this appropriation as of December 31, 2021. The bill also states that the account may receive future appropriations from the General Assembly, other federal funds for the purposes described in the bill, investment earnings, and other outside grants. Any future expenditures from the account beyond the current biennium will depend on how much of the $2 M transfer is expended in FY 2023 and whether there are future appropriations, federal grants, or philanthropic gifts made to the fund.
