77 Synopsis: Behavioral health training grants. Establishes a first

3735 A BILL FOR AN ACT to amend the Indiana Code concerning
3836 public safety.
3937 Be it enacted by the General Assembly of the State of Indiana:
4038 1 SECTION 1. IC 12-21-8-1.5 IS ADDED TO THE INDIANA CODE
4139 2 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE
4240 3 UPON PASSAGE]: Sec. 1.5. As used in this chapter, "account"
4341 4 means the first responder crisis intervention account established
4442 5 under section 11.4 of this chapter.
4543 6 SECTION 2. IC 12-21-8-11.4 IS ADDED TO THE INDIANA
4644 7 CODE AS A NEW SECTION TO READ AS FOLLOWS
4745 8 [EFFECTIVE UPON PASSAGE]: Sec. 11.4. (a) The auditor of state
4846 9 shall establish a first responder crisis intervention account within
4947 10 the statewide 9-8-8 trust fund established by section 11 of this
5048 11 chapter for the purpose of awarding grants to public safety
5149 12 agencies that provide first responder emergency services, to be
5250 13 used by the agencies for:
5351 14 (1) developing local crisis intervention team programs;
5452 15 (2) improving data collection on behavioral health runs and
5553 16 interactions; and
5654 17 (3) updating training manuals.

5856 1 The account shall be administered by the division.
5957 2 (b) The account shall consist of the following:
6058 3 (1) Money transferred to the account under subsection (d).
6159 4 (2) Appropriations made to the account by the general
6260 5 assembly.
6361 6 (3) Funds received from the federal government for the
6462 7 purposes described in subsection (a).
6563 8 (4) Investment earnings, including interest, on money in the
6664 9 fund.
6765 10 (5) Money from any other source, including gifts and grants.
6866 11 (c) The expenses of administering the account shall be paid from
6967 12 money in the account.
7068 13 (d) Of the fifty million dollars ($50,000,000) of federal stimulus
7169 14 funds appropriated to the family and social services administration
7270 15 in P.L.165-2021, SECTION 26, for mental health grants, the
7371 16 auditor of state shall transfer two million dollars ($2,000,000) of
7472 17 that money to the account before July 1, 2022.
7573 18 (e) The division may award grants from the account to public
7674 19 safety agencies described in subsection (a) for the purposes
7775 20 specified in subsection (a). However, the amount of a grant from
7876 21 the account to a public safety agency may not exceed fifty thousand
7977 22 dollars ($50,000) in a state fiscal year.
8078 23 (f) Money in the account at the end of a state fiscal year does not
8179 24 revert to the state general fund.
8280 25 SECTION 3. An emergency is declared for this act.
