18	18		current state budget bill.

37	35		A BILL FOR AN ACT to amend the Indiana Code concerning
38	36		public safety.
39	37		Be it enacted by the General Assembly of the State of Indiana:
40	38		1 SECTION 1. IC 12-21-8-1.5 IS ADDED TO THE INDIANA CODE
41	39		2 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE
42	40		3 UPON PASSAGE]: Sec. 1.5. As used in this chapter, "account"
43	41		4 means the first responder crisis intervention account established
44	42		5 under section 11.4 of this chapter.
45	43		6 SECTION 2. IC 12-21-8-11.4 IS ADDED TO THE INDIANA
46	44		7 CODE AS A NEW SECTION TO READ AS FOLLOWS
47	45		8 [EFFECTIVE UPON PASSAGE]: Sec. 11.4. (a) The auditor of state
48	46		9 shall establish a first responder crisis intervention account within
49	47		10 the statewide 9-8-8 trust fund established by section 11 of this
50	48		11 chapter for the purpose of awarding grants to public safety
51	49		12 agencies that provide first responder emergency services, to be
52	50		13 used by the agencies for:
53	51		14 (1) developing local crisis intervention team programs;
54	52		15 (2) improving data collection on behavioral health runs and
55	53		16 interactions; and
56	54		17 (3) updating training manuals.

58	56		1 The account shall be administered by the division.
59	57		2 (b) The account shall consist of the following:
60	58		3 (1) Money transferred to the account under subsection (d).
61	59		4 (2) Appropriations made to the account by the general
62	60		5 assembly.
63	61		6 (3) Funds received from the federal government for the
64	62		7 purposes described in subsection (a).
65	63		8 (4) Investment earnings, including interest, on money in the
66	64		9 fund.
67	65		10 (5) Money from any other source, including gifts and grants.
68	66		11 (c) The expenses of administering the account shall be paid from
69	67		12 money in the account.
70	68		13 (d) Of the fifty million dollars ($50,000,000) of federal stimulus
71	69		14 funds appropriated to the family and social services administration
72	70		15 in P.L.165-2021, SECTION 26, for mental health grants, the
73	71		16 auditor of state shall transfer two million dollars ($2,000,000) of
74	72		17 that money to the account before July 1, 2022.
75	73		18 (e) The division may award grants from the account to public
76	74		19 safety agencies described in subsection (a) for the purposes
77	75		20 specified in subsection (a). However, the amount of a grant from
78	76		21 the account to a public safety agency may not exceed fifty thousand
79	77		22 dollars ($50,000) in a state fiscal year.
80	78		23 (f) Money in the account at the end of a state fiscal year does not
81	79		24 revert to the state general fund.
82	80		25 SECTION 3. An emergency is declared for this act.
