Synopsis:  Behavioral health training grants. Establishes a first
responder crisis intervention account (account) within the statewide 9-
8-8 trust fund for the purpose of awarding grants to public safety
agencies that provide first responder emergency services to be used by
the agencies for specified crisis intervention programs, data collection,
and training purposes. Provides that the division of mental health and
addiction shall administer the account. Caps the grant amount to a
public safety agency at $50,000 per state fiscal year. Requires the
auditor of state to transfer to the account $2,000,000 of the
$50,000,000 of federal stimulus funds that were appropriated to the
family and social services administration for mental health grants in the
current state budget bill.

SENATE BILL No. 345
A BILL FOR AN ACT to amend the Indiana Code concerning
public safety.
Be it enacted by the General Assembly of the State of Indiana:
1 SECTION 1. IC 12-21-8-1.5 IS ADDED TO THE INDIANA CODE
2 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE
3 UPON PASSAGE]: Sec. 1.5. As used in this chapter, "account"
4 means the first responder crisis intervention account established
5 under section 11.4 of this chapter.
6 SECTION 2. IC 12-21-8-11.4 IS ADDED TO THE INDIANA
7 CODE AS A NEW SECTION TO READ AS FOLLOWS
8 [EFFECTIVE UPON PASSAGE]: Sec. 11.4. (a) The auditor of state
9 shall establish a first responder crisis intervention account within
10 the statewide 9-8-8 trust fund established by section 11 of this
11 chapter for the purpose of awarding grants to public safety
12 agencies that provide first responder emergency services, to be
13 used by the agencies for:
14 (1) developing local crisis intervention team programs;
15 (2) improving data collection on behavioral health runs and
16 interactions; and
17 (3) updating training manuals.

1 The account shall be administered by the division.
2 (b) The account shall consist of the following:
3 (1) Money transferred to the account under subsection (d).
4 (2) Appropriations made to the account by the general
5 assembly.
6 (3) Funds received from the federal government for the
7 purposes described in subsection (a).
8 (4) Investment earnings, including interest, on money in the
9 fund.
10 (5) Money from any other source, including gifts and grants.
11 (c) The expenses of administering the account shall be paid from
12 money in the account.
13 (d) Of the fifty million dollars ($50,000,000) of federal stimulus
14 funds appropriated to the family and social services administration
15 in P.L.165-2021, SECTION 26, for mental health grants, the
16 auditor of state shall transfer two million dollars ($2,000,000) of
17 that money to the account before July 1, 2022.
18 (e) The division may award grants from the account to public
19 safety agencies described in subsection (a) for the purposes
20 specified in subsection (a). However, the amount of a grant from
21 the account to a public safety agency may not exceed fifty thousand
22 dollars ($50,000) in a state fiscal year.
23 (f) Money in the account at the end of a state fiscal year does not
24 revert to the state general fund.
25 SECTION 3. An emergency is declared for this act.

COMMITTEE REPORT
Madam President: The Senate Committee on Homeland Security
and Transportation, to which was referred Senate Bill No. 345, has had
the same under consideration and begs leave to report the same back
to the Senate with the recommendation that said bill DO PASS and be
reassigned to the Senate Committee on Appropriations.
