Summary of Legislation: The bill requires the Commission on Improving the Status of Children in Indiana
(CISC) to develop and submit to the General Assembly a strategic plan to use funds received by the Family
and Social Services Administration under the American Rescue Plan Act of 2021 to reduce and eliminate
the incidence of geographic areas in which child care services are insufficiently available or affordable to
meet the child care needs of the areas' residents. It also specifies issues the CISC must consider in developing
the plan.
Effective Date:  July 1, 2022.
Explanation of State Expenditures: Commission on Improving the Status of Children (CISC): This bill will
increase the workload of the CISC to study and evaluate child care needs and affordability in geographical
areas around the state. It also requires the CISC to submit a strategic plan to the General Assembly on how
best to use funds received under the American Rescue Plan Act of 2021.  
The bill requires the CISC to consider the use of early childhood programs, providing parity between child
care centers and family providers, workforce development initiatives, and expanding the capacity of child
care institutions to improve the quality of child care services. The CISC is also required to consider the
establishment of a loan forgiveness program for all child care providers in Indiana.
