8+Synopsis: Watercraft registration renewal fee. Changes the formula for
9+determining the fee for renewal of a watercraft registration. Determines
10+the registration renewal fee amount for a watercraft according to which
11+of 14 classes the watercraft falls into based on the value of the
12+watercraft when it was new. Provides that the proceeds of each
13+watercraft registration renewal fee shall be distributed as follows: (1)
14+$5 shall be deposited in the fish and wildlife fund; (2) 75% of the
15+remainder shall be deposited in the lake and river enhancement fund;
16+and (3) 25% of the remainder shall be deposited in the conservation
17+officers marine enforcement fund.

1349 Be it enacted by the General Assembly of the State of Indiana:
14-SECTION 1. IC 9-18.1-14.5-6, AS ADDED BY P.L.164-2020,
15-SECTION 38, IS AMENDED TO READ AS FOLLOWS [EFFECTIVE
16-JANUARY 1, 2024]: Sec. 6. (a) A request for registration under this
17-chapter must be signed by the owner of the watercraft and accompanied
18-by the appropriate fee specified under in subsection (b). The fee to
19-renew a watercraft registration is based upon the appropriate fee
20-specified under in subsection (c).
21-(b) The fee to register a watercraft in its first year of registration is
22-the amount determined by STEP THREE of the following formula:
23-STEP ONE: Determine the appropriate fee based upon the length
24-of the watercraft as follows:

70-(d) For purposes of this section, the bureau shall determine the
71-value of a watercraft in the same manner as set forth in IC 6-6-11-10.

73-(e) The fees collected under subsection (b) shall be distributed as
74-follows:
75-(1) Fees collected from STEP ONE of subsection (b) shall be
76-deposited in the fish and wildlife fund established by
77-IC 14-22-3-2 and shall be used exclusively for the following:
78-(A) The enforcement of laws pertaining to watercraft.

80-(B) The state's share of the cost of retirement benefits for
81-conservation officers of the department of natural resources.
82-(C) Improving the navigable waters of Indiana.
83-(2) Sixty-six and seven-tenths percent (66.7%) of the fees
84-collected from STEP TWO of subsection (b) shall be deposited in
85-the lake and river enhancement fund established by
86-IC 14-22-3.5-1.
87-(3) Thirty-three and three-tenths percent (33.3%) of the fees
88-collected from STEP TWO of subsection (b) shall be deposited in
89-the conservation officers marine enforcement fund established by
90-IC 14-9-8-21.5.
91-(f) A fee collected under subsection (c) shall be distributed as
92-follows:
93-(1) Five dollars ($5) shall be deposited in the fish and wildlife
94-fund established by IC 14-22-3-2 and shall be used exclusively for
95-the following:
96-(A) The enforcement of laws pertaining to watercraft.
97-(B) The state's share of the cost of retirement benefits for
98-conservation officers of the department of natural resources.
99-(C) Improving the navigable waters of Indiana.
100-(2) The remaining amount shall be distributed as follows:
101-(A) Sixty-six and seven-tenths Seventy-five percent (66.7%)
102-(75%) to the lake and river enhancement fund established by
103-IC 14-22-3.5-1.
104-(B) Thirty-three and three-tenths Twenty-five percent (33.3%)
105-(25%) to the conservation officers marine enforcement fund
106-established by IC 14-9-8-21.5.
107-(g) The owner of a watercraft that is registered under this section is
108-required to:
109-(1) renew the registration under subsection (c); and the person
110-must
111-(2) pay any applicable fees and excise tax under IC 6-6-11-13 on
112-the watercraft;
