1352 Be it enacted by the General Assembly of the State of Indiana:
14-SECTION 1. IC 20-20-45.5 IS ADDED TO THE INDIANA CODE
15-AS A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE
16-JULY 1, 2023]:
17-Chapter 45.5. Robotics Competition Program
18-Sec. 1. As used in this chapter, "allowable expenses" means:
19-(1) payment of a stipend for a robotics team mentor;
20-(2) fees, kits, and supplies required to:
21-(A) establish or maintain a robotics team; or
22-(B) participate in a robotics competition; and
23-(3) event registrations, materials, transportation costs, travel
24-costs, and other expenses associated with attendance at a
25-robotics competition.
26-Sec. 2. As used in this chapter, "eligible school" means a:

57+5 Sec. 1. As used in this chapter, "allowable expenses" means:

69+17 Sec. 3. As used in this chapter, "eligible team" means a robotics

72+2 (1) students in kindergarten through grade 12 who are
73+3 enrolled in an eligible school; and
74+4 (2) at least one (1) adult who is a team mentor and team
75+5 coach.
76+6 Sec. 4. As used in this chapter, "fund" refers to the robotics
77+7 competition program fund established by section 8 of this chapter.
78+8 Sec. 5. As used in this chapter, "program" refers to the robotics
79+9 competition program established by section 7 of this chapter.
80+10 Sec. 6. As used in this chapter, "robotics competition" means a
81+11 competition that:
82+12 (1) requires participating teams to design, construct,
83+13 program, and operate robots; and
84+14 (2) is sponsored by a nonstock, nonprofit corporation,
85+15 described under Section 501(c)(3) of the Internal Revenue
86+16 Code and exempt from taxation under Section 501(a) of the
87+17 Internal Revenue Code, that has as one (1) of its
88+18 organizational purposes the goal of encouraging young people
89+19 to develop an interest in science, technology, engineering, and
90+20 mathematics (STEM).
91+21 Sec. 7. The robotics competition program may be established to
92+22 provide grants to eligible teams to expand opportunities to increase
93+23 interest and improve skills in science, technology, engineering, and
94+24 mathematics (STEM) through participation in competitive robotics
95+25 programs that:
96+26 (1) provide hands on learning experiences;
97+27 (2) establish community partnerships to increase awareness
98+28 of local workforce and postsecondary opportunities;
99+29 (3) highlight career opportunities through adult mentors; and
100+30 (4) prioritize a connection to manufacturing, machining, and
101+31 fabrication skills for students in grades 9 through 12.
102+32 Sec. 8. The robotics competition program fund is established. If
103+33 the program is established, the department shall use money in the
104+34 fund to provide grants to eligible teams to develop and implement
105+35 competitive robotics programs.
106+36 Sec. 9. (a) The fund consists of the following:
107+37 (1) Appropriations from the general assembly.
108+38 (2) Gifts to the fund.
109+39 (3) Grants, including grants from private entities.
110+40 (4) Other state funds that are transferred to the fund.
111+41 (b) The expenses of administering the fund shall be paid from
112+42 money in the fund.

114+1 (c) The treasurer of state shall invest the money in the fund not
115+2 currently needed to meet obligations of the fund in the same
116+3 manner as other public money may be invested. Interest that
117+4 accrues from these investments shall be deposited into the fund.
118+5 (d) Money in the fund at the end of a state fiscal year does not
119+6 revert to the state general fund.
120+7 Sec. 10. The department may administer the program and fund.
121+8 Sec. 11. (a) Beginning July 1, 2023, an eligible team may apply
122+9 to the department to receive a grant from the fund on a form
123+10 provided by the department.
124+11 (b) To receive a grant, an eligible team must show proof of the
125+12 following in its application:
126+13 (1) A partnership for the purposes of a robotics competition
127+14 with at least one (1) sponsor, business entity, higher education
128+15 institution, or technical school.
129+16 (2) An adult robotics team mentor.
130+17 (3) A spending plan.
131+18 (4) A commitment to compete in a robotics competition.
132+19 (5) For grades 9 through 12, a commitment to creating an
133+20 original, iteratively designed robot.
134+21 (6) A local in kind or cash match from other private or local
135+22 funds in an amount equal to at least twenty-five percent
136+23 (25%) of the amount of the awarded grant.
137+24 Sec. 12. (a) If the program is established, the department shall
138+25 develop guidelines to award grants, after June 30, 2023, to eligible
139+26 teams for allowable expenses. The guidelines developed by the
140+27 department must include a maximum grant award allotment for
141+28 each eligible team based on the:
142+29 (1) level of programming; and
143+30 (2) level of competition;
144+31 of various robotics competitions as determined by the department.
145+32 (b) If the program is established, the department shall award
146+33 grants in a manner that maximizes the number of eligible teams
147+34 that will be able to receive funds, with an emphasis on increasing
148+35 the number of high school teams, and that expands the
149+36 geographical distribution of eligible teams.
150+37 Sec. 13. If the program is established, the department shall
151+38 establish guidelines to accommodate the participation of students
152+39 with disabilities on an eligible team or in a robotics competition.
153+40 Sec. 14. The department may adopt rules under IC 4-22-2 to
154+41 implement this chapter.
