7	7	Synopsis: First responders recognition monument. Establishes the
8	8	American first responders recognition monument committee
9	9	(committee). Provides that the purpose of the American first responders
10	10	recognition monument is to reflect on the sacrifice made by first
11	11	responders catastrophically injured in the line of service. Provides that
12	12	the purpose of the committee is to administer the disbursement of funds
13	13	to responsible artisans and organizations to facilitate the design,
14	14	prototyping, fabrication, and installation of the American first
15	15	responders recognition monument. Establishes the membership of the
16	16	committee. Appropriates $350,000 from the state general fund to the
17	17	department of homeland security (department) to be used by the
18	18	department to make disbursements to responsible artisans and
19	19	organizations to facilitate the design, prototyping, fabrication, and
20	20	installation of the American first responders recognition monument.

37	37	A BILL FOR AN ACT to amend the Indiana Code concerning
38	38	public safety and to make an appropriation.
39	39	Be it enacted by the General Assembly of the State of Indiana:
40	40	1 SECTION 1. IC 10-19-2.1-2 IS ADDED TO THE INDIANA CODE
41	41	2 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY
42	42	3 1, 2023]: Sec. 2. (a) The American first responders recognition
43	43	4 monument committee is established.
44	44	5 (b) The purpose of the American first responders recognition
45	45	6 monument is to reflect on the sacrifice made by first responders
46	46	7 catastrophically injured in the line of service who:
47	47	8 (1) are injured in a permanently life-altering fashion; or
48	48	9 (2) may never return to a normally productive life.
49	49	10 (c) The purpose of the American first responders recognition
50	50	11 monument committee is to administer the disbursement of funds
51	51	12 appropriated by the general assembly to the department of
52	52	13 homeland security to responsible artisans and organizations to
53	53	14 facilitate the design, prototyping, fabrication, and installation of
54	54	15 the American first responders recognition monument.
55	55	16 (d) The American first responders recognition monument
56	56	17 committee consists of the following seven (7) members:

58	58	1 (1) Two (2) members of the senate who are not members of
59	59	2 the same political party, appointed by the president pro
60	60	3 tempore of the senate.
61	61	4 (2) Two (2) members of the house of representatives who are
62	62	5 not members of the same political party, appointed by the
63	63	6 speaker of the house of representatives.
64	64	7 (3) One (1) representative from the department of homeland
65	65	8 security appointed by the governor.
66	66	9 (4) One (1) representative from the department of
67	67	10 administration appointed by the governor.
68	68	11 (5) One (1) of the following appointed by the governor:
69	69	12 (A) An emergency medical responder (as defined in
70	70	13 IC 16-18-2-109.8).
71	71	14 (B) An emergency medical technician (as defined in
72	72	15 IC 16-18-2-112).
73	73	16 (C) A firefighter (as defined in IC 35-44.1-4-3).
74	74	17 (D) A member of the fraternal order of police or similar
75	75	18 association.
76	76	19 SECTION 2. [EFFECTIVE JULY 1, 2023] (a) There is
77	77	20 appropriated from the state general fund to the department of
78	78	21 homeland security three hundred fifty thousand dollars ($350,000)
79	79	22 for the biennium beginning July 1, 2023, and ending June 30, 2025,
80	80	23 for the purpose of making disbursements to responsible artisans
81	81	24 and organizations to facilitate the design, prototyping, fabrication,
82	82	25 and installation of the American first responders recognition
83	83	26 monument to reflect on the sacrifice made by first responders
84	84	27 catastrophically injured in the line of service.
85	85	28 (b) This SECTION expires June 30, 2025.
