1515 1 A CONCURRENT RESOLUTION honoring Dr. Mercy
1616 2 Obeime.
1717 3 Whereas, Dr. Mercy Obeime graduated from the University
1818 4 of Benin in Nigeria and completed her family medicine
1919 5 residency at Indiana University School of Medicine in
2020 6 Indianapolis in 1996;
2121 7 Whereas, Dr. Mercy Obeime has been employed by
2222 8 Franciscan Health since finishing her residency in family
2323 9 medicine at Indiana University;
2424 10 Whereas, In July 1996, Dr. Mercy Obeime started practicing
2525 11 at Garfield Park in Indianapolis and established the
2626 12 Franciscan Health Neighborhood Center at Garfield Park. One
2727 13 of the important missions of the clinic was to serve the
2828 14 uninsured in the area, and this clinic grew and became a model
2929 15 for best practices to serve patients with limited resources;
3030 16 Whereas, Dr. Mercy Obeime worked with the Indiana Black
3131 17 Legislative Caucus (IBLC) and the late State Representative
3232 18 Bill Crawford on a variety of health-related issues. She was
3333 19 asked to work with Governor Mitch Daniels' administration on
3434 20 the inaugural Healthy Indiana Plan (HIP) and Rx Indiana, a
3535 21 pharmaceutical assistance program for patients now replaced
3636 22 by GoodRx. She continued to work with the Daniels
3737 23 administration and Governor Mike Pence's administration on
3838 24 health-related policies;
3939 25 Whereas, The late U.S. Senator Richard Lugar recognized
4040 26 Dr. Mercy Obeime's work and dedication, and invited her to

4242 1 participate in The Lugar Series: Leadership in Action. She
4343 2 participated in the series in 2009 and was a member of the
4444 3 Lugar Leadership Series board from 2010 to 2021;
4545 4 Whereas, In 2009, Dr. Mercy Obeime was appointed Director
4646 5 of Community and Global Health at Franciscan Health;
4747 6 Whereas, Dr. Mercy Obeime serves as Director of Medical
4848 7 Training at the Marion County Public Health Department
4949 8 where she oversees the training of medical students, residents,
5050 9 and fellows in community and global health;
5151 10 Whereas, In 2010, Dr. Mercy Obeime established the
5252 11 SYMPAQ Clinic at the Franciscan Health Neighborhood
5353 12 Health Center, became board certified in hospice and palliative
5454 13 medicine to treat patients suffering from severe pain and end of
5555 14 life problems, and helped establish the Franciscan substance
5656 15 use disorder clinic which officially opened in January 2019;
5757 16 Whereas, Dr. Mercy Obeime founded the Mercy Foundation
5858 17 in 2003 and merged with the Timmy Foundation in 2010 to
5959 18 become Timmy Global Health. This organization partners with
6060 19 organizations in Ecuador, Guatemala, the Dominican Republic,
6161 20 and Nigeria to improve health outcomes; and
6262 21 Whereas, Dr. Mercy Obeime is the 151st President of the
6363 22 Indianapolis Medical Society. She is the first woman of African
6464 23 descent to hold this position: Therefore,
6565 24 Be it resolved by the House of Representatives
6666 25 of the General Assembly of the State of Indiana,
6767 26 the Senate concurring:
6868 27 SECTION 1. That the Indiana General Assembly honors Dr.
6969 28 Mercy Obeime and her dedication to improving the health of
7070 29 Hoosiers.
7171 30 SECTION 2. That the Principal Clerk of the House of
7272 31 Representatives shall transmit copies of this resolution to State
7373 32 Representative Gregory Porter for distribution.
