Porter _______________________, read first time and referred to Committee on 20232768 2023 HC 1041/DI 140 Introduced First Regular Session of the 123rd General Assembly (2023) HOUSE CONCURRENT RESOLUTION No. ____ 1 A CONCURRENT RESOLUTION honoring Dr. Mercy 2 Obeime. 3 Whereas, Dr. Mercy Obeime graduated from the University 4 of Benin in Nigeria and completed her family medicine 5 residency at Indiana University School of Medicine in 6 Indianapolis in 1996; 7 Whereas, Dr. Mercy Obeime has been employed by 8 Franciscan Health since finishing her residency in family 9 medicine at Indiana University; 10 Whereas, In July 1996, Dr. Mercy Obeime started practicing 11 at Garfield Park in Indianapolis and established the 12 Franciscan Health Neighborhood Center at Garfield Park. One 13 of the important missions of the clinic was to serve the 14 uninsured in the area, and this clinic grew and became a model 15 for best practices to serve patients with limited resources; 16 Whereas, Dr. Mercy Obeime worked with the Indiana Black 17 Legislative Caucus (IBLC) and the late State Representative 18 Bill Crawford on a variety of health-related issues. She was 19 asked to work with Governor Mitch Daniels' administration on 20 the inaugural Healthy Indiana Plan (HIP) and Rx Indiana, a 21 pharmaceutical assistance program for patients now replaced 22 by GoodRx. She continued to work with the Daniels 23 administration and Governor Mike Pence's administration on 24 health-related policies; 25 Whereas, The late U.S. Senator Richard Lugar recognized 26 Dr. Mercy Obeime's work and dedication, and invited her to 2023 HC 1041/DI 140 2 1 participate in The Lugar Series: Leadership in Action. She 2 participated in the series in 2009 and was a member of the 3 Lugar Leadership Series board from 2010 to 2021; 4 Whereas, In 2009, Dr. Mercy Obeime was appointed Director 5 of Community and Global Health at Franciscan Health; 6 Whereas, Dr. Mercy Obeime serves as Director of Medical 7 Training at the Marion County Public Health Department 8 where she oversees the training of medical students, residents, 9 and fellows in community and global health; 10 Whereas, In 2010, Dr. Mercy Obeime established the 11 SYMPAQ Clinic at the Franciscan Health Neighborhood 12 Health Center, became board certified in hospice and palliative 13 medicine to treat patients suffering from severe pain and end of 14 life problems, and helped establish the Franciscan substance 15 use disorder clinic which officially opened in January 2019; 16 Whereas, Dr. Mercy Obeime founded the Mercy Foundation 17 in 2003 and merged with the Timmy Foundation in 2010 to 18 become Timmy Global Health. This organization partners with 19 organizations in Ecuador, Guatemala, the Dominican Republic, 20 and Nigeria to improve health outcomes; and 21 Whereas, Dr. Mercy Obeime is the 151st President of the 22 Indianapolis Medical Society. She is the first woman of African 23 descent to hold this position: Therefore, 24 Be it resolved by the House of Representatives 25 of the General Assembly of the State of Indiana, 26 the Senate concurring: 27 SECTION 1. That the Indiana General Assembly honors Dr. 28 Mercy Obeime and her dedication to improving the health of 29 Hoosiers. 30 SECTION 2.
