1515 1 A CONCURRENT RESOLUTION thanking Mayor Andy
1616 2 Cook of Westfield for his service.
1717 3 Whereas, The Honorable Andy Cook was elected as the first
1818 4 mayor of Westfield in 2008 and was reelected to his fourth term
1919 5 in November of 2019. Prior to being elected mayor, Andy Cook
2020 6 was the Westfield Town Council president, where he worked to
2121 7 incorporate Westfield as a city;
2222 8 Whereas, In 2009, Mayor Cook developed the Westfield Youth
2323 9 Assistance Program, which provides early intervention to youth
2424 10 who are facing challenging life circumstances. This program
2525 11 coordinates the community's talents, services, and resources to
2626 12 help youth and empower families and caregivers. It has
2727 13 dramatically improved the lives of countless children and has
2828 14 been instrumental in reducing the number of youth in the
2929 15 county's judicial system by half;
3030 16 Whereas, Mayor Cook spearheaded the construction of the
3131 17 400-acre Grand Park Sports Campus, which opened in 2014,
3232 18 with the Grand Park Events Center opening in 2016. This
3333 19 magnificent, nationally recognized facility has drawn
3434 20 businesses to Westfield and 2.5 million visitors to the site
3535 21 annually. Notably, it is the home of the Indianapolis Colts
3636 22 training camp and the Pacers Athletic Center;
3737 23 Whereas, Early in his tenure, Mayor Cook launched the
3838 24 Grand Junction Task Group to study plans for improving
3939 25 Westfield's downtown. Its recommendations resulted in the
4040 26 development of a six-acre park, the Grand Junction Plaza,
4141 27 which has won multiple awards and is appreciated by both

4343 1 citizens and businesses;
4444 2 Whereas, The City of Westfield has experienced tremendous
4545 3 growth under the leadership of Mayor Cook. An Indiana
4646 4 University study recognized Westfield as the fastest-growing
4747 5 community in the State of Indiana in both 2021 and 2022.
4848 6 Westfield now has a population of 50,000 people, with
4949 7 continued growth projected;
5050 8 Whereas, Mayor Cook has expanded the system of trails
5151 9 throughout Westfield. He extended the Monon Trail north from
5252 10 Carmel, giving Westfield citizens access to Carmel and
5353 11 Indianapolis in the south, and he championed the construction
5454 12 of the Midland Trace Trail, extending east and west from
5555 13 Westfield to Noblesville;
5656 14 Whereas, Mayor Cook has been a phenomenal asset to the
5757 15 City of Westfield, by improving its economy and attracting
5858 16 businesses; and
5959 17 Whereas, Mayor Cook has been an incredibly successful and
6060 18 deeply dedicated public servant for the people of Westfield:
6161 19 Therefore,
6262 20 Be it resolved by the House of Representatives
6363 21 of the General Assembly of the State of Indiana,
6464 22 the Senate concurring:
6565 23 SECTION 1. That the Indiana General Assembly thanks
6666 24 Mayor Andy Cook of Westfield for his service to his
6767 25 community.
6868 26 SECTION 2. That the Principal Clerk of the House of
6969 27 Representatives shall transmit copies of this resolution to the
7070 28 office of State Representative Donna Schaibley.
