Schaibley _______________________, read first time and referred to Committee on 20232783 2023 HC 1049/DI 146 Introduced First Regular Session of the 123rd General Assembly (2023) HOUSE CONCURRENT RESOLUTION No. ____ 1 A CONCURRENT RESOLUTION thanking Mayor Andy 2 Cook of Westfield for his service. 3 Whereas, The Honorable Andy Cook was elected as the first 4 mayor of Westfield in 2008 and was reelected to his fourth term 5 in November of 2019. Prior to being elected mayor, Andy Cook 6 was the Westfield Town Council president, where he worked to 7 incorporate Westfield as a city; 8 Whereas, In 2009, Mayor Cook developed the Westfield Youth 9 Assistance Program, which provides early intervention to youth 10 who are facing challenging life circumstances. This program 11 coordinates the community's talents, services, and resources to 12 help youth and empower families and caregivers. It has 13 dramatically improved the lives of countless children and has 14 been instrumental in reducing the number of youth in the 15 county's judicial system by half; 16 Whereas, Mayor Cook spearheaded the construction of the 17 400-acre Grand Park Sports Campus, which opened in 2014, 18 with the Grand Park Events Center opening in 2016. This 19 magnificent, nationally recognized facility has drawn 20 businesses to Westfield and 2.5 million visitors to the site 21 annually. Notably, it is the home of the Indianapolis Colts 22 training camp and the Pacers Athletic Center; 23 Whereas, Early in his tenure, Mayor Cook launched the 24 Grand Junction Task Group to study plans for improving 25 Westfield's downtown. Its recommendations resulted in the 26 development of a six-acre park, the Grand Junction Plaza, 27 which has won multiple awards and is appreciated by both 2023 HC 1049/DI 146 2 1 citizens and businesses; 2 Whereas, The City of Westfield has experienced tremendous 3 growth under the leadership of Mayor Cook. An Indiana 4 University study recognized Westfield as the fastest-growing 5 community in the State of Indiana in both 2021 and 2022. 6 Westfield now has a population of 50,000 people, with 7 continued growth projected; 8 Whereas, Mayor Cook has expanded the system of trails 9 throughout Westfield. He extended the Monon Trail north from 10 Carmel, giving Westfield citizens access to Carmel and 11 Indianapolis in the south, and he championed the construction 12 of the Midland Trace Trail, extending east and west from 13 Westfield to Noblesville; 14 Whereas, Mayor Cook has been a phenomenal asset to the 15 City of Westfield, by improving its economy and attracting 16 businesses; and 17 Whereas, Mayor Cook has been an incredibly successful and 18 deeply dedicated public servant for the people of Westfield: 19 Therefore, 20 Be it resolved by the House of Representatives 21 of the General Assembly of the State of Indiana, 22 the Senate concurring: 23 SECTION 1. That the Indiana General Assembly thanks 24 Mayor Andy Cook of Westfield for his service to his 25 community. 26 SECTION 2.
