Citations Affected:  IC 9-13-2; IC 9-21-8-60.
Synopsis:  Automated vehicles. Provides that a person may not operate
an automated vehicle on a highway to transport passengers or goods
unless a human safety operator is physically present in the automated
vehicle to monitor the performance of the automated vehicle and to
intervene if necessary. Provides that a registered automated vehicle
must meet federal motor vehicle standards and regulations. Provides
that a human safety operator shall meet all state and federal
qualifications to operate a motor vehicle and an automated vehicle.
Effective:  July 1, 2023.

SENATE BILL No. 141
A BILL FOR AN ACT to amend the Indiana Code concerning
motor vehicles.
Be it enacted by the General Assembly of the State of Indiana:
1 SECTION 1. IC 9-13-2-6.4 IS ADDED TO THE INDIANA CODE
2 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY
3 1, 2023]: Sec. 6.4. "Automated vehicle" means a motor vehicle in
4 which at least one (1) aspect of a safety critical control function
5 occurs without direct input from an individual driving the motor
6 vehicle.
7 SECTION 2. IC 9-13-2-74.3 IS ADDED TO THE INDIANA CODE
8 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY
9 1, 2023]: Sec. 74.3. "Human safety operator" means an individual
10 who controls the entire dynamic driving task for an automated
11 vehicle.
12 SECTION 3. IC 9-21-8-60 IS ADDED TO THE INDIANA CODE
13 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY
14 1, 2023]: Sec. 60. (a) An automated vehicle registered in Indiana
15 must meet federal motor vehicle standards and regulations.
16 (b) A person may not operate an automated vehicle on a
17 highway to transport passengers or goods unless a human safety

1 operator is physically present in the automated vehicle to monitor
2 the performance of the automated vehicle and to intervene if
3 necessary.
4 (c) A human safety operator shall meet all state and federal
