34 | 34 | | 4 Chapter 7.7. Military Child Care Grant Program |

35 | 35 | | 5 Sec. 1. As used in this chapter, "fund" refers to the military |
---|
36 | 36 | | 6 child care grant fund established by section 3 of this chapter. |
---|
37 | 37 | | 7 Sec. 2. As used in this chapter, "MCCYN program" refers to the |
---|
38 | 38 | | 8 Military Child Care in Your Neighborhood fee assistance program |
---|
39 | 39 | | 9 of a branch of the armed forces of the United States. |
---|
40 | 40 | | 10 Sec. 3. (a) The military child care grant fund is established to |
---|
41 | 41 | | 11 provide grants to child care centers for the purpose of assisting a |
---|
42 | 42 | | 12 child care center in obtaining the national accreditation necessary |
---|
43 | 43 | | 13 to participate in an MCCYN program. |
---|
44 | 44 | | 14 (b) The office of the secretary shall administer the fund. |
---|
45 | 45 | | 15 (c) The fund consists of: |
---|
46 | 46 | | 16 (1) money appropriated to the fund by the general assembly; |
---|
47 | 47 | | 17 (2) federal funding allocated to the fund by the office of the |
---|

49 | 49 | | 1 secretary; and |
---|
50 | 50 | | 2 (3) gifts, grants, devises, bequests, and other donations made |
---|
51 | 51 | | 3 to the fund. |

52 | 52 | | 4 (d) The expenses of administering the fund shall be paid from |
---|
53 | 53 | | 5 money in the fund. |
---|
54 | 54 | | 6 (e) Money in the fund at the end of a state fiscal year does not |
---|
55 | 55 | | 7 revert to the state general fund. |
---|
56 | 56 | | 8 Sec. 4. (a) To the extent sufficient money is available in the fund, |
---|
57 | 57 | | 9 the office of the secretary shall provide a grant from the fund to a |
---|
58 | 58 | | 10 child care center that: |
---|
59 | 59 | | 11 (1) applies for a grant in the form and manner specified by the |
---|
60 | 60 | | 12 office of the secretary; and |
---|
61 | 61 | | 13 (2) is determined by the office of the secretary to be: |
---|
62 | 62 | | 14 (A) licensed under IC 12-17.2-4; and |
---|
63 | 63 | | 15 (B) located not more than thirty (30) miles from an active |
---|
64 | 64 | | 16 military base (as defined in IC 36-1-4-20). |
---|
65 | 65 | | 17 (b) The office of the secretary shall calculate the amount of a |
---|
66 | 66 | | 18 grant to a child care center under subsection (a) based on: |
---|
67 | 67 | | 19 (1) the available balance in the fund; and |
---|
68 | 68 | | 20 (2) an assessment by the office of the secretary of the actions |
---|
69 | 69 | | 21 needed to be taken by the child care center to attain eligibility |
---|
70 | 70 | | 22 for the MCCYN program of one (1) or more branches of the |
---|
71 | 71 | | 23 armed forces of the United States whose personnel serve at |
---|
72 | 72 | | 24 the active military base near which the child care center is |
---|
73 | 73 | | 25 located as determined under subsection (a)(2)(B). |
---|
74 | 74 | | 26 (c) A child care center that receives a grant under this section |
---|
75 | 75 | | 27 shall use the grant funds solely to defray expenses associated with |
---|
76 | 76 | | 28 taking the actions identified by the office of the secretary under |
---|
77 | 77 | | 29 subsection (b)(2). |

78 | 78 | | 30 Sec. 5. The office of the secretary shall adopt rules under |
---|
79 | 79 | | 31 IC 4-22-2 necessary to implement this chapter. |
