3318 1 A CONCURRENT RESOLUTION urging the Indiana
3419 2 Department of Transportation to rename a section of State Road
3520 3 13 in Madison County, beginning at 1795 South Anderson
3621 4 Street and ending one mile south on State Road 13, the "Officer
3722 5 Noah Jacob Shahnavaz Memorial Mile".
3823 6 Whereas, Officer Noah Jacob Shahnavaz was born on May
3924 7 18, 1998, to Matthew and Laurie (Bousman) Shahnavaz in
4025 8 Indianapolis, Indiana;
4126 9 Whereas, Noah attended Fishers High School, where he
4227 10 was a freshman wrestler and a four-year member of the drum
4328 11 line while also dedicating time towards early law enforcement
4429 12 training through the J. Everett Light Law Enforcement
4530 13 program;
4631 14 Whereas, Following his high school graduation in 2016,
4732 15 Noah enlisted in the United States Army, where he served as a
4833 16 Sergeant in the 93D Military Police Battalion, deployed to the
4934 17 Middle East from June 2017 to February 2018, and
5035 18 participated in two border missions;
5136 19 Whereas, Upon discharge from the Army in 2021, Noah
5237 20 became an officer for the Elwood Police Department,
5338 21 graduating from the Indiana Law Enforcement Academy in
5439 22 April 2022;
5540 23 Whereas, On July 31, 2022, Officer Shahnavaz initiated a
5641 24 routine traffic stop on State Road 13 in Elwood, Indiana, which
5742 25 culminated with the driver fatally shooting Officer Shahnavaz

5944 1 near the intersection of State Road 13/37 and West 1000 North
6045 2 before driving away; and
6146 3 Whereas, Officer Shahnavaz's lifelong dedication to public
6247 4 service for his state and country should be celebrated and
6348 5 remembered by family, friends, and those traveling through
6449 6 Madison County for years to come: Therefore,
6550 7 Be it resolved by the Senate of the General Assembly
6651 8 of the State of Indiana, the House of Representatives
6752 9 concurring:
6853 10 SECTION 1. That the Indiana General Assembly urges the
6954 11 Indiana Department of Transportation to rename a section of
7055 12 State Road 13 in Madison County, beginning at 1795 South
7156 13 Anderson Street and ending one mile south on State Road 13,
7257 14 the "Officer Noah Jacob Shahnavaz Memorial Mile".
7358 15 SECTION 2. The Secretary of the Senate is hereby directed
7459 16 to transmit copies of this Resolution to the family of Officer
7560 17 Noah Jacob Shahnavaz and the Commissioner of the Indiana
7661 18 Department of Transportation.
