1616 1 A CONCURRENT RESOLUTION congratulating the
1717 2 Indiana Department of Transportation, HNTB Corporation,
1818 3 Walsh Construction, and their many partners on having a
1919 4 portion of Interstate 69 Finish Line, located in Martinsville and
2020 5 Morgan County, Indiana, recognized as the top roadway project
2121 6 in the United States for 2022.
2222 7 Whereas, The Interstate 69 (I-69) Finish Line is a
2323 8 realization of 75 years of community studies and discussions to
2424 9 connect Evansville to Indianapolis through 142 miles of an
2525 10 improved, multi-lane highway system;
2626 11 Whereas, The final 26 mile section of interstate, spanning
2727 12 from Martinsville to Indianapolis, was split into five
2828 13 construction contracts to create 35 lane miles of local access
2929 14 roads and 39 new bridges, rehabilitate 35 existing bridges, and
3030 15 remove 14 traffic signals in order to reduce regional annual
3131 16 crash numbers by 1,300 and generate $4.1 billion in economic
3232 17 impact over the next twenty years;
3333 18 Whereas, The I-69 Finish Line's Contract 2 was awarded
3434 19 to Walsh Construction and focused on six miles of State Road
3535 20 37 through Martinsville that serves as a crucial road in the city
3636 21 and includes heavily-used access points to multiple businesses,
3737 22 and was the only I-69 contract that had to remove an existing
3838 23 highway passing through a city to replace it with an interstate;
3939 24 Whereas, State, county, and municipal stakeholders
4040 25 coordinated to fully close the corridor during construction,
4141 26 which ensured the safety of workers and motorists, accelerated

4343 1 road completion of Contract 2 by a full year, and assisted
4444 2 Contract 4, which was awarded to Reith-Riley Construction
4545 3 and encompassed the area from Martinsville to State Road 144,
4646 4 to be accelerated due to lower traffic volumes;
4747 5 Whereas, The planning and construction phases of
4848 6 Contract 2 experienced multiple challenges, including the need
4949 7 to reevaluate stormwater drainage patterns and management
5050 8 to support the abundance and quality of groundwater, moving
5151 9 and locating various utility lines from at least sixteen different
5252 10 utility companies, keeping open communication with businesses
5353 11 and Indiana University to limit impacts, and engaging with a
5454 12 new local administration regarding the project's background
5555 13 and upcoming activities;
5656 14 Whereas, The project team gave particular attention to
5757 15 creating community cohesiveness by constructing gateway
5858 16 monuments reminiscent of the Morgan County Courthouse
5959 17 Clock Tower inside the interchanges of State Roads 39 and 44,
6060 18 and replicated the brick samples of the Morgan County
6161 19 Courthouse into nearly 1.4 miles of noise barriers;
6262 20 Whereas, Collaborative planning by hundreds of engineers,
6363 21 planners, and the local community resulted in a final product
6464 22 that not only serves the transportation needs of Hoosiers, but
6565 23 also aesthetically reflects the historic character of Martinsville
6666 24 and Morgan County; and
6767 25 Whereas, Portions of the I-69 Finish Line were completed
6868 26 and opened to traffic by December 21, 2021, exhibiting a high
6969 27 quality of design, construction, and traffic maintenance that
7070 28 resulted in Roads and Bridges magazine recognizing it as the
7171 29 top roadway project in the United States during its 2022 annual
7272 30 review of major construction projects and enhancing Indiana's
7373 31 reputation as the "Crossroads of America": Therefore,
7474 32 Be it resolved by the Senate of the General Assembly
7575 33 of the State of Indiana, the House of Representatives
7676 34 concurring:

8181 3 having a portion of Interstate 69 Finish Line, located in

8383 5 roadway project in the United States for 2022.
8484 6 SECTION 2. The Secretary of the Senate is hereby directed
8585 7 to transmit copies of this Resolution to Michael Smith,
8686 8 Commissioner of the Indiana Department of Transportation
8787 9 (INDOT), the INDOT Central Office, INDOT Major Projects
8888 10 Division, INDOT Seymour District office, Butler, Fairman, &
8989 11 Seufert Inc., CDM Smith, Corradino LLC, Crawford, Murphy,
9090 12 & Tilly Inc., HNTB Corporation, Lochmueller Group, Rieth-
9191 13 Riley Construction, Walsh Construction, and WSP.
