DIGEST OF INTRODUCED RESOLUTION
A CONCURRENT RESOLUTION congratulating the Indiana
Department of Transportation, HNTB Corporation, Walsh
Construction, and their many partners on having a portion of Interstate
69 Finish Line, located in Martinsville and Morgan County, Indiana,
recognized as the top roadway project in the United States for 2022.

RESOLUTION No. _____ 
1 A CONCURRENT RESOLUTION congratulating the
2 Indiana Department of Transportation, HNTB Corporation,
3 Walsh Construction, and their many partners on having a
4 portion of Interstate 69 Finish Line, located in Martinsville and
5 Morgan County, Indiana, recognized as the top roadway project
6 in the United States for 2022.
7 Whereas, The Interstate 69 (I-69) Finish Line is a
8 realization of 75 years of community studies and discussions to
9 connect Evansville to Indianapolis through 142 miles of an
10 improved, multi-lane highway system;
11 Whereas, The final 26 mile section of interstate, spanning
12 from Martinsville to Indianapolis, was split into five
13 construction contracts to create 35 lane miles of local access
14 roads and 39 new bridges, rehabilitate 35 existing bridges, and
15 remove 14 traffic signals in order to reduce regional annual
16 crash numbers by 1,300 and generate $4.1 billion in economic
17 impact over the next twenty years;
18 Whereas, The I-69 Finish Line's Contract 2 was awarded
19 to Walsh Construction and focused on six miles of State Road
20 37 through Martinsville that serves as a crucial road in the city
21 and includes heavily-used access points to multiple businesses,
22 and was the only I-69 contract that had to remove an existing
23 highway passing through a city to replace it with an interstate;
24 Whereas, State, county, and municipal stakeholders
25 coordinated to fully close the corridor during construction,
26 which ensured the safety of workers and motorists, accelerated

1 road completion of Contract 2 by a full year, and assisted
2 Contract 4, which was awarded to Reith-Riley Construction
3 and encompassed the area from Martinsville to State Road 144,
4 to be accelerated due to lower traffic volumes;
5 Whereas, The planning and construction phases of 
6 Contract 2 experienced multiple challenges, including the need
7 to reevaluate stormwater drainage patterns and management
8 to support the abundance and quality of groundwater, moving
9 and locating various utility lines from at least sixteen different
10 utility companies, keeping open communication with businesses
11 and Indiana University to limit impacts, and engaging with a
12 new local administration regarding the project's background
13 and upcoming activities;
14 Whereas, The project team gave particular attention to
15 creating community cohesiveness by constructing gateway
16 monuments reminiscent of the Morgan County Courthouse
17 Clock Tower inside the interchanges of State Roads 39 and 44,
18 and replicated the brick samples of the Morgan County
19 Courthouse into nearly 1.4 miles of noise barriers;
20 Whereas, Collaborative planning by hundreds of engineers,
21 planners, and the local community resulted in a final product
22 that not only serves the transportation needs of Hoosiers, but
23 also aesthetically reflects the historic character of Martinsville
24 and Morgan County; and 
25 Whereas, Portions of the I-69 Finish Line were completed
26 and opened to traffic by December 21, 2021, exhibiting a high
27 quality of design, construction, and traffic maintenance that
28 resulted in Roads and Bridges magazine recognizing it as the
29 top roadway project in the United States during its 2022 annual
30 review of major construction projects and enhancing Indiana's
31 reputation as the "Crossroads of America":  Therefore,
32 Be it resolved by the Senate of the General Assembly
33 of the State of Indiana, the House of Representatives
34	concurring:
35 SECTION 1. That the Indiana General Assembly

1 congratulates the Indiana Department of Transportation, HNTB
2 Corporation, Walsh Construction, and their many partners on
3 having a portion of Interstate 69 Finish Line, located in
4 Martinsville and Morgan County, Indiana, recognized as the top
5 roadway project in the United States for 2022.
6 SECTION 2. The Secretary of the Senate is hereby directed
7 to transmit copies of this Resolution to Michael Smith,
8 Commissioner of the Indiana Department of Transportation
9 (INDOT), the INDOT Central Office, INDOT Major Projects
10 Division, INDOT Seymour District office, Butler, Fairman, &
11 Seufert Inc., CDM Smith, Corradino LLC, Crawford, Murphy,
12 & Tilly Inc., HNTB Corporation, Lochmueller Group, Rieth-
13 Riley Construction, Walsh Construction, and WSP.
