---|
32 | 27 | | 10 interpretations; |

33 | 28 | | 11 Whereas, Since 2010, Rapid DNA has been shown to |
---|
34 | 29 | | 12 dramatically impact law enforcement's ability to generate |
---|
35 | 30 | | 13 investigative leads while an arrestee is still in custody by |
---|
36 | 31 | | 14 enrolling a qualified arrestee's DNA profile into the Combined |
---|
37 | 32 | | 15 DNA Index System, also known as "CODIS", during the |
---|
38 | 33 | | 16 booking process and cross-searching the arrestee's information |
---|
39 | 34 | | 17 within the CODIS database; |
---|
40 | 35 | | 18 Whereas, CODIS is a computer software program |
---|
41 | 36 | | 19 maintained by the Federal Bureau of Investigation ("FBI") that |
---|
42 | 37 | | 20 allows state and local crime laboratories to store and compare |
---|
43 | 38 | | 21 evidence from convicted offenders, unsolved crime scene |
---|
44 | 39 | | 22 evidence, and missing persons to help solve crimes; |
---|
45 | 40 | | 23 Whereas, The federal Rapid DNA Act of 2017allows state |
---|
46 | 41 | | 24 CODIS agencies to establish Rapid DNA programs within their |
---|
47 | 42 | | 25 state in conjunction with the FBI so that Rapid DNA profiles |
---|
48 | 43 | | 26 can be uploaded to CODIS; |

57 | 52 | | 8 the process may be used, and what technology infrastructure is |

58 | 53 | | 9 required to connect Rapid DNA instruments to state and |
---|
59 | 54 | | 10 national databases to solve crimes; |

60 | 55 | | 11 Whereas, Implementing a Rapid DNA program in Indiana |
---|
61 | 56 | | 12 has the potential to help solve numerous unsolved crimes, |
---|
62 | 57 | | 13 improve the administration of justice in Indiana, and bring |
---|
63 | 58 | | 14 closure to Hoosier families; and |
---|
64 | 59 | | 15 Whereas, The Indiana General Assembly directs the |
---|
65 | 60 | | 16 Indiana State Police to convene a working group to study the |
---|
66 | 61 | | 17 use of Rapid DNA in booking stations in Indiana, so that |
---|
67 | 62 | | 18 arrestees' DNA profiles can be compared to unsolved crimes, |
---|
68 | 63 | | 19 and to prepare a report with recommendations for possible |
---|
69 | 64 | | 20 legislation to the Legislative Council before December 15, |
---|
70 | 65 | | 21 2023: Therefore, |

71 | 66 | | 22 Be it resolved by the Senate of the General Assembly |

77 | 72 | | 28 the use, cost, resources, and infrastructure needed for the Rapid |

80 | 75 | | 31 SECTION 2. The Indiana General Assembly directs the |

83 | 78 | | 34 Indiana Sheriffs Association, the Indiana Association of Chief |
